ANIMAL ADVISORY COMMISSION RECOMMENDATION 20221010-007 Date: 10/11/22 Colony Subject: Recommended Action Concerning the Congress Avenue Bridge Mexican Free-tail Bat Motioned By: Dr. Paige Nilson Seconded By: Beatriz Dulzaides Recommendation: 1. We recommend that the City of Austin posts a QR code prominently on the east side of both ends of the Congress Ave. bridge (and possibly at other locations), scannable by a smart phone, that links to a City website where detailed information about Austin’s bat colony can be provided. 2. We recommend that the dysfunctional string of lights on the western side of the Congress Ave. bridge be removed. This structure is a hazard to bats, particularly young bats, as they start their nightly flights for food (this may have already been done). 3. We recommend that Merlin Tuttle’s Bat Conservation specifically be consulted concerning the design and placement of any publicly accessible bat-viewing areas being considered. 4. We recommend that as soon as The Statesman PUD plans become finalized and the positioning of any proposed bat-viewing areas or decks has been determined, the City judiciously trims, as necessary, some of the trees along Lady Bird Lake for better public bat- viewing. 5. Vegetation beneath the bats’ roosting spaces at the extreme south end of the bridge should never be permitted to grow more than one meter tall. Bats will abandon this area if vegetation is permitted to grow much taller. 6. Currently, there is erosion damage to the Trail under the south end of the bridge from stormwater flow. There is a need for some kind of rainwater detention structure to be built on the uphill side of the Trail that overflows into culverts beneath the path and into the Lake to control this flooding and minimize erosion. Description of Recommendation to Council: 1. The linked website should contain information about bat viewing opportunities, safety around bats, and what to do about injured bats. We further recommend that for detailed biological and historical information about Austin bats, including seasonal cycles that affect viewing opportunities, bat behavior, and the ecological significance of this colony, the City site should be linked to a site specifically designed and frequently updated for this detailed information by Merlin Tuttle’s Bat Conservation (MTBC), which has volunteered their services for this task. 2. ANIMAL ADVISORY COMMISSION RECOMMENDATION 20221010-008 Date: 10/11/22 Subject: Adopting Bird-Safe Building Ordinances Motioned By: Jo Anne Norton Seconded By: Dr. Paige Nilson Recommendation: The Animal Advisory Commission recommends that the Austin City Council adopts the American Bird Conservancy’s (ABC’s) Model Bird-Friendly Building Guidelines for the City of Austin. (See: https://abcbirds.org/glass-collisions/model-ordinance/ This is included below.) We further recommend that the Austin City Council writes a letter to the US Congress to recommend support for the Federal Bird Safe Buildings Act of 2021. Description of Recommendation to Council: These model, or ideal, guidelines are intended to be a starting point for cities, towns, villages, counties, states, and any other entity interested in regulating or guiding building construction to reduce bird collisions with glass. They describe a truly bird-friendly building. Summarized simply, these guidelines are based on a 100/100/100 framework: 100% of all glass and other building materials should be bird friendly in the first 100 feet of 100% of buildings. The guidelines also specifically include all hazardous features that can trap birds or push them in the direction of dangerous features. Any group that adopts this ordinance as written will be at the leading edge of creating a bird- friendly built environment. However, many groups considering such guidelines will be interested in softening the language to exempt certain types of buildings or to reduce the amount of bird-friendly glass required. In anticipation of this, ABC has created a discussion of the issues to be considered when revising the model guidelines. (See https://abcbirds.org/glass-collisions/existing-ordinances/ ) These guidelines will be most commonly adopted as an ordinance to modify municipal building codes. As a result, the guidelines below are written in the form of a model ordinance. However, the text can be easily adapted to fit other building guidance formats. ABC will revise these guidelines as new science, materials, techniques, and technologies become available, so please make sure that you have the most current