Funding is available in the Fiscal Year 2020-2021 Capital Budget of Austin Water. Amount and Source of Funding N/A December 17, 2015: Approved authorization to negotiate and execute an Interlocal Agreement (ILA) with Travis County for construction of new water lines within the TxDOT Roadway Improvements of FM 1626 from Manchaca Road to Brodie Lane, in the total amount not to exceed $420,490 for engineering services and construction costs. October 14, 2020 — To be reviewed by the Water and Wastewater Commission. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: This project is for the installation of a new water line within the TxDOT Roadway and is designed and managed by Travis County, along FM 1626 from Manchaca Road to Brodie Lane to improve the water quality and the water pressure in the area. This is a Pass-Through Project. Under the Pass-Through Agreement between Travis County and TxDOT, the County is responsible for providing engineering services for the project, and TxDOT is responsible for the construction phase of the project. The City of Austin and Travis County have agreed to include the design and construction of this adjustment in the Travis County contract. This project requires the installation of approximately 2,100 linear feet of 16-inch water line and approximately 25 linear feet of 6-inch waterline and appurtenances. Per the ILA, the City agrees to pay all costs of engineering design, construction, inspection and, testing of the new water line improvements and, agrees to reimburse Travis County the cost of any change orders made necessary by field changes. This increase to the ILA increases the funding approved by Council on December 17, 2015 (20151217-037) as costs increased due to bidding delays. Utilizing the updated unit prices from more recent and similar work than what was available five years ago is causing an increase of $276,497.50 in construction and material costs over the 2015 engineer estimate. The original authorization was for Austin Water to pay Travis County an estimated amount not to exceed $420,490.00. The additional funding being requested is for $303,045.75 (Increased Construction Cost and additional contingency). The additional funds requested in this RCA will fund the entire project through construction completion. The construction of the roadway improvement in Travis County is set to begin in Fall 2020.
