RESOURCE MANAGEMENT COMMISSION MEETING MINUTES TUESDAY, FEBRUARY 18, 2020 The Resource Management Commission convened a meeting on Tuesday, January 18th, 2020 at Town Lake Center, 721 Barton Springs Road, in Austin, Texas. Commissioners in Attendance: Kaiba White, Vice Chair (District 2); Jonathan Blackburn (District 8); Dana Harmon (District 9); Shane Johnson (District 4).); Rebecca Brenneman (District 10); Lisa Chavarria (Mayor); and Tom “Smitty” Smith (District 5). Commissioners Absent: James Babyak (District 6); Nakyshia Fralin (District 1); Leo Dielmann, Chair (District 7); There is one vacancy (District 3). Staff in Attendance: Hayley Cunningham and Larry Graham of Texas Gas Service; Jamie Mitchell of Austin Energy. CALL TO ORDER – Vice Chair White called the meeting to order at 6:50 p.m. CITIZEN COMMUNICATION: GENERAL Paul Robbins discussed Green Buiding Standards Revisions. Mr. Robbins also offered to provide a twenty minute presentation on this subject. . Consent Items: APPROVAL OF MINUTES 1. Approve minutes of the January 21, 2020 meeting. The motion to approve minutes of the January 21, 2020 meeting was approved on Commissioner Smith’s motion, Commissioner Harmon’s second, on a 6-0 vote, with Commissioner Brenneman abstaining. Chair Dielmann and Commissioners Babyak, Fralin absent. NEW BUSINESS 2. Discussion with Texas Gas Service regarding rebates for new construction Larry Graham with Texas Gas Service discussed natural gas use in Austin, Texas Gas Service’s studies on using alternative sources such as methane from water treatment plants and consumer preferences being met by builders homes. Mr. Graham also providied information on upcoming rate case of Texas Natural Gas Non-Consent STAFF REPORTS AND BRIEFINGS 3. Update on the City’s review of the Texas Gas Service Energy Efficiency/Conservation program. (Rondella Hawkins, Telecommunications & Regulatory Affairs Officer) Citizen Communication: Paul Robbins discussed the proposed rate structure for Texas Natural Gas. Rondella Hawkins, the Telecommunicatins and Regulatory Affairs Officer for the City of Austin discussed the upcoming schedule for the rate case.    Commisisoner Smith queried staff if the Resource Management Commission or the Electric Utility Commission has purview over rates. Staff responded that they did not. UPDATES FROM COMMISSIONERS, WORKING GROUP 4. Update from members of the EUC Resource Planning Working Group: Commissioners Dielmann and White Commissioner White provided an update on the EUC Resource Planning Working Group plan, process, and progress to date. The Asian American Quality of Life Advisory Commission will be partnering with the Commission on Immigrant Affairs for the upcoming Community Budget Forum. The workgroup is currently planning the structure of the “Community Budget Forum.  Mental Health Project: Commissioner Cobalis provided an update. Austin Public Health has issued a Request for Grant Applications for Asian American Mental Health services and LGBTQ Mental Health services. 3. Arts and Culture Workgroup: Commissioner Patil provided an update. The workgroup is partnering with Austin Councilmember Jimmy Flannigan and Travis County Commissioner Gerald Daugherty for a “Diversity Band” performance on Saturday, February 1, at the AARC. 4. AARC Workgroup meeting for the AAQoL Tuesday, February 11, 12:00pm -1:00 pm In attendance: Vince Cobalis, Sona Shah, Sumit DasGupta, Liana Kallivoka, Assistant director, PARD), Laura Esparza, Riley Triggs (Public Works Project Manager), Christina Bies, Kirk Yoshida, Debasree DasGupta. 1. Discussion on the AARC Phase 11 Master plan with special emphasis on Bridge funding: The discussion stemmed from concerns the Commission had regarding using the Bond funds towards construction of the pedestrian bridge that would connect the Rutherford Campus to the AARC grounds. The PARD team provided a preliminary draft schedule that provided comparison in the difference in time and cost with the bridge included. Initially the Watershed Protection Department had agreed to fund and work on the bridge but it would be a longer process. The PARD could provide the product earlier but it could take as much as 500 K from the Bond funds which the Commission members and members of the NAAO board were reluctant to use. Also, it was agreed that unforeseen circumstances could slow down the process. . PARD has contacted WPD regarding funding for the bridge and provided the commission with the following information: WPD cannot reimburse PARD for the bridge due to rules regarding Drainage Utility Fee expenses. In order for WPD to fund the bridge, it would need to be a part of a larger water quality project. However, if requested, WPD will work on it, fund it, and try to expedite the process. WPD is working on the preliminary report on drainage as there have been issues with drainage. However, they are still in the feasibility stage of work and cannot guarantee the start dates. Funding will need to be approved for WPD to proceed with design and construction. The feasibility will be completed in November, 2020. Discussion on the prepared scope and budget estimates provided: Schiller Liao (NAAO) is in conversation with Councilman Jimmy Flannigan’s office regarding reimbursement for the bridge. Sumit DasGupta (NAAO) brought up the possibility of reducing the number of parking spaces since connecting the center with the Rutherford Campus would also enable shared parking. This would also reduce some of the building cost. Commissioner Kirk Yoshida spoke of making a request for separate funding for the bridge. HVJ has possibly already spent some money on a survey for the bridge. A recommendation could also be placed with WPD to pursue the CMAR strategy and look for …

