Urban Transportation Commission (UTC) Meeting Minutes Regular Meeting 30 March 2021 The Urban Transportation Commission convened in a meeting on March 30, 2021 via videoconference. Commission Members in Attendance: Daniel Alvarado Mario Champion – Chair Susan Somers Cynthia Weatherby Commission Members Absent: Michael Wilfley Alex Reyna Samuel Franco Diana Wheeler Allie Runas Athena Leyton Nathan Ryan CALL TO ORDER Commissioner Champion called the meeting to order at 5:33 p.m. 1. APPROVAL OF MINUTES: December 17, 2020 MEETING The December 17, 2020 minutes were approved on a 7-0 vote with Commissioners Franco, Reyna, Wheeler, and Wilfley absent. 2. NEW BUSINESS A. Discussion and possible action regarding appointment of an Urban Transportation Commission member to the Project Connect Community Advisory Committee A motion to appoint Commissioner Susan Somers to the committee was approved on a 7-0 vote with Commissioners Franco, Reyna, Wheeler, and Wilfley absent. B. 2209 S. 1st St Alley Right-of-Way Vacation Application A motion to approve the application as applied was approved on a 7-0 vote with Commissioners Franco, Reyna, Wheeler, and Wilfley absent. C. Chalmers Ave Right-of-Way Vacation Application A motion to approve the application as applied was approved on a 7-0 vote with Commissioners Franco, Reyna, Wheeler, and Wilfley absent. D. Dougherty Arts Center Replacement Project A motion to approve the Option 1B plan as presented was approved on a 7-0 vote with Commissioners Franco, Reyna, Wheeler, and Wilfley absent. E. Discussion and possible action regarding COA’s I-35 recommendations recently submitted to TxDOT and Round 2 of I-35 Public Comment Draft recommendation language was discussed and after debate and amendment, read as follows. [WHEREAS, the City of Austin faces a Climate Catastrophe if we do not act in a concerted way to fundamentally change how we plan our cities, prioritize money and resources away from fossil-fuel vehicles and continued highway construction and toward Active Transportation, such as biking, walking, rolling, and other climate-friendly micro-mobility options, and High-Capacity Transit] A motion to approve the recommendation as amended was approved on a 7-0 vote with Commissioners Franco, Reyna, Wheeler, and Wilfley absent. 3. FUTURE AGENDA ITEMS a. Appoint someone for Joint Sustainability Commission, Bicycle Advisory Council, Pedestrian Advisory Council ADJOURNMENT Commissioner Champion adjourned the meeting at 7:50p.m. without objection.
