Special Called Meeting of the Water and Wastewater Commission November 17, 2020 Water and Wastewater Commission to be held Tuesday, November 17, 2020 with Social Distancing Modifications Public comment will be allowed via telephone; no in-person input will be allowed. All speakers must register in advance by Monday, November 16, 2020 at Noon. All public comment will occur at the beginning of the meeting. To speak remotely at the November 17, 2020 Water and Wastewater Commission Meeting, residents must: •Call or email the board liaison at (512) 972-0115 or Blanca.Madriz@austintexas.gov no later than noon, Monday, November 16, 2020. The information required is the speaker name, item number(s) they wish to speak on, whether they are for/against/neutral, and a telephone number or email address. •Once a request to speak has been called in or emailed to the board liaison, residents will receive either an email or phone call providing the telephone number to call on the day of the scheduled meeting. •Speakers must call in at least 15 minutes prior to meeting start in order to speak, late callers will not be accepted and will not be able to speak. •Speakers will be placed in a queue until their time to speak. •Handouts or other information may be emailed to Blanca.Madriz@austintexas.gov by Noon, Monday, November 16, 2020. A. APPROVAL OF MINUTES Approval of minutes from the October 14, 2020 Water & Wastewater Commission regular meeting. B. ITEMS FOR COMMISSION’S REVIEW AND RECOMMENDATION FOR APPROVAL TO CITY COUNCIL 1. Recommend approval to award four multi-term contracts to provide cleaning and disinfection services in response to COVID-19, with S E Packages Inc. D/B/A Tres Mujeres Construction (WBE); Alee LLC D/B/A Alee Commercial Cleaning Solutions; GermSweep LLC; and Majestic Services Inc. (WBE); each for up to five years for total contract amounts not to exceed $18,130,000, divided among the contractors. Austin Water’s requested authorization is $90,000. 2. Recommend approval to negotiate and execute five multi-term contracts to provide roofing maintenance, repairs, and supplies, with RYCARS Construction LLC (MBE); Canalco, Inc. (MBE); LD Tebben Company Inc.; Tecta America Austin LLC; and Empire Roofing Companies Inc.; each for up to five years for total contract amounts not to exceed $24,524,000, The City of Austin is committed to compliance with the American with Disabilities Act. D/B/A VUS, Inc., to provide accuracy testing of large commercial and multi-family water meters, for up to five years for a total contract amount not to exceed $1,740,000. 4. Recommend approval to award a multi-term contract with Pure Technologies US Inc. D/B/A Wachs Water Services, to provide leak detection services, for up to five years for a total contract amount not to exceed $700,000. 5. Recommend approval to award and execute a construction contract with PGC General Contractors, LLC, for Hornsby Bend Transfer Pump Station and Irrigation System Improvements project in the amount of $15,875,000 plus a $1,587,500 contingency, for a total contract amount not to exceed $17,462,500. 6. Recommend approval to award and execute a construction contract with Underground Water Solutions, Co. for the Asbestos Cement Water Pipe and WW Line Replacement (NE) project in the amount of $3,306,370 plus a $330,637 contingency, for a total contract amount not to exceed $3,637,007. (Districts 1 and 2) 7. Recommend approval to award and execute a construction contract with Sayers Construction- Jingoli Power, a Joint Venture LLC, for the Ullrich Water Treatment Plant Low Service Pump Station Electrical Feed Renewal project in the amount of $22,145,594 plus a $2,214,559.40 contingency, for a total contract amount not to exceed $24,360,153.40. 8. Recommend approval of an ordinance to amend the Fiscal Year 2020-2021 Fees, Fines, and Other Charges to be set or charged by the City (Ordinance No. 20200812-002), to revise Austin Water Retail Water and Wastewater Service Rates. 9. Recommend approval of an ordinance to amend the Fiscal Year 2020-2021 Austin Water Community Benefit Charge (CBC) Fund Budget (Ordinance No. 20200812-001) to increase the transfers out to Austin Energy by $4,000,000 for a net impact of $4,000,000 to the ending balance. 10. Recommend approval of an ordinance to establish Chapter 15-13 of the Austin City Code and amend City Code Chapter 2-13 regarding treatment, monitoring, and reporting regulations for Onsite Water Reuse Systems to encourage the development of local, sustainable water supplies using alternative source waters in commercial buildings for non-potable uses. 11.