version before you begin the process of creating your own guidelines. Barrientos Mexican American Cultural Advisory Board convened via video conferencing. Board Members in Attendance: Endi Silva, Chair David Goujon, Vice Chair Gerardo Gandy, Member Litza Gonzales, Member Ricardo Maga Rojas, Member Tomas Salas, Member Board Member Absent: Wayne Lopes, Member Art Navarro, Vice Chair CALL TO ORDER: Chair Silva called the Board Meeting to order at 6:07 pm. PUBLIC COMMUNICATION Larry Amaro discussed being involved in the 2018 plan discussion. He mentioned his concern with the lack of community engagement for Phase 2. Maria Elena Rodriguez talked about wanting the Phase 2 project to be transparent and wanting community members to be involved in the planning and all through the project. She expressed wanting to see more local artists and musicians represented at the MACC. APPROVAL OF April 6, 2022 MINUTES 1. Member Goujon made a motion to approve the meeting minutes. Member Gandy seconded the motion. Vote passed. (6.0) CHAIR REPORT 2. Chair Silva thanked Vice Chair Goujon for attending the meeting in person as she was not able to. STAFF BRIEFINGS 3. Supervisor Tamzarian provided an update on the upcoming exhibits and programs for the month of April. Presentation by Lorie Martinez, Culture and Arts Education Coordinator on Latino Artist Access Program Activities. Manager Rojas presented staffing position updates and the continuation of MACC programs and activities once the MACC is closed for construction. 4. Ricardo Soliz and Tom Migl presented on the alley way vacation project. Soliz discussed the history of 64 Rainey Street and the process to file for vacation of an alley way. He explained 1 that all City departments vested in the process would have to give their ok to proceed with the project. He explained that City of Austin Fire Department staff were very considered with closing of the alleyway because of how busy the Rainey Street area is with vehicles. Soliz presented a plan that the Fire department had agreed might be a way to support the vacation of the alleyway. Migl mentioned that due to safety concerns the fire department did not want to loose circulation through the alleyway in case of emergencies. In studying the area, Fire proposed that an additional 8 ft of 64 Rainey land be given up for parking spaces. There would now be able to keep 20 …

PROGRAM CONTINUATION DURING PHASE 2 Presented By : Michelle Rojas Page 01 SITE CLOSURE UPDATES The MACC Campus will close to the public on December 18, 2022. Last day to accept new rentals and COA Reservations – July 15. Last date for collaborations November 30, 2022. Last day for program activities – Sunday, December 18. Page 02 PROGRAM CONTINUATION GOALS The ESB MACC is committed to the continuation of programs during the Phase 2 closures. We see the closure as an opportunity to extend programs to areas of the City where cultural programs are scarce. The goals are to continue providing signature events and programs at locations such as recreation centers and libraries and to keep the existing staff working on MACC related programs. Page 03 CONTINUOUS CONVERSATIONS Beginning in October 2021, these are some of the conversations and items completed October 2021 sent communication to all LAAP artists to apply to the Artist Access Program (AAP) to secure rehearsal and performance space for 2023. Application Open October 15 to December 22, 2021 Reminded all LAAP artists during in person meetings and emails at least 6 more times. 6 of the LAAP Artists apply and are accepted to the program LAAP artists that did not apply were informed that they would have assistance securing contract class contracts with sites like Recreation Centers. Page 03 PHASE 2 EXHIBIT February 2022 Phase 2 MACC Exhibit discussions between staff and Phase 2 working group March 2022 Phase 2 Digital Exhibit and In Person Physical Exhibit completed Exhibits included Programming Surveys for 2023 to 2024 as well as post 2024 and Beyond Phase 2 Exhibit displayed from March 9 to March 31 in Coronado Gallery during SXSW and the MACCnifico! event. She believes this is a way to have some sort of accountability as well as to have an organization or gather stakeholders to raise money to help collect funds for the center. 