(Districts 1 and 2) Funding is available in the Fiscal Year 2020-2021 Capital Budget of Austin Water. Amount and Source of Funding Lowest responsive bid of four bids received through a competitive Invitation for Bid solicitation. N/A November 17, 2020 — To be reviewed by the Water and Wastewater Commission. This contract will be awarded in compliance with City Code Chapter 2-9A (Minority Owned and Women Owned Business Enterprise Procurement Program) by meeting the goals with 81.43% MBE and 1.28% WBE participation. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: The Asbestos Cement Water Pipe and Wastewater Line Replacement (Northeast) project is part of the Renewing Austin Program. The Renewing Austin Program is an ongoing effort to replace and upgrade deteriorated and aging water mains with a documented history of multiple breaks, that are in poor condition, and impact service delivery. In addition, the program coordinates and includes wastewater lines in poor condition and in need of replacement within the project area. This project consists of repairing and replacing existing water and wastewater mains located across five project areas: Carwill Drive, East Meadow Bend Drive, West Village Court, Inspiration Drive, and Deloney Street. Water system renewals include approximately 7,000 linear feet of 6-inch, 8-inch, and 12-inch main along with service lines to individual properties and associated appurtenances. Wastewater system renewals include approximately 2,000 linear feet of 8-inch wastewater main, manholes, and service lines to individual properties. This item includes two allowances. The allowance of $14,000 is for the relocation of private wastewater laterals and the allowance of $16,000 is for relocation of water service laterals. An allowance is an amount that is specified and included in the construction contract or specifications for a certain item(s) of work whose details are not yet determined at the time of bidding. The project proposes lane closures and/or detours during off-peak traffic hours (9 a.m. to 4 p.m. Monday – Friday, and 7 a.m. to 7 p.m. Saturday – Sunday). The contractor will install appropriate traffic detour signs and barricades to direct traffic. The contractor will work to ensure that residents and businesses have access to their driveways at all times. If access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance. In addition, there will be planned temporary water and wastewater service interruptions, primarily during pipeline tie-in and service reconnection. Constituents will be notified at least 48 hours in advance of planned service interruptions. This construction contract is time sensitive and is a critical component of improving the infrastructure stability of the water distribution and wastewater collection systems. A delay in awarding this contract could result in additional time and cost to the City in maintenance and repairs. Due to the potential for unknown subsurface conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders. A contingency is an additional amount of money added to the construction budget to cover any unforeseen construction costs associated with the project. The contract allows 630 calendar days for completion of this project. This project is located within zip codes 78721, 78724, and 78744 (Districts 1 and 2).
