MEMORANDUM To: From: Date: Mayor and City Council T. C. Broadnax, City Manager October 14, 2026 Subject: Lions Municipal Golf Course and Brackenridge Development Agreement The purpose of this memorandum is to provide an update on discussions with the University of Texas at Austin to convey full ownership of Lions Municipal Golf Course to the City of Austin as part of proposed amendments to a 1989 interlocal agreement between the City and the University, also known as the Brackenridge Development Agreement (BDA). Staff will brief the Environmental Commission and the Planning Commission prior to bringing the proposed amendments to the City Council on November 19, 2026. Background The University of Texas was gifted nearly 500 acres of land along both sides of Lake Austin Boulevard and has ground lease agreements with many of the commercial businesses in the area. Lions Municipal Golf Course, also known as Muny, first opened in 1924 and occupies about 141 acres of the University-owned property. The City took over the lease for the golf course 13 years later and has operated Muny ever since. In 1950, Muny became the first public golf course in the South to integrate, allowing people of color to play, and is listed on the National Register of Historic Places as a civil rights landmark. Today, it is the most used course in the city, with more than 75,000 rounds of golf played each year. For more than 50 years, the course’s community of golfers, neighbors, students, and other Austinites have been working to save Muny and preserve its role as a public course open to all who want to play. Throughout that time, the City, the University, and community members have discussed various solutions to the issue of ownership, operations, and preservation of Muny. However, without a clear path forward, the City has been operating Muny under a month-to-month lease agreement with UT since 2019. As part of the conversations to preserve Muny, the City and the University also discussed the terms for how the University may use the land it owns on either side of Lake Austin Boulevard for private development. In 1989, the City and University entered into an interlocal agreement known as the Brackenridge Development Agreement. The City and the University have amended the BDA several times throughout the years, but none of those changes have resulted in a long-term plan for Muny, despite a great deal …

Proposed Amendments to the BDA with the University of Texas Page 1 of 5 Non-Regulatory Elements - Convey Muny to the City; - Replace existing affordable student housing on University property (not necessarily in the BDA area); - Vacate rights-of-way listed in Exhibit B if (a) reasonably feasible and public safety can be maintained; and (b) UT covers expenses to relocate utilities. Compensation for these ROWs is captured within this transaction. - Amend the University’s lease at Mueller to adjust timelines and add (1) residential uses; (2) childcare; (3) other uses that support University’s students, staff, or faculty; and (4) some non-University uses if that can be achieved without giving a gift of public funds as part of the larger transaction; and - For non-University projects in BDA: (a) Establish a tax increment reinvestment zone (TIRZ) that complies with the City’s TIRZ policy on affordable housing but not requiring the affordable housing within the TIRZ area; (b) Create a local government corporation (LGC); and (c) Adopt a regulating plan that mirrors the BDA (as amended). Proposed Amendments to the BDA with the University of Texas Page 2 of 5 Regulatory Elements As Applied to Non-UT Projects Summary of Primary Development Standards Entire area = 190.26 acres FAR for the entire area is .6:1 • But because of setbacks from the river, a tributary, and Lake Austin Blvd, the amount of land that can be developed is less than 190.26 acres. • Since the land that can be developed is less than 190.26 acres, the per site development can exceed .6:1 FAR; however, no site can exceed 5:1 FAR unless Council authorizes an increase in FAR for the site using the process to rezone property. • The University understands that the FAR for sites developed later may be less than .6:1 or may be undevelopable because of the FAR limitation as it is applied to the entire area. The University agrees that the City is not responsible for resolving any disputes that may arise due to a lack of remaining FAR. In no instance can a building be taller than 65 feet when measured from LAB. • Max height for buildings constructed contiguous to LAB and north of LAB is 65 feet except that development can utilize Section 25- 2-531 (Height Limit Exception). • Max height for buildings constructed south of LAB but not contiguous to LAB cannot exceed 105 feet …