1 APPROVAL OF MINUTES 1. HISTORIC LANDMARK COMMISSION APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS OCTOBER 5, 2022 HR-2022-137402 CASTLE HILL 609 BAYLOR STREET 10 – 1 PROPOSAL PROJECT SPECIFICATIONS Construct a rear addition and replace roof. Construct a garage apartment, pool, and deck. 1) Create habitable attic by constructing dormers at side elevations, approximately 23’ from front roof edge. 2) Construct cantilevered balcony at rear of house above walk-out basement. The proposed balcony features a steel rod and bar stock guardrail and is supported by metal columns. 3) Replace windows and doors at rear elevation with full-height aluminum-clad fixed windows, casements, and sliders. Replace windows at north elevation with larger salvaged windows from rear of house. Move existing window down at approximately 15’ from the front wall of the north elevation. Replace existing windows with casements at south elevation. Add skylights to rear. Replace front door. 4) Replace and patch cladding where needed with vertical wood cladding. Repaint stucco at original portion of house. 5) Replace corrugated metal roof with standing seam metal roof. Reframe rear elevation roofline to gable end. Replace gutters and downspouts. 6) Remove existing porch railing. 7) Construct new alley-facing garage with ADU above. The proposed garage apartment is clad in vertical wood siding and perforated metal, with steel guardrails and stairs. It has a flat standing-seam metal roof, an east-facing garage opening to the alley, and aluminum-clad wood windows. 8) Construct a pool and deck behind main house. ARCHITECTURE The Castle Hill Historic District survey lists the property as a ca. 1915 Classical Revival bungalow with hipped roof and single gabled dormer. DESIGN STANDARDS The Castle Hill Design Standards are used to evaluate projects within the historic district. The following standards apply to the proposed project: A. GENERAL DISTRICT STANDARDS 1(a) Repair, rather than replace, original materials. Replace only materials that are deteriorated beyond repair or that detract from and are not original to the building. Replacement materials shall match the original materials when feasible. The proposed project has been amended to retain most of the original windows, porch railings, and the front door. It repairs existing siding and windows. B. SITE IMPROVEMENTS 1(e) Driveways. (i) Driveway entrances shall be consistent with the pattern on contributing buildings on the same primary street. HISTORIC LANDMARK COMMISSION APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS OCTOBER 5, 2022 HR-2022-137410 MARY LOWRY HOUSE 4001 AVENUE C 11 – 1 PROPOSAL Demolish a non-original garage and construct a garage apartment in its place. PROJECT SPECIFICATIONS Build a new two-story ADU with attached garage in the same location as existing garage. The proposed garage apartment is clad in horizontal fiber cement siding with a hipped and cross-gabled, asphalt shingle roof. A second-floor roof deck faces Avenue C, while a single-car garage bay faces the secondary W. 40th Street frontage. Fenestration includes fully glazed doors and fixed single-pane windows. ARCHITECTURE One-story Folk Victorian house with hipped roof, horizontal wood siding, dual brick chimneys, fish-scale shingles at gable end, and jigsawn trim at partial-width inset porch. DESIGN STANDARDS The City of Austin’s Historic Design Standards (March 2021) are based on the Secretary of the Interior’s Standards for Rehabilitation and are used to evaluate projects at historic landmarks. The following standards apply to the proposed project: Residential new construction 1. Location and 2. Orientation The proposed structure is located on the site of the existing non-original garage at the rear of the property and is oriented with the garage toward the secondary streetscape like the current structure. 3. Scale, massing, and height The previous design for the proposed accessory building appeared mostly visually subordinate to the primary building in massing and form. The revised massing is more complex, and thus is less compatible than the pre-revision design with simple hipped roofline. 4. Proportions The proposed accessory building appears mostly compatible in proportion with the historic house, save for the cross-gabled portion of the second floor, which appears less compatible than the previous design. 5. Design and style The pre-revision iteration of the proposed accessory building’s simple design appeared mostly compatible with the character of the primary historic landmark in terms of scale, massing, proportions, materials, and architectural features. The new design is somewhat compatible, but less so in terms of massing, proportions, and architectural features. 