Prior Council Action: May 23, 2019 – Council approved a professional services agreement with K Friese & Associates, Inc. for the Oltorf Street Reclaimed Water Main Phases 1 & 2 in an amount not to exceed $1,300,000. Commissioners Moriarty, Schmitt, and Ho approved; Commissioners Penn, Lee, Turrieta, Williams and Michel recused, and Commissioners Castleberry, Parton and Grant were absent Additional Backup Information: The Oltorf Street Reclaimed Water Main Phases 1 & 2 projects were identified in Austin Water’s 2013 Completing the Core plan as a near-term construction project necessary to complete a core loop through downtown and east Austin. Completing the core loop interconnects Austin Water’s reclaimed water system north and south of the Colorado River, adds customers, and builds economies of scale. These are two of a total of five projects required to loop Austin Water’s reclaimed water distribution system north of the river to the system south of the river.  Item 7 # 22-2394 Water &Wastewater Commission: July 20, 2022 Council: July 28, 2022 The Oltorf Street Reclaimed Water Main Phase 1 project (CAS Consulting & Services, Inc.) is approximately 6,600 linear feet of 24" reclaimed water main in Oltorf Street from Alvin Devane Boulevard to Burton Drive. Also included in Phase 1 is approximately 2,100 feet of 8” and 16” drinking water main to improve drinking water system pressure in the work area. The Oltorf Street Reclaimed Water Main Phase 2 project (K Friese and Associates, Inc.) is approximately 6,870 linear feet of 24" reclaimed water main in Oltorf Street westward from Burton Drive to Parker Lane, then north on Parker Lane to Mariposa Drive, then west on Mariposa Drive across IH-35 to Travis Heights Boulevard, and finally north on Travis Heights Boulevard to Fairmount Avenue. Also included in Phase 2 is approximately 1,400 linear feet of 8” and 12” drinking water main to improve drinking water system pressures. This authorization provides funding for additional design phase services and construction and warranty phase engineering services for K Friese and Associates, Inc., and construction and warranty phase engineering services for CAS Consulting and Services, Inc. Additional design phase services for K Friese and Associates, Inc. include engineering and coordination with Austin Transportation Department (ATD) to incorporate ATD safety improvements into the construction package for this project. This additional design will combine scope into a single CIP project to minimize construction impacts to the public and ensure that newly installed safety improvements along E Oltorf Street are not damaged during construction of the reclaimed waterline. For Oltorf Street Reclaimed Water Main Phase 1, final design is complete, and construction is anticipated to start winter 2022/2023. For Oltorf Street Reclaimed Water Main Phase 2, final design is anticipated to be completed before the end of 2022 and construction is anticipated to start summer 2023. Delaying these projects could impact the reliability of service. As more customers connect to the system and increase reclaimed water usage for non-drinking purposes such as irrigation, cooling, toilet flushing, and manufacturing, the consequences of an outage become more significant. Other reclaimed water projects have been put on hold to prioritize these two projects and the three others required to complete the core loop. This amendment is pending review by the City’s Change Control Committee. The Change Control Committee was established to comply with Council Resolution No. 20120126-048, which required the establishment of consistent criteria and process to evaluate contractual changes for all contracts administered by the Capital Contracting Office.
