The Pilot Knob Supply Water Transmission Main project will install approximately 76,000 linear feet of water transmission main from a water transmission main north of the Colorado River near Longhorn Dam to the Pilot Knob Reservoir. A routing study will be performed to determine the project alignment. Construction of the transmission main may require lane closures or traffic detours, impacting public transportation. Any necessary water service outages will be communicated to allow customers sufficient notice and time to prepare. These outages are expected to be minimal in number and duration. City Code Chapter 15-4 sets out the City’s process for reviewing non-City utility rate filings. Background/Introduction On June 20, 2025, Aqua Texas, Inc., an investor-owned utility, filed a Statement of Intent to Change Rates to increase water and wastewater rates for all its customers in the State of Texas, including those within the corporate limits of Austin. Aqua Texas, Inc., is proposing to consolidate its water and wastewater operations in Texas into one statewide system with uniform rates. Currently, the company operates over 440 water systems, 500 water treatment plants, more than 60 sewer treatment plants, and over 700 wells across Texas. Aqua Texas, Inc. provides water services to 76,000 customers and wastewater services to 25,300 customers. About 197 of these are drinking water customers located within Austin's full-purpose corporate limits in Council Districts 5, 8, and 10. The company has indicated that all impacted customers have received written notice regarding the proposed rate changes. Aqua Texas, Inc. is seeking to recover a total of $29.2 million in revenue requirements. The request pertains to all of the company's water and wastewater operations in Texas for the test year that ended on December 31, 2024. Additional Backup Information: The contract will provide the City with a replacement biogas storage membrane for the Hornsby Bend Biosolids Management Plant. This storage membrane will replace the failing membrane currently in service and allow for the facility to continue to beneficially use the biogas produced by the treatment process. This membrane is critical to the plant’s biogas system, which fuels the onsite cogeneration unit. This is a sole source purchase as the biogas membranes are unique in design as they form a particular shape when interfacing with the existing infrastructure and restraining cables. Evoqua holds the pattern trademark for these membranes and can guarantee that the replacement membranes will fit Hornsby’s digester and profile when installed with the existing cables. Achieving a proper fit/seal is critical to prevent leakage of a potentially ignitable biogas (60% methane) which presents a safety concern. If a contract is not secured, Hornsby Bend will not be able to operate the cogeneration system and will lose the functionality of one of the eight anaerobic digesters. This will reduce the facility’s capacity and elevate its operational risk.

Approximately 150 of AW’s lift stations currently communicate with the SCADA system via dial-up telephone lines. The provider has announced that these lines will be discontinued by the end of this year, and AW must retrofit the lift stations with cellular routers and antennas to maintain communication. Due to the unplanned nature of this transition, AW now requires additional funding to resume its normal SCADA support and related services through the end of this contract.
