Jeff Whitacre (consultant with Kimley-Horn coordinating the street impact fee study) recapped the October 15 meeting, including the maximum assessable fee calculation methodology. The study will result in the maximum assessable fee for consideration in developing policy, which is ultimately a City Council decision. He provided the pre-credit draft report to the committee members and reviewed the contents, the first three sections of which were what City Council adopted on August 22, 2019. Mr. Whitacre presented various policy options for the committee’s consideration as they begin developing a recommendation for City Council. The committee discussed these various options. He also reviewed a draft schedule for the remainder of the study. The City of Austin is committed to compliance with the American with Disabilities Act. The report is based on financial information reported in the City’s accounting system, ADV3, and in AMANDA, one of the City’s accounts receivable systems. Water fees collected during this six-month reporting period were $2,704,511 higher than the amount collected during the October through March reporting period a year prior; wastewater fees collected were $1,104,211 higher than those collected during the same period one year ago. Interest earnings for the six-month period equaled $377,423. The combined utility impact fees collected, plus interest, during the six-month period totaled $19,278,295. Of this total, $13,926,340 was for water and $5,351,955 was for wastewater. Total combined utility impact fees collected, plus interest, since the adoption of the current ordinance on June 20, 1990, through March 31, 2020, equal $345,478,405. Of this total, $231,742,686 was collected for water and $113,735,718 was collected for wastewater. As of March 31, 2020, the cash balances in the water and wastewater impact fee funds were $41,608,555 and $12,444,463 respectively, for a combined total of $54,053,019. Additional Backup Information: Austin Energy’s energy efficiency rebate programs provide customer incentives to reduce energy demand and associated costs, benefiting all electric utility customers and the utility. This authorization will allow Austin Energy to issue rebates to multifamily, commercial and small business customers during Fiscal Year 2020 - 2021 (FY21) for energy efficiency improvements in accordance with program guidelines and up to a combined amount of $6,050,000. The aggregate rebate approval request approved in FY20 reflects a continued commitment to be responsive and flexible to customer needs by reducing the wait time needed to be reimbursed for energy efficiency upgrades. Based on recent experience and input received from customers and contractors, the prior lengthy process and uncertainty caused many prospective applicants to not participate in Austin Energy’s rebate programs. The benefits of this effort really came to fruition in the Multifamily program, which provides rebates for both market-rate and income-qualified properties. Despite interruptions caused by COVID-19, program and contractor participation have increased significantly in FY20—a projected 5,300 unique tenant units will be upgraded (2,300 completed and 3,000 in process), almost double the number completed in FY19. These customers will receive an average of three upgrades per unit (e.g. smart thermostats, lighting, solar screens, HVAC tune-up, etc.), helping to reduce their energy costs during this period of economic uncertainty. The aggregate approval ensured program continuity by assuring that contractors and property managers/owners would receive rebate funding promptly which is even more important in these uncertain economic times. In FY21, Austin Energy will also revamp the Small Business Lighting Program to include additional incentives for smart thermostats, HVAC tune-up, and other technologies. The company will partner with outside community organizations and is working on executing memorandums of understanding with 9 groups. b. Celine Rendon and Jen Cregar of the Office of Sustainability presented the City’s Community Climate Plan for 2020. Commissioner’s asked about the effect on the City’s budget and whether consideration has been given to autonomous vehicles. c. Brie Franco of the Intergovernmental Relations Office presented the City’s legislative agenda and the addressed legislative issues of interest to the LGBTQIA+ community. The office will work with the commission on developing a resolution in support of the agenda. ADJOURNMENT – Chair Martinez adjourned the meeting at 4:14 p.m. without objection.

Item 20 Electric Utility Commission Annual Internal Review This report covers the time period of 7/1/2018 2019 to 6/30/2019 2020 The Board/Commission mission statement (per the City Code) is: (A) The commission shall review and analyze all policies and procedures of the electric utility, including the electric rate structure, fuel costs and charges, customer services, capital investments, new generation facilities, selection of types of fuel, budget, strategic planning, regulatory compliance, billing procedures, and the transfer of electric utility revenues from the utility fund to the general fund. (B) The commission shall advise the city council, the city manager, the electric utility, city departments, and city boards, commissions, and committees on policy matters relating to the electric utility. All advisory information given shall simultaneously be forwarded to the city manager. (C) The commission may review, study, and make recommendations to the Planning Commission on proposed electric utility projects for inclusion in the Capital Improvements Program. (D) The commission may request that the city council hire an outside consultant every five years to make a comprehensive review of the policies and procedures of the electric utility. The commission may initiate an external or internal review of the policies and procedures of the electric utility. If the commission initiates a review, it shall report its findings to the city council and the city manager. (E) The commission shall interpret the role of the electric utility to the public and the role of the public to the electric utility. The commission may hold a public hearing and briefing session every six months to explain new policies and to take citizens comments, suggestions, and complaints. (F) The commission may make recommendations to the city council before final council action on a policy or procedure of the electric utility.