ZONING CHANGE REVIEW SHEET CASE: C14-2026-0054 (Park 290 Logistics Center) DISTRICT: 1 ADDRESS: 11653 Decker Lane; 9921 and 9931 East US Highway 290 Service Road Eastbound ZONING FROM: CH-CO TO: LI SITE AREA: approximately 66.27 acres (approximately 2,886,721 square feet) PROPERTY OWNER: BSREP III DECKER LANE LP AGENT: Jackson Walker L.L.P. (Pamela Madere) CASE MANAGER: Jonathan Tomko, AICP (512) 974-1057, jonathan.tomko@austintexas.gov STAFF RECOMMEDATION: Staff does not recommend granting limited industrial services (LI) zoning at this location. For more information about Staff’s recommendation, please see the basis of recommendation section below. ZONING AND PLATTING COMMISSION ACTION / RECOMMENDATION: October 20, 2026: Case is scheduled to be heard by Zoning and Platting Commission CITY COUNCIL ACTION: TBD ORDINANCE NUMBER: TBD ISSUES: N/A CASE MANAGER COMMENTS: The property in question is approximately 66-acres land containing Park290. It has four buildings totaling over 700,000 square feet of LEED certified Class A industrial warehouses constructed in approximately 2025. It is approximately 1,000 feet southwest of the intersection of the interchange between US 290 Highway and SH 130. There is largely undeveloped land in the vicinity, some warehouses and multifamily uses. The nearest Limited Industrial Services (LI) zoning is over 1 mile away to the west. The subject tract is within the Northwest District Planning Area, an Imagine Austin Activity Center, and less than 1/3 mile from the Austin-Manor Hike and Bike trail and less than ½ mile from the proposed Wildhorse Green Line Station. BASIS OF RECOMMENDATION: 02 C14-2026-0054 - Park 290 Logistics Center; District 11 of 10 C14-2026-0054 2 The proposed zoning should be consistent with the purpose statement of the district sought. Commercial Highway Services (CH) is the designation for a use that has operating and traffic generation characteristics that require that the use be located at the intersection of state- maintained highways other than scenic arterial roadways. A CH district designation may be applied to a single major mixed-use development of a service nature that includes any combination of office, retail, commercial, and residential uses. A CH district may include a high- density residential use. Site development regulations and performance standards applicable to a CH district are designed to ensure adequate access to and from all uses. The proposed zoning should be consistent with the goals and objectives of the City Council. In 2020, Council adopted Resolution 20201112-043 which directs Staff to develop the Northeast District Plan. This work continues today. Staff …

ZONING CHANGE REVIEW SHEET CASE: C14-2026-0046 (Howard Plaza) DISTRICT: 1 ADDRESS: 3127 East Howard Lane ZONING FROM: W/LO SITE AREA: 8.37 acres PROPERTY OWNER: Peter Pham TO: GR CASE MANAGER: Sherri Sirwaitis (512-974-3057, sherri.sirwaitis@austintexas.gov) STAFF RECOMMEDATION: Staff recommends GR-CO, Community Commercial-Conditional Overlay Combining District, zoning. The conditional overlay will prohibit the following uses on the property: Automotive Repair Services, Automotive Sales, Automotive Washing (of any type), Bail Bond Services, Club or Lodge, Commercial Off-Street Parking, Drop Off Recycling Collection Facility, Exterminating Services, Funeral Services, Hotel/Motel, Off-Site Accessory Parking, Outdoor Entertainment, Outdoor Sports and Recreation, Pawn Shop Services and Service Station. ZONING AND PLATTING COMMISSION ACTION / RECOMMENDATION: August 4, 2026: Granted the neighbors request for a postponement to September 15, 2026 by consent (6-0, R. Puzycki, A. Flores, S. Boone, A. Cortes and T. Major-absent); B. Greenberg-1st, D. Fouts-2nd. September 15, 2026: Postponed by the Commission to October 20, 2026 (71-, L. Stern-No); A. Flores-1st, T. Major-2nd. October 20, 2026 CITY COUNCIL ACTION: ORDINANCE NUMBER: 03 C14-2026-0046 - Howard Plaza; District 11 of 199 ISSUES: N/A CASE MANAGER COMMENTS: The property in question is a 8.37 acre tract that contains four warehouse structures and a outdoor pavilion space that front onto East Howard Lane. This lot was annexed by the City of Austin on December 31, 2007 (Case C7a-07-024) and received W/LO zoning in 2017 through case C14-2016-0119 (please see Area Case Histories below). The property owner has a site plan – case SP-2023-0053C - that is approved to permit four 15,000 sq. ft. buildings and a 7,200 pavilion on the site. Therefore, the applicant is requesting GR zoning to allow for office (professional office), religious assembly, indoor entertainment (wedding venue) and an indoor sports and recreation use (pickleball courts) within these structures on the property. The staff is recommending GR-CO, Community Commercial-Combining District, zoning for this site. The proposed GR-CO zoning will allow for office, civic and commercial uses on a tract of land that fronts onto an arterial roadway, East Howard Lane. The proposed zoning will provide a transition across Howard Lane, to the single-family residential uses to the north in the Cantarra Residential Neighborhood and to the east to the Mixed Residential Area (East Village- Parcel RA-15) in the Pioneer Crossing PUD. BASIS OF RECOMMENDATION: 1. The proposed zoning is consistent with the purpose statement of the district sought. Community Commercial district is intended for office and …

