These areas have a history of odor complaints originating from the local wastewater systems and this contract will serve as an interim solution until a permanent solution is utilized. Additionally, a Notice of Violation has been issued by Texas Commission on Environmental Quality (TCEQ) for the Agave neighborhood demanding that Austin Water take the necessary steps to relieve the system of nuisance odors. These rental units will also allow the engineering team to determine the flow rate Item needed to keep the respective system in negative pressure such that localized odors do not escape it through sewer access points such as clean outs, manholes, vents, etc. If the City is unable to secure a contract the Westbank Lift Station and the Agave neighborhood will continue experiencing nuisance odors that will affect the everyday lives of the local residents. …

The total construction cost for Austin Water facilities is estimated to be $7,010,054. The work consists of relocating approximately 11,080 feet of water and 1,685 feet of wastewater lines, including appurtenances. TXDOT project scope includes lowering Loop 360 to become an underpass at Westlake Drive and Cedar Street. The construction of this relocation will be included in the TXDOT contract. TXDOT anticipates starting the letting (bid) process for the roadway and utility construction in January 2022. Austin Water’s existing water and wastewater lines are required to be adjusted to accommodate the proposed roadway improvements, and this agreement will allow the infrastructure in conflict to be relocated and adjusted. Executing this Agreement will bring together the efforts of TXDOT and Austin Water in the design and construction of the roadway improvements and utility adjustments to reduce impacts to the public and save cost. The City will provide construction inspection and testing for this project and agrees to provide funding to TXDOT for construction of water and wastewater lines and appurtenances, including the cost of any change orders made necessary by field changes to address unanticipated conditions under the terms and conditions in this agreement. The system is a large and complex, consisting of approximately 3,900 miles of water mains and serving approximately one million customers. Due to deterioration from time and environmental conditions, water distribution system assets require ongoing repair and replacement in order to prevent leaks and loss of valuable treated water. The water system in the US Highway 290 and Springdale Road area has aging high pressure water mains that have a documented history of multiple breaks, are in poor condition, and impact service delivery. This project extends the 16-inch water network in the North Pressure Zone to serve ongoing development and is an important part of a larger plan to convert a portion of the Central Pressure Zone south of US Hwy 290 to the North Reduced Pressure Zone. Construction will be coordinated with a proposed Travis County sidewalk project on Springdale Road. The Springdale/290 Water Line Improvements project consists of the replacement of existing water mains located within the general boundaries of the Chimney Hill and Walnut Trace Subdivisions on either side of Springdale Road. The existing two-lane rural roadway is being widened to a four-lane major urban arterial roadway with a continuous center left turn lane, sidewalks, and bicycle lanes on both sides of Elroy Road between McAngus Lane and Kellam Road. As a result of unforeseen changes that occurred during construction, this amendment updates the Interlocal Agreement approved by Council on August 22, 2019. The main change is related to the addition of 742 linear feet of new 12-inch water line that was not part of the original interlocal agreement and was needed to be relocated due to conflicts identified during construction. Other costs included in this amendment include material cost increases and additional design costs. The original Interlocal Agreement authorized Austin Water to pay Travis County an estimated amount not to exceed $ 196,387. The additional funding being requested is for $220,375.67 broken down as follows: $180,607.46 for construction, $30,737.84 for design, and $9,030.37 for 5% contingency. A map of the property location is attached. Stillwater Capital Investments, LLC (the “Applicant”) is proposing to develop approximately 163 single-family homes. The Applicant requested that the City provide wastewater utility service to the Property as proposed in Service Extension Request (SER) No. 5078. Additionally, the Applicant is proposing to develop an adjacent 22- acre tract with approximately 371,280 square feet of office-warehouse and has requested the City provide wastewater utility service as proposed in SER No. 5085. Upon the Property’s release from Creedmoor-Maha’s water service area (CCN), the Applicant has requested Austin Water also provide retail water service to the Property. In accordance with Chapter 25-9 of the City Code, the City has asked the Applicant to oversize the lift station and force main in order to serve additional properties within the Onion Creek drainage basin consistent with the City’s long range planning goals for this area. The following review and recommendations are based on budget information provided by Staff and not the “official” budget document. This is due to City Management policy which restricts the release of the budget until it has been presented to Council. This delayed release does not allow the Committee sufficient time to thoroughly review the “official” document, and have recommendations posted for the Commission’s regularly scheduled August meeting. The