WATER AND WASTEWATER COMMISSION MINUTES WEDNESDAY, AUGUST 19, 2026 WATER AND WASTEWATER COMMISSION REGULAR MEETING MINUTES WEDNESDAY, AUGUST 19, 2026 The Water and Wastewater Commission convened in a Regular meeting on Wednesday, August 19, 2026, at 625 E 10th Street in Austin, Texas. Chair Chris Maxwell-Gaines called the Water and Wastewater Commission Meeting to order at 5:33pm. Commissioners in Attendance: Chair Chris Maxwell-Gaines, Vice Chair Marcela Tuñón, Andrew Maas, Alex Navarro, Shwetha Pandurangi, Jesse Penn, and Evan Wolstencroft Commissioners in Attendance Remotely: Alex Ortiz, Mike Reyes, and Shannon Trilli PUBLIC COMMUNICATION: GENERAL None. APPROVAL OF MINUTES 1. Approve the minutes of the Water and Wastewater Commission Regular Meeting on July 29, 2026. The minutes from the Water and Wastewater Commission Regular Meeting on July 29, 2026 were approved on Commissioner Penn’s motion, Commissioner Tuñón’s second on a 9-0 vote with Commissioner Marzullo absent and Commissioner Wolstencroft off the dais. DISCUSSION AND ACTION ITEMS Items 2, 3, and 4 were acted on with one motion. 2. 3. Recommend approval to authorize a contract for construction services for the Relocation of 36-inch Water Line across Colorado River for Austin Water with Arguijo Corporation, in the amount of $2,069,440 plus a $206,944 contingency for a total contract amount not to exceed $2,276,384. Funding: $2,276,384 is available in the Capital Budget of Austin Water. Recommended for approval on Commissioner Penn’s motion, Commissioner Navarro’s second on a 9-0 vote with Commissioner Marzullo absent and Commissioner Wolstencroft off the dais. Recommend approval to authorize two contracts for sodium bisulfate for Austin Water with Gasochem International LLC d/b/a Gasochem International and Univar Solutions USA LLC d/b/a Univar Solutions USA or Univar USA, for an initial term of two years with up to three one-year extension options in an amount not to exceed $2,920,000. Funding: $150,000 is available in the Operating Budget of Austin Water. Funding for the remaining contract term is contingent upon available funding in future budgets. 1 WATER AND WASTEWATER COMMISSION MINUTES WEDNESDAY, AUGUST 19, 2026 Recommended for approval on Commissioner Penn’s motion, Commissioner Navarro’s second on a 9-0 vote with Commissioner Marzullo absent and Commissioner Wolstencroft off the dais. Chair Maxwell-Gaines read a spelling correction into the record that the contracts are for sodium “bisulfite” and not sodium “bisulfate.” 4. Recommend approval to authorize a contract for water and wastewater treatment instrumentation, analyzers, gas detection equipment, and valves/actuators, including installation, calibration, commissioning, and related technical services, for Austin Water with Vector Controls LLC d/b/a Vector Controls and Automation Group, for an initial two years with up to three one-year extension options in an amount not to exceed $1,500,000. Funding: $50,000 is available in the Operating Budget of Austin Water. Funding for the remaining contract term is contingent upon available funding in future budgets. Recommended for approval on Commissioner Penn’s motion, Commissioner Navarro’s second on a 9-0 vote with Commissioner Marzullo absent and Commissioner Wolstencroft off the dais. STAFF BRIEFINGS 5. Staff briefing regarding highlights of Austin Water’s 2026 Q2 Report on Water Management Strategy Implementation Kevin Kluge, Austin Water Conservation Manager, gave the briefing and answered questions. 6. Staff briefing on Austin Water’s Onsite Water Reuse, Decentralized and Centralized Reclaimed Water Programs Katherine Jashinski P.E., Water Reuse Programs Supervisor, Joe Smith P.E., Wastewater Systems Planning Supervisor, Kane Wei, P.E., Pipeline CIP Delivery Supervisor, and Margaret Lake, P.E., Reclaimed Water Systems Planning Supervisor gave the briefing and answered questions. FUTURE AGENDA ITEMS Commissioners Trilli and Ortiz requested a briefing on the impact of data centers on long term water supply planning, including centralized reclaimed water and other water reuse. Chair Maxwell-Gaines requested a briefing on cybersecurity at Austin Water. Chair Maxwell-Gaines adjourned the meeting at 6:50 pm without objection. 2
