This program is modernizing AW's water metering system by replacing more than 250,000 analog water meters with digitally read water meters connected to a wireless network by 2025. Of the nearly 250,000 analog water meters scheduled for replacement, approximately 450 large- diameter meters are incompatible and need replacement to complete the My ATX Water project deployment. This contract will ensure the large-diameter meters meet the same installation timeframe by exchanging up to 40 meters per month. Large-diameter meter replacements often require heavy equipment, right-of-way and street closure permits, confined space entry requirements, and extensive commercial property coordination, requiring a dedicated resource. As part of the outcome of Winter Storm Uri After Action Report and Emergency Preparedness Plan, the portable office trailers are needed to provide additional office space for essential staff, enabling them to report directly to assigned facilities, provide direct service as required, and reduce reaction time in emergency situations. The plant was in operation for 69 years and was decommissioned in 2006 when wastewater flows were diverted to the South Austin Regional WWTP. Currently, Austin Water uses the site for training, office space, and maintenance activities. The scope of this project is to construct new grinder pumps to collect domestic wastewater flows from the restrooms at the Govalle Administrative and Maintenance buildings and convey the flows to the centralized wastewater collection system on Linger Lane. The existing domestic wastewater collection system will be abandoned and decommissioned. This project will enable Austin Water staff to continue to utilize the office and training facilities at the Govalle WWTP. This item includes one allowance. The allowance of $25,000 will be used to address any contaminated soil and/or water at the site. The Rock Harbour Lift Station is part of the Austin Water wastewater collection system consisting of over 130 Lift Stations, 78 miles of force mains, and 2,900 miles of gravity lines. Lift Stations are typically mechanical systems of pumps, pipes and controls that lift and convey wastewater from lower to higher elevations within hilly terrain. The purpose of this project is to construct a new lift station to meet demand and reduce maintenance and odor problems. The new lift station design includes a wet well, valve vault, odor control equipment, screening equipment, electrical improvements to meet current Austin Water standards, a natural gas generator, and a retaining wall. Construction of these improvements will allow Austin Water to continue to provide wastewater services to the increasing population in the area as well as reduce the release of odor into the local neighborhood. The Water and Wastewater Commission mission statement is set forth in Section 2-1- 186 of the Municipal Code of the City of Austin, Texas which states: (A) The Water and Wastewater Commission members should reside inside the utility's service area. Not more than two members should be involved in development or development-related activities. (B) The purpose of the Water and Wastewater Commission is to: (1) review, analyze, and advise the City Council on the policies and resources relating to the city water and wastewater utility and water quality; and (2) assist the City Council in ensuring that the City's residents are provided with an adequate, economical, and potable supply of water and a stable, economical and environmentally safe system of wastewater disposal. DISCUSSION ITEMS 2. Recommend approval to negotiate and execute a contract with Environmental Improvements Inc., to provide parts for chemical feed pumps, for a term of five years in an amount not to exceed $860,000. The motion to approve the recommendation was approved on Vice-Chair Castleberry’s motion, Commissioner Penn’s second on a 7-0 vote with Commissioners Moriarty, Navarro and Turrieta absent and one vacancy. 3. Recommend approval to award and execute a construction contract with Santa Clara Construction, Ltd., for Wastewater Line Renewal and Spot Rehab Service Contract (2023 to 2025) Indefinite Delivery/Indefinite Quantity contract in the amount of $3,200,000 for an initial 1-year term, with two 12-month extension options of $3,200,000, for a total contract amount not to exceed $9,600,000.