6. Roofs On the earlier design, the simple hipped roof proposed for the accessory building mimics the hipped roof on the current garage. The revised design’s compound roofline is less compatible than the previous design; its complexity draws attention to the building from the primary streetscape. PROJECT SPECIFICATIONS Replace windows at the rear south and east elevations. 2:1 wood divided-light casement windows are proposed at the first floor, and 2:1 divided-light wood double-hung and casement windows are proposed at the second. Replace deteriorated non-original vertical siding with wood lap siding to match existing historic-age siding at remainder of house. Replace back door with fully glazed transom door. Replace metal canopy over back door with shingled awning. ARCHITECTURE The house’s 1990 National Register nomination describes it as follows: […] 2-story frame dwelling that was built in 1902. […] The dwelling retains the features of Victorian-era housing coupled with details from the Classical Revival style…A massive 2-story dwelling with a generally square plan, the house rests on a pier-and- beam foundation. The primary (east) facade is dominated by a 2-tier porch featuring Doric columns and turned-wood balustrades suggestive of the Classical Revival style popular in Texas during the early 20th century. A projecting 2- tiered portico at the south end of the porch marks the entry bay. Fenestration includes a single doorway with transom and double-hung wood sash with 1/1 lights. Polygonal projecting bays on the north elevation alleviate the regular massing. Along with the complex roofscape of steeply pitched hipped and gable roof forms…Interior corbelled chimneys of buff-colored brick extend from the north and south slopes of the hipped roof. Modest changes that do not adversely affect the dwelling's historic integrity include a 2- story addition on the rear (west) elevation and installation of metal awnings over the windows and the entry bay of the porch.1 DESIGN STANDARDS The City of Austin’s Historic Design Standards (March 2021) are based on the Secretary of the Interior’s Standards for Rehabilitation and are used to evaluate projects at historic landmarks. HISTORIC LANDMARK COMMISSION PERMITS IN NATIONAL REGISTER HISTORIC DISTRICTS OCTOBER 5, 2022 HR-2022-119952 OLD WEST AUSTIN NATIONAL REGISTER DISTRICT 1618 PALMA PLAZA 15.0 – 1 PROPOSAL New construction of a multifamily project. PROJECT SPECIFICATIONS 1) Construction of 3 detached residences with private garages. 2) Exterior materials are painted brick, flat seam metal panel, and standing seam metal panel. 3) Windows are steel, aluminum, or aluminum clad with divided lights. DESIGN STANDARDS The City of Austin’s Historic Design Standards (March 2021) are based on the Secretary of the Interior’s Standards for Rehabilitation and are used to evaluate projects in the Old West Austin National Register District. The following standards apply to the proposed project: Residential new construction 1. Location The location of the units are setback sufficiently from the street to be similar to the neighboring multi unit property yet it has improved upon the neighboring design so the units are actually engaging with the street and not too far removed and cutoff from the neighborhood. 2. Orientation The project is oriented toward Palma Plaza with front façade entry of Units A and B facing the street. It is compatible with the district. 3. Scale, massing, and height The scale, massing and height is larger than a single-family residential dwelling but that not unusual since this is a multi- family residential project. It is adjacent 1618 Enfield Plaza which is a similar project of similar proportions and scale. 5. Design and style The design and style of the new construction echoes the style of the previous single family residential on site and is compatible with the district. 7. Exterior walls The exterior wall material of painted brick with metal accent is compatible with the district. 