High-Efficiency Central Air Conditioning and Heat Pump Rebate Programs October 20, 2026 © Austin Energy Hammad Chaudhry, Energy Efficiency Services Director Overview Decades of air conditioning and heat pump programs and building codes have produced substantial megawatt demand reductions today. Many long-standing barriers persist, and new ones have emerged, creating program limitations. Despite barriers, Austin Energy is pushing air conditioning and heat pump programs across all markets to meet the Resource Generation Plan to 2035 Goals. What is a heat pump? Heat Pump Heat Pumps (HP) move heat rather than create heat — using refrigeration cycle to transfer thermal energy. Heat Pumps provide both cooling and heating using the same equipment. Air Conditioner Air Conditioners (AC) only cool, but with the same refrigeration cycle as a heat pump in cooling mode. Heating can be provided with a gas furnace or electric resistance. Both Both use “heat pump” technology for cooling using Energy Efficiency Ratios (EER) / Seasonal Energy Efficiency Ratios (SEER) to measure efficiency. 3 Air Conditioning (AC) & Heat Pump (HP) Residential Rebates Single Family Heating Types in Austin Austin’s residential energy code has restricted the use of electric resistance heating in new homes since 1989. Page 1 of 3 pages

CITY OF AUSTIN RESOURCE MANAGEMENT COMMISSION RESOLUTION REQUESTING INDEPENDENT ANALYSIS OF CARBON-FREE RESOURCES ADDRESSING AUSTIN ENERGY’S 400-MEGAWATT RELIABILITY NEED CONSISTENT WITH CLIMATE EQUITY PLAN AND CLEAN ENERGY GOALS WHEREAS, the Austin Climate Equity Plan (2021) and Austin Energy's Resource, Generation, and Climate Protection Plan to 2035 — adopted unanimously by the Austin City Council in December 2024 — commit the City and its municipal utility to 100% carbon-free generation by 2035 and net-zero emissions by 2040, and direct all procurement and investment decisions to align with those goals; and WHEREAS, Austin Energy has identified approximately 575 annual reliability risk hours in the Austin load zone and determined that approximately 400 megawatts of additional dispatchable capacity is needed by 2035 or earlier to address that risk, with an estimated budget of approximately $1 billion — a commitment of sufficient scale to warrant rigorous, independent evaluation of all available pathways. This anticipated resource need and the number of hours of annual reliability risk are likely to increase over time, making 400 megawatts a floor rather than ceiling on future Austin Energy resource needs; and WHEREAS, Austin Energy’s Resource, Generation and Climate Protection Plan to 2035, and the Austin City Council’s approval of Austin Energy’s proposed new gas- fired peaker plant, is based upon resource and fuel cost, technology and availability assumptions dating back to mid-2024. WHEREAS, since mid-2024 multiple characteristics of resource and fuel have changed significantly over the past two years, including multiple factors that render the assumptions underlying the gas peaker plant outdated: • A 64% increase in Henry Hub natural gas prices between August 2024 and October 2026; • A 40 to 50% higher increase in single-cycle gas turbine and 40 to 66 percent increase in combined-cycle turbine costs from August 2024 to October 2026, with lead times for delivery extending for five years or more due to the huge demand for new turbines and turbine generator sets from data center owners, utilities, and independent power producers; • A 15 to 25% increase in the cost of acquiring large generator step-up transformers, with lead times from order to delivery extending three to four years; and WHEREAS, these cost increases and delivery delays could significantly raise the costs of and delay the construction and operation of Austin Energy’s newly approved gas-fired peaker plant; and WHEREAS, Austin Energy should reexamine the availability and feasibility of a suite of alternative technology options …

RESOLUTION TO OFFER FURTHER OPINIONS AT THE SAME TIME AS RECOMMENDATIONS TO COUNCIL WHEREAS, Austin Energy and Austin Water ask the Resource Management Commission to recommend City Council approval of expenditures or policy that affect clean energy and water conservation; and WHEREAS, the Commission is constrained by the wording of these Recommendations for Council Action (RCAs) to only a "Yea or Nay" vote for approval; and WHEREAS, the issues surrounding these RCAs sometimes have issues that need to be brought to City Council's attention, but these nuances cannot be considered at the same time as the RCAs because such recommendations are not posted for discussion and vote at the same meeting as the RCAs; THEN BE IT RESOLVED that, beginning with the meeting of November 2026, RCAs posted for consideration on the Commission agenda also have an automatic item posted allowing the Commission the option to offer further opinions on the RCAs to Council for consideration.