We conducted this research in response to the increasing rate of drug possession arrests in Travis County, and to identify ways to reduce such arrests. Why This Research Project? ● Between 2013 and 2017, the number of Possession of a Controlled Substance (POCS) arrests in Travis County increased by 43 percent,1 and Travis County courts saw a 66 percent increase in the number of new felony drug possession cases, rising from 1,786 to 2,977 – a rate of increase that is 2.5 times higher than the increase in drug possession cases in all Texas courts.2 In 2017, POCS cases in Travis County had increased at such an alarming rate that county officials considered building more jail cells, especially to house the growing number of women arrested for drug possession. In 2017, the fourth leading charge for distinct days in jail for women in Travis County was less-than-a- gram POCS (a state jail felony), which accounted for 33,939 days. Of those days, almost 32 percent were for Black women,3 despite the fact that Black individuals comprise less than 9 percent of Travis County’s population,4 and Black women comprise roughly half that total, or 4.5 percent. ● ● ● The War on …

Meet the Youth Forest Council Interns! This January, the Community Tree Preservation Division launched the Youth Forest Council, an immersive, yearlong paid internship connecting young people (ages 16-19) in Austin to careers in natural resources and public service. Twelve young Austinites have joined DSD’s Tree Team and will be working alongside staff to further the goals of Austin’s Urban Forest Plan. The interns represent 6 different council districts, 7 local high schools, and 3 colleges. They were chosen from among 40 applicants who applied to the first year of the program through a hiring process that included a written application and in-person interview. CALL TO ORDER Chair Acuna called the Commission Meeting to order at 6:36 p.m. Board Members in Attendance: Gerry Acuna, Cathy Gattuso, Ian Steyaert, Melissa Rothrock, Amanda Masino, Kaiba White. Absent are: Jonathan Barona, Ian Steyaert. Discussion and Action – Impact of Ordinance Change Pursuant to City of Austin Extraterritorial Boundary Revision Jon White, Travis County, talked about the recently amended Solid Waste Siting Ordinance. Mr. White explained that the recent amendment fixed some contradictions that had been in the original 2003 ordinance. Mr. White said that as the ordinance was being re-worked, Travis County and the City of Austin had agreed to release extraterritorial jurisdiction over lands around the Waste Management site. Mr. White said that although the [Waste Management site] were going to continue operations, future activities would not be permitted because it’s the longstanding position that the City and County both have a longstanding position for waste disposal activities at [the Waste Management] location to end. Chair Acuna asked how this affects us in meeting the needs and goals of our city master plan, expanding household hazardous waste opportunities and diversion. Mr. White said that it does allow for potential sites to be developed elsewhere in the county, but the ordinance is more adapted to add transfer stations than landfills. Austin Water’s existing water and wastewater lines are required to be adjusted to accommodate the proposed roadway improvements, and this agreement will allow those water and wastewater infrastructures in conflict to be adjusted. Executing this agreement will bring together the efforts of TxDOT and Austin Water in the design and construction of the roadway improvements and utility adjustments to minimize impacts to the public and save costs. Electronic water meters will improve data collection by reducing meter re-reads and providing more frequent data collection while minimizing the man-hours and vehicle mileage currently needed to support the manual meter reading contract. Near real-time AMI data will be made available to customers via smartphones, desktop computers, etc. as they use water during the billing cycle. Other potential benefits include improving customer service and satisfaction, enabling customer usage alerts before a bill arrives, and identifying potential customer-side leaks. This data will also enable Austin Water to have better system diagnostic tools, such as leak detection. Additionally, this project will produce a superior metering asset management database that will better facilitate operations and maintenance activities.
