MEETING MINUTES April 5, 2021 Austin-Travis County Food Policy Board The Austin-Travis County Food Policy Board (ATCFPB) convened on Monday, April 5, 2021 VIA VIDEOCONFERENCING http://www.austintexas.gov/page/watch-atxn-live Board Members in Attendance: Andrea Abel, Joi Chevalier, Emily De Maria, Kacey Hanson, Karen Magid, Sharon Mays, Kara Prior, Ryan Rosshirt Absent board members: Felipe Camacho, Joy Casnovsky, Ellen Sweets Staff in Attendance: Edwin Marty, Amanda Rohlich CALL TO ORDER Board Chair Karen Magid called the meeting to order at 8:11 am CITIZEN COMMUNICATION: GENERAL Olivia Overturf – speaking in support of suggesting the City vet all organizations, non-profits, funds, foundations, and other groups that have access to the City's resources (food and water) during times of crisis. Also concerned with resources being wasted / food waste. Tiffany Washington – speaking in support of making a clear distinction between community gardens and urban farms in future planning and policy discussions. Michael Gumba— student at UT working on senior thesis research project regarding SNAP benefit recipients and their experiences pre-Covid and now. He would like to send out surveys to understand SNAP recipient needs and would like to consult board members on how best to do this. ZC Joseph – speaking to their concern about the history of Equidad ATX contract for 650,000 approved at the March 25, 2021 City Council meeting. Clare Zutz – calling in to listen to the meeting 1. APPROVAL OF MINUTES FROM MARCH MEETING Board Member Kacey Hanson motioned to approve the meeting minutes from March 1, 2021, with Board Member Joi Chevalier seconding the motion. Passed on a 8-0 vote. 2. STAFF BRIEFINGS a. Presentation from Edwin Marty, Food Policy Manager – Update on the 87th State Legislative Agenda (see back-up materials for presentation) (Emily De Maria stepped away from the dais at 8:34 am and returned at 8:38 am) The City of Austin is committed to compliance with the American with Disabilities Act. Review Board Members’ meetings with City and County Officials ii. Board vacancies and appointments i. Ellen Sweets’ term was renewed ii. Currently there are three vacancies on the board iii. Andrea Abel and Kacey Hanson have submitted for term renewal and awaiting iii. Review Prior Board Recommendations and Discuss City and County Budgets response i. County Budget update iv. Community Engagement i. Healthy Food Access Working Group is working on a short video to explain how the board works and what they do ii. Governing Working Group to have conversations with multiple departments about how to support with communication about food and water issues. iii. Question about how the board members can follow-up with those people who make citizens communication 4. NEW BUSINESS a. Working Group Briefings and Recommendations i. Healthy Food Access to All Communities – i. Discuss and take possible action on a recommendation to support food system planning, community engagement, and equity ii. Kacey Hanson motioned to move and discuss the recommendation with suggested edits (Climate Equity Plan, suggested groups to do the work). Sharon Mays seconded the motion to move and discuss. iii. Approved 7-1; with Ryan Rosshirt off the dais and abstaining ii. Governance – iii. Food and Climate – iv. Build Opportunities for Food Entrepreneurs – v. Support Farms & Farmers – vi. COVID-19 Food System Response – b. Review of Board Member Assignments i. City Staff to ask the Clerk’s Office how long does an application stays live in the system? ii. Kacey Hanson to ask county commissioner about the process to renew term; copy Emily Ackland, Edwin Marty, and Amanda Rohlich. iii. Kacey Hanson to reach out to Health and Human Services and AgriLife Extension at Travis County to request a presentation on budget process. iv. County appointed members to request for a County Staff person to attend ATCFPB meetings v. Amanda Rohlich to connect citizen communication contacts to the board vi. Joi Chevalier to provide pending edits to Kacey Hanson vii. Healthy Food Access WG to make final edits to the recommendation and send to Edwin Marty FUTURE AGENDA ITEMS a. Request presentation from Rachel Coff at the County to provide information about how to get items into County budget process.
