Terms and conditions contained in a consent agreement and provisions of related agreements between the City and the District indicate that as the area developed, the parties anticipated the District would become part of the City through annexation. In September 1980 the City and the Shady Hollow Municipal Utility District (District), previously known as Southwest Travis County Municipal Utility District No. 1, entered into an agreement for the City to provide wholesale drinking water service to the District. The parties entered into a subsequent agreement for the City to provide wholesale wastewater service in October 1993, with an amendment executed in April 1996. In accordance with the terms of the 2013 Strategic Partnership Agreement (SPA), the City began providing retail water and wastewater service in April 2018 to approximately 1,400 former District customers who had been previously receiving wholesale water and wastewater service from the City. The proposed ordinance language establishes regulations for the treatment, monitoring, and reporting requirements for onsite water reuse systems. These regulations are based on the model local ordinance from the National Blue Ribbon Commission for Onsite Non-potable Water Systems, which is supported by a risk- based public health framework that was developed by an expert panel of researchers, practitioners and public health officials. The proposed regulations are necessary to ensure the reuse systems are designed, operated and maintained in a manner that is protective of public health, thereby increasing their acceptance and adoption in new development. Along with these regulations, Austin Water is planning to administer a pilot onsite non- potable reuse incentive program. Grant awards are intended to help offset the installation costs of systems for development projects that voluntarily install and use onsite water reuse systems for non-potable water uses such as toilet flushing, cooling tower make-up water and irrigation. The proposed ordinance would also amend the inspection report requirements to include whether the tower is meeting additional water efficiency standards for drift eliminators and the addition of biocides to cooling tower recirculating water to prevent algae growth, thereby increasing water efficiency as well as protecting public health by preventing airborne bacteria. These measures are consistent with 1126.1 and E 403.5.2, respectively, of the 2015 Uniform Mechanical Code, International Association of Plumbing and Mechanical Officials (IAMPO), and Standard 189.1, International Green Construction Code, of the American Society of Heating, Refrigeration and Air Conditioning Engineers (ASHRAE). At Hornsby Bend BMP, wastewater sludge is processed by screening, thickening, anaerobically digesting, dewatering, and on-site composting. Water from the dewatering process is further treated in a side stream wastewater treatment plant and is stored in an on-site system of lagoons, or ponds. Hornsby Bend is permitted by the Texas Commission on Environmental Quality as a non-discharge treatment facility. As a non-discharge facility, all water from sludge processing that is stored in the lagoons must be retained in storage, disposed of on- site by means of irrigation, or transferred to another treatment facility. The construction of a Transfer Pump Station and rehabilitation and expansion of the existing irrigation system will provide additional irrigation capabilities and the ability to transfer excess flow to South Austin Regional Wastewater Treatment Plant. This substation has exceeded its remaining useful life and needs to be replaced with a modern enclosed electrical substation facility. In addition to constructing the new substation facility, a new electrical duct bank connecting it with the LSPS will be constructed. This will allow the new power distribution system to be built over several years, while the old power distribution system remains in service, allowing the water plant to remain in service during construction. A new access road will be constructed along the route of the new duct bank providing better LSPS site access. The project will also implement storm water quality improvements for the LSPS site, and the new power distribution system will meet current Austin Water (AW) electrical standards for safety and reliability. This item contains two allowances. An allowance of $200,000 will be used for the installation of the security system related to this new infrastructure. Hornsby Bend BMP processes wastewater sludge by screening, thickening, anaerobically digesting, dewatering, and on-site composting. Hornsby Bend BMP is a non-discharge facility, which does not authorize discharges into waters of the state, per Texas Commission on Environmental Quality permit. Therefore waste/side streams from plant processes must remain on site for treatment. Currently, a Side Stream Treatment Plant (SSTP) treats the two side streams originating from the Thickening Facility and the Dewatering Facility before being discharged into a pond system which is drawn from for onsite irrigation. The SSTP is process-limited and is not capable of treating the higher levels of ammonia from the Dewatering Facility. Therefore, a separate ammonia process reduction plant is proposed to provide enhanced ammonia treatment. The proposed Ammonia Reduction Project will utilize the Anammox process which is Anaerobic Ammonium Oxidation to treat the high levels of ammonia. A pilot study was conducted over a nine- month period, from November 2017 to August 2018, under a wide range of conditions. The technology proved to be a resilient and effective treatment. Under the Pass-Through Agreement between Travis County and TxDOT, the County is responsible for providing engineering services for the project, and TxDOT is responsible for the construction phase of the project. The City of Austin and Travis County have agreed to include the design and construction of this adjustment in the Travis County contract. This project requires the installation of approximately 2,100 linear feet of 16-inch water line and approximately 25 linear feet of 6-inch waterline and appurtenances. The work consists of removing and replacing existing water and wastewater mains in the East Allandale neighborhood, bound by Greenlawn (north), MoPac (west), Allandale (south) and Burnet Road (east), and a length of wastewater main along Burnet Road between Justin Lane and Greenlawn Parkway. Water system upgrades include approximately 8,400 linear feet of 6-inch, 8-inch, and 12-inch Ductile Iron and PVC pipe along with all services and appurtenances. Due to deterioration from the harsh conditions of the wastewater environment, wastewater collection system assets require ongoing repair and replacement in order to prevent sanitary sewer overflows (SSOs). The Morrow and Gault Water & Wastewater Pipeline Renewal will remedy deficiencies by replacement, lining, and spot repair of deteriorated water and wastewater pipeline segments in Morrow Street, Tisdale Drive, Gault Street, Anderson Lane, Taulbee Lane, Watson Street, Stobaugh Street, Lazy Lane, Northwest Drive, Wooten Drive and Burrell Drive. Wastewater system upgrades include approximately 13,426 linear feet of 8-inch and 12-inch PVC pipe, manholes, and service connections. Once installed, wastewater will flow by gravity to the Walnut Creek wastewater treatment plant, enabling the decommissioning of the Lake Creek and Rattan Creek lift stations which will increase reliability and lower operation and maintenance requirements. Prior change orders have been required due to in-situ conditions differing from predicted conditions, which resulted in substantially slower than expected tunneling and excavation progress. The prior change orders were within the 10 percent contingency amount previously approved by Council. Increased wastewater flows due to population growth, a more conservative modeling approach, and an optimized tie-in design have increased the quantity and duration of bypass pumping required to connect the new wastewater main and decommission existing lift stations. Change order No. 14 allows for the successful integration of the Parmer Lane Interceptor into the existing wastewater system, as well as capturing additional costs associated with a culvert installation, COVID-19 delays, and an auxiliary sanitary sewer line.
