BOARD/COMMISSION RECOMMENDATION Commission on Immigrant Affairs Recommendation Number: 20210405‐2c: Fund DACA Clinics WHEREAS, the DACA program allows eligible people to obtain and renew work authorization in two year increments, allowing them to further participate in Austin’s economy; and WHEREAS, the DACA program was recently reinstated after being closed for three years, and many people who became eligible over those three years, especially people who were too young to apply previously, need assistance in applying for the program; and WHEREAS, DACA allows people to be more secure members of our community, and participate fully in our community. NOW, THEREFORE, BE IT RESOLVED, that the Commission on Immigrant Affairs recommends that the City of Austin fund DACA clinics over the next two years. BOARD/COMMISSION RECOMMENDATION Commission on Immigrant Affairs Recommendation Number: 20210405‐2c: Immigrant Integration Mini Grants Whereas, the City of Austin is a Welcoming Community, as noted in Resolution 20140320‐049; and Whereas, organizations in the community could be funded with mini grants to help foster a sense of welcoming among immigrant1 communities; and Whereas, the Equity Office has an existing Mini Grant program that can serve as a model for an Immigrant Integration Mini‐Grant Fund to improve the quality of life of immigrant communities; and Whereas, an Immigrant Integration Mini‐Grant Fund would provide flexible resources for local, community‐based organizations to seed projects; and Whereas, the Fund would help increase sense of welcoming and belonging of immigrant communities; and Whereas, the projects granted the funds would be focused on eliminating structural barriers for the City’s various immigrant populations; and Whereas, the projects granted the funds would be focused on improving the quality of life for the City’s various immigrant populations; and Whereas, the Fund would support creative projects that can help bring diverse communities together in the spirit of collaboration; and Whereas, the Fund would support projects that are aligned with advancing one or more of the six outcome priorities featured in Austin City Council’s Strategic Direction 2023 addressing equity concerns and disparities where gaps need to be closed; and Whereas, the Equity Office was able to pilot the project during the current fiscal year. BOARD/COMMISSION RECOMMENDATION Austin Travis County Food Policy Board Funding for Food and Equity WHEREAS, Total sales for food retail sector in the Capital Area was nearly $7.6 billion in 2015, however, only 1% of food consumed is sourced locally; WHEREAS, the population of Austin MSA grew by 32.4% from 2009 to 2019 compared to 16.9% in Texas and 6.9% in the US;[i] WHEREAS, the median home value in Travis County grew by 19.4% between 2012 and 2017;[ii] WHEREAS, the increasing trend of homeowners moving out of Travis County to another county in Texas and decreasing trend of people living below 150% of poverty moving to Travis County from another counties suggests that displacement due to rising living costs may be the reason behind decrease poverty and food insecurity rate in Central Texas;[iii] WHEREAS, the food insecurity population grew by 26.3% in Austin’s 5 county MSA from 12.4% pre- COVID to 15.7% during COVID, and the child food insecurity population grew by 37% from 16.9% pre- COVID to 23.2% during COVID;[iv] WHEREAS, More than 1 in 6 Central Texas residents were food insecure in 2017, and 12.9% of Travis County residents experienced food insecurity in 2018 and the 2020 projection is 18%; WHEREAS, Before COVID‐19, more than 1 in 8 Travis County residents and 1 in 6 Travis County children were food insecure in 2020; Whereas 41% of food insecure people in Travis County do not qualify for Federal Assistance (SNAP, WIC, School Meal Programs); WHEREAS, The City of Austin (CoA) with regional food system stakeholders participated in a two‐day facilitated workshop in 2019 that explored Food Systems Inequities in the U.S. and Central Texas: Root Causes and Historical Analysis and concluded that those negatively impacted must be involved in all decision making processes in order to authentically center equity; WHEREAS, Communities of color, low‐income, and rural populations are most negatively impacted by the existing food system due to systemic racism and structural inequity and face the greatest barriers to accessing healthy, affordable foods and now water, as well as economic opportunity; WHEREAS, A food system plan that meets the needs of all residents of Austin/Travis County requires meaningful input and participation from a diverse range of stakeholders; WHEREAS, the Austin/Travis County Food System Plan would take a comprehensive approach and involve the many major local planning functions such as land use, economic development, transportation, environmental sustainability and resilience, watershed protection, …