11. Attached garages and carports The proposed garage design is compatible with street facing garages similar to the adjacent contributing properties. Summary The project meets the applicable standards. COMMITTEE FEEDBACK The ARC felt the new construction took design cues from the previously demolished residential structure and was compatible with the NRHD. PROJECT SPECIFICATIONS Construct a rear addition. The proposed addition is two stories in height, clad in fiber cement board-and-batten siding. Its fixed and casement clad-wood windows are mostly undivided, arranged in a somewhat irregular pattern at each elevation. The side-gabled roof will be clad in metal to match the existing house. A small second-floor balcony shelters a porch at the north and east elevations. ARCHITECTURE RESEARCH DESIGN STANDARDS The Travis Heights-Fairview Park National Register district nomination describes the building as a Craftsman bungalow replacement porch posts, siding, and roof. It has 1:1 replacement windows, a partial-width gabled porch, and a gabled roof. The house at 2112 Clifton Street was built around 1929 by George G. Stanley, a longtime employee of the Austin Street Railway Company. His daughter and son-in-law, Dorothy Mae and Wilton Powell Lock, also lived there as renters before taking ownership of the home. Wilton Lock worked as an Austin Transit mechanic. The Locks had two sons, both of whom became Air Force pilots. The City of Austin’s Historic Design Standards (March 2021) are based on the Secretary of the Interior’s Standards for Rehabilitation and are used to evaluate projects in National Register districts. The following standards apply to the proposed project: Residential additions 1. Location The addition is located to the rear of the property and is situated beyond the back wall of the original building. 2. ARCHITECTURE RESEARCH One-story brick house with 6:6 and 4:4 mulled wood windows, partial-width covered porch, a cross-gabled roof with shallow eaves, and a tapered brick chimney. Metal awnings shade the porch and windows at the main façade. The house at 2706 Wooldridge Dr. was constructed for Philip L. and Mary Younes Joseph in 1936. Both Philip and Mary were native Austinites whose families, after immigrating from Lebanon, owned successful businesses in Central Texas. Philip L. Joseph opened several package stores and inherited his father’s haberdashery business, Joseph’s Man’s Shop, which operated on Congress Avenue and 6th Street from 1890 until after Philip’s death in 1968. PROPERTY EVALUATION The property contributes to the Old West Austin National Register district. Designation Criteria—Historic Landmark 1) The building is more than 50 years old. 2) The building appears to retain high integrity. 3) Properties must meet two criteria for landmark designation (LDC §25-2-352). Staff has evaluated the property and determined that may meet two criteria: a. Architecture. The building displays Minimal Traditional-style influences. b. Historical association. The property is associated with Philip L. Joseph, longtime Austin businessman. While other members of the Joseph family have been honored with landmarked buildings, it does not appear that this branch of the family is associated with currently landmarked structures. c. Archaeology. The property was not evaluated for its potential to yield significant data concerning the human history or prehistory of the region. d. Community value. The property does not possess a unique location, physical characteristic, or significant feature that contributes to the character, image, or cultural identity of the city, the neighborhood, or a particular demographic group. e. Landscape feature. The property is not a significant natural or designed landscape with artistic, aesthetic, cultural, or historical value to the city. STAFF RECOMMENDATION If the Commission feels that the historical associations with the Joseph family are sufficient for designation, consider initiation of historic zoning. The primary structure is a circa 1938 asymmetrical single-story residential dwelling with a modest Greek Revival Style façade featuring a full facade porch, emphasized with a wide band of trim, and supported by simple square wood columns. The balanced front façade has a single-entry door and a symmetrical fenestration pattern. The side-gabled roof has recently been replaced with metal. 1515 Mohle was built by Charles B. Maufrais a prominent local businessman. Charles Maufrais was one of several brothers who owned and operated the Maufrais Brothers, Inc Cement Company which was established in Austin in 1893 by his father, William Maufrais. Maufrais street in Austin is named after this local family. Charles lived at 1515 Mohle with his wife, Margaret, for no more than 6 years. Local directories show Margaret Plummer listed as renting the property by 1944 and then listed as the property owner in 1947 till the end of directory research. ARCHITECTURE RESEARCH DESIGN STANDARDS The City of Austin’s Historic Design Standards (March 2021) are based on the Secretary of the Interior’s Standards for Rehabilitation and are used to evaluate projects in the Old West Austin National Register districts.