Committee is confident that the information provided by Staff was thorough and representative of the official FY19 budget. Budget Committee Members: Susan Turrieta, Chair Travis Michel, Vice Chair Grant Fisher William Moriarty Jesse Penn Budget Review Executive Summary Austin Water Assistant Director of Financial Services, Joseph Gonzales and staff presented an FY 2020-2021 (FY 21) budget vs. actual update and an overview of 5-year forecast and FY 2021-2022 (FY 22) Proposed Budget, including revenue and rate projections, transfers, program requirements, debt service requirements, Austin Water’s 5-year CIP spending plan and update on Winter Storm Uri financial impact. As a recap of the FY21 budget, the planned FY 21 debt defeasance was postponed until early FY 22 due to market conditions. As a result, related capital recovery transfers to cover the debt defeasance were also postponed. In addition, there was a one-time $5,000,000 transfer to the customer assistance program (CAP), and a 10% CAP rate reduction approved in April 2020 continued in FY 21 and will be maintained in FY22. Water & Wastewater Commission Review and Recommendation Health and Environment; Safety COA Strategic Direction: July 14, 2021 Commission Meeting Date: Council Meeting Date: Department: Purchasing July 29, 2021 Client: Rick Coronado Agenda Item Recommend approval to amend existing cooperative contracts with Sunbelt Rentals Inc. and United Rentals (North America) Inc., for continued rental of trench safety shoring and pumping equipment, for an increase in the amount of $288,000, for revised total contract amounts not to exceed $538,000 divided between the contractors. Austin Water’s total authorization is $275,000. Amount and Source of Funding Funding in the amount of $13,750 is available in the Fiscal Year 2020-2021 Operating Budget of Austin Water. Funding for the remaining contract term is contingent upon available funding in future budgets. Contract Amendments. This procurement was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9C Minority Owned and Women Owned Business Enterprise Procurement Program. For the services required for this procurement, there were no subcontracting opportunities; therefore, no subcontracting goals were established. These contracts are for the rental of trench safety shoring and pumping equipment for Austin Water, Homeland Security and Emergency Management, and the Watershed Protection Department. The availability of trench safety shoring equipment allows the City to mitigate safety risks associated with open excavations by providing additional equipment while City-owned equipment is deployed at other active jobs. Pumping equipment rentals will be used to dewater open trenches to allow employees to safely work in protected trenches. The Sourcewell cooperative establishes competitively bid contracts that can be utilized by the State and other government agencies through a cooperative agreement. Cooperative agreements save taxpayer dollars by leveraging volume-buying power to drive down costs on hundreds of contracts through a streamlined cooperative purchasing program. Additional authorization is needed on these contracts to meet the anticipated demand for the rental services needed by City departments. Initially, these contracts were developed for the Watershed Protection Department, however, Homeland Security and Emergency Management and Austin Water also identified needs for these rentals. This will ensure a consistent supply of equipment is available for emergency situations. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: N/A N/A N/A This action authorizes an interlocal agreement to allow the Austin Water (AW) Balcones Canyonlands Preserve (BCP) program to conduct cave restoration, cave management, and offer cave expertise to the Lady Bird Johnson Wildflower Center, 4801 LaCrosse Avenue, (a part of the University of Texas system). AW BCP may utilize cave specialist contractors and other cave specialists working under existing Austin Water agreements to restore filled caves and install cave gates and other structures to protect the cave, its ecosystem, and visitors. This work helps fulfill City obligations under the 1996 Balcones Canyonlands Conservation Plan and permit issued by the US Fish and Wildlife Service to preserve cave ecosystems, to direct traffic away from federally listed permit caves, and yet provide opportunities for public education on caves. The agreement promotes free or reduced-price for students of Title 1 schools and other low-income groups. The University’s Lady Bird Johnson Wildflower Center contains caves that would serve as suitable alternatives for educational tours and other visitors if restored, enabling their use as substitute public access caves, for University and City purposes. In addition, the caves on the Wildflower Center property are part of the Barton Springs-Edwards Aquifer recharge zone, and restoring filled caves on the property is expected to promote natural aquifer recharge, enhance water quality, provide ecosystems and nutrient input for cave ecosystems, and provide resources for cave education. This restoration work will also reduce flooding potential.

The Enabling Legislation became effective May 23, 2011, and created the District, subject to the consent of the City of Austin (the “City”) to the creation. The City consented to the creation of the District by Council action taken March 22, 2012 (the “Consent Ordinance”) and under the terms of the Consent Agreement between the City, the District, and Carma Easton LLC, a Texas limited liability company (the “Developer”) dated effective as of April 13, 2012 (the “Consent Agreement”).