COMMISSION RECOMMENDATION COMMUNITY TECHNOLOGY AND TELECOMMUNICATIONS COMMISSION RECOMMENDATION NUMBER: 20210402-2a REGARDING: Remote Participation at Commission Meetings WHEREAS, the Community Technology and Telecommunications Commission (CTTC) requested the availability of remote participation at commission meetings prior to the pandemic to support flexible participation models; WHEREAS, the CTTC was piloting the feasibility of remote participation when the pandemic began; WHEREAS, the feasibility of remote participation is proven by the remote participation capabilities demonstrated over the past year; WHEREAS, the CTM Office has relied upon contracted part-time and/or full-time staff to support existing AV and Boards & Commissions broadcasts for an extended period of time; WHEREAS, the Clerk’s Office has also relied upon contracted part-time and/or full-time staff to support the expansion of remote participation due to the pandemic over the past year; WHEREAS, in order to facilitate continued remote participation capability after statewide emergency orders relating to the pandemic expire, additional staff and funds are required by CTM, ATXN, and the Clerk’s Office, NOW, THEREFORE, BE IT RESOLVED THAT: The CTTC recommends $10,000 in support for equipment purchases for ATXN in order to continue the current level of support for remote participation at City Commission meetings. This recommendation would allow ATXN to initiate and manage a hybrid in- person and remote meeting style in support of flexible participation models, as current capabilities can only handle fully remote or fully in-person. Additionally, the CTTC supports the request of the Clerk’s Office for three FTE positions in as much as these positions allow the continuation of remote participation for all City commissions and support the rollout and expansion of this piloted hybrid model. Moreover, the CTTC supports the request of CTM for proportional funding to 1) upgrade technology at meeting rooms in City Hall, 2) upgrade software (and support) relating to web streaming and A/V support, and 3) convert contract staff to FTEs -- all in support of continuing remote participation for all City Commissions and rolling out this piloted hybrid model for the currently broadcasted Boards & Commissions in FY2022. The owner, Housing Authority City of Austin (HACA) is asking for the vacation to further enhance their affordable housing project, provide a more continuous play area for the children, and increase pedestrian and bicycle connectivity in the neighborhood. HACA is tearing down the older buildings and increasing their unit count from 158 to 398. The proposed vacation tract is currently associated with an active site plan, # SP-2020-0004C. BOARD/COMMISSION RECOMMENDATION Urban Transportation Commission Recommendation Number:20210330-03E [I-35 Capital Express Scoping Round 2] WHEREAS, the I-35 Capital Express project represents a generational opportunity to improve the people-moving capacity of the transportation infrastructure in Central Texas while rectifying the negative impacts of the I-35 corridor in regards to racial and social equity, pollution and livability, WHEREAS, the City of Austin faces a Climate Catastrophe if we do not act in a concerted way to fundamentally change how we plan our cities, prioritize money and resources away from fossil-fuel vehicles and continued highway construction and toward Active Transportation, such as biking, walking, rolling, and other climate-friendly micro-mobility options, and High-Capacity Transit; WHEREAS, the TxDOT public engagement process is executed only to suffice the minimum of requirements set forth by State and Federal regulations and has shown little ability to meaningfully engage the public even in the best of times, WHEREAS, the TxDOT public engagement process has never resulted in the meaningful consideration of alternative design scenarios, even when an alternative design scenario has garnered strong public and political support, WHEREAS, the current 30-day comment period does not properly compensate for the compounding effects of the COVID-19 pandemic on the ability of the public to be meaningfully engaged and informed on the scope and impact of the Capital Express Project, WHEREAS, the current 30-day comment period does not properly compensate for the the compounding effects of the February 2021 winter storm and subsequent utility crisis on the ability of the public to be meaningfully engaged and informed on the scope and impact of the Capital Express Project, WHEREAS, despite the modest request from many governing bodies and stakeholder coalitions to extend the first comment period from 30 to 90 days, TxDOT chose to only extend the comment period an additional 19 days, most of which were during the Christmas and New Years holidays, WHEREAS, many of those same governing bodies and stakeholder coalitions are once again requesting that the second comment period, beginning this Thursday, March 11th, 2021 be extended from 30 to 90 days to compensate for aforementioned limitations on the public’s ability to be engaged, WHEREAS, public letters from aforementioned governing bodies including City of Austin Transportation, City of Austin Council Members on the CAMPO board, Austin-area State Legislators, all call for TxDOT to redirect the project’s statement of “purpose and need” or call for the equal consideration of alternative design …
