MLK. This house is a contributing house in our historic district and should remain until further notification from our neighborhood association. The current applicant has not spoken with our neighborhood about this property nor have they submitted any site plans to the city to show what they intend to do with the property. As some may know, it took us 5 years of organizing our neighbors to eventually receive the historic designation. During that process, we created design standards that keep the historical significance alive in our community. These design standards pay respect to the Black architects that built our neighborhood and other parts of East Austin. Given the lack of communication and insight into their plans, the neighborhood association thinks it is prudent to pause the process until plans are shared, we are given time to review the plans to understand how they work with the historic designation and provide feedback to the applicant. We do not understand any reason to decide or push this through right now, especially given the legal case that’s been raised related to the development, and will need to be settled presumably in court. We heard of the AISD/OHT proposal as a compromise in that part of the old school might be kept as part of the proposed high-rise complex. However, this “compromise” had no participation by the Rosedale residents who have so much at stake in this development. One of the matching stoneworks that stand on EACH CORNER of Park Blvd. at Red River, stands on this property. They are iden(cid:415)cal to two others, located westward on Park Blvd., one on each side of the street. The stone bridge over the creek which crosses Park Blvd. is of similar design and construc(cid:415)on. These elements are important to our city and neighborhood heritage and should be maintained. HISTORIC LANDMARK COMMISSION Permits in National Register Historic Districts December 3, 2025 HR-2025-144243 Sixth Street Historic District 210 West 6th Street 11 – 1 Proposal Rehabilitate a contributing building for use as a food service and event space. Project Specifications 1) Install awnings above windows at south and west facades, in the same locations as historic awnings. 2) Replace glass at non-original windows at the west façade with textured glass to obscure kitchen services and allow for ventilation to be installed. 3) Paint non-original entry doors at north façade, which date from 2020. 4) Replace non-historic handrail at Sixth Street entry. 5) Install two pairs of doors at the north façade for egress and accessibility routes. 6) Install rooftop screening at west bay roof to visually obscure kitchen equipment. 7) Install signage at south and north elevations, with additional logos on awnings at south and west facades. Architecture The following is from the site’s historical marker: Claudia Taylor Johnson Hall The University of Texas System Constructed during the period 1912-1914. This building was the seventh United States post office location in Austin, Texas. The supervising architect for the neo-classical revival style structure was James Knox Taylor of the U.S. Treasury Department. It was built by Dieter and Wenzel Construction Company of Wichita, Kansas, at a cost of $172,987. The land cost $40,000. Following construction of a new post office and federal building in 1965, the building was given to the University of Texas system by the federal government; it was remodeled into administrative offices by the university in 1970. The building was named in honor of Claudia Taylor Johnson, wife of the 36th president of the United States of America. The building was previously owned by the University of Texas system, and underwent some rehabilitation at the building envelope in 2020. Since that time, it has sat vacant. Design Standards The City of Austin’s Historic Design Standards (March 2021) are based on the Secretary of the Interior’s Standards for Rehabilitation and are used to evaluate projects in National Register districts. RECOMMENDATION TO LAND USE COMMISSION Environmental Commission Recommendation Number: 20251203-002: Arbor View Subdivision; C8-2025-0085.0A WHEREAS, the Environmental Commission recognizes the applicant is seeking variance requests from LDC 25-8-301 to allow construction of a driveway on slopes over 15%, LDC 25-8-302 to allow construction of buildings on slopes over 15%, and LDC 25-8-423 to exceed the 30% net site area watershed impervious cover limit and to allow 3900 square feet of impervious cover; and WHEREAS, the property is located in the Bull Creek Watershed, in the Drinking Water Protection Zone, and the Edwards Aquifer Recharge Zone; and WHEREAS, the Environmental Commission recognizes that Staff does not recommend this variance, having determined that the findings of fact have not been met; and WHEREAS, the Environmental Commission recognizes that approval of these variances could set a precedent on how slopes and other environmental features can be built upon in the future. DATE: November 25, 2025 TO: WCNA Board and Neighborhood residents FROM: Thrower Design RE: C14-2025-0091 – IH 35/Covington Responses to issues raised during WCNA meeting November 24, 2025 We greatly appreciate the opportunity to meet last night to discuss the rezoning of the 1.518-acre property located at IH 35 and Covington Drive. There was a lot of discussion associated with any development on the property and some discussion directly related to the rezoning. These are broken down for those two processes. Relevant to the rezoning – 1) The existing zoning is LR, Neighborhood Commercial which allows for development with 40’ of height, 0.5:1 Floor Area Ratio, and 80% impervious cover. 2) The proposed zoning is for GO, General Office to allow for out-patient surgical services. This zoning District allows for development with 60’ in height, 1:1 Floor Area Ratio, and 80% impervious cover. We agree to a Conditional Overlay to accompany the rezoning that will include limiting the height to 40’, and limiting the Floor Area Ratio to 0.5:1 which is equal to the existing zoning site development standards. Relevant to any development of the property regardless of the rezoning – 1) Access - a) Access is proposed to Covington Drive and we are seeking access to IH 35. b) There is ample distance between the large 48” Live Oak (to remain) along the Covington Drive frontage to accommodate a driveway and have distance from the single-family property and not impact the tree. The property is fenced today with a gate in the approximate location of a driveway. c) The driveway to IH 35 can be constructed, but with the ongoing construction of the highway hinders the immediate installation of the driveway. BOARD/COMMISSION RECOMMENDATION Urban Transportation Commission Recommendation 20251202-005: 2026 Bond WHEREAS, the aforementioned City Council Resolution further directed the City Manager to relay input received from the Urban Transportation Commission, among other bodies, to the BETAF and City Council; WHEREAS, City Council Resolution No. 20240718-093 directed the City Manager to develop “a comprehensive bond package that funds and addresses climate, infrastructure, and any other public improvements for the purpose of conducting an election no later than November 2026;” WHEREAS, City Council Resolution No. 20240829-138 created the Bond Election Advisory Task Force (BEATF) to “identify and prioritize bond funding for projects that will address infrastructure needs including climate investment opportunities necessary to implement a comprehensive climate implementation program;” DRAFT WHEREAS, the Austin Capital Delivery Services Department has organized a Project Review Board to evaluate projects for the forthcoming 2026 Bond and indicated at the September 2nd, 2025 UTC Meeting that a recommendation from the UTC would be best received before January 2026; WHEREAS, the City of Austin’s commitment to Vision Zero has seen early signs of success, with a slight decrease in fatalities on City-owned roadways while fatalities on state-owned roadways have sharply increased; WHEREAS, the 2026 Bond Development Initial Project Request List included 10 projects and programs from Austin Transportation & Public Works (ATPW) totaling $925,200,000; WHEREAS, the ATPW long-term Key Performance Indicator of percent of lane miles in the City’s Street Inventory in Fair to Excellent Condition has dropped from 75% in FY21 to 68.5% in FY25; WHEREAS, both the Austin Strategic Mobility Plan (ASMP) & the Austin Climate Equity Plan set the goal of achieving a 50/50 mode-split goal with 50% of people walking, bicycling, taking transit, or using other non drive-alone mode to work by 2039; WHEREAS, on November 30, 2023 the City Council adopted amendments to the ASMP creating a new Bicycle, Urban Trails, and Sidewalks, Shared Streets and Crossing Plan, collectively referred to as ATX Walk-Bike-Roll, setting the following build-out goals: 340 miles of new sidewalks and 200 miles of shared streets) ● Expand the All Ages and Abilities Bikeways Network to 660 miles by 2033; ● Construct all 94 miles of Tier 1 Urban Trails by 2043; ● Address all Very High and High priority sidewalks and shared streets by 2033 (Approx. PUBLIC PARTICIPATION GUIDELINES The public will be allowed to speak at the Advisory Committee meeting remotely by phone or in-person at the address listed above.
