Sole source contracts are exempt from the City Code Chapter 2-9D Minority Owned and Women Owned Business Enterprise Procurement Program; therefore, no subcontracting goals were established. The contract will provide the City with a digital imaging particle analyzer, specifically, the FlowCam Cyano, for the purpose of monitoring raw source waters to identify and enumerate cyanobacteria and nuisance phytoplankton. This will increase testing, better monitor blue/green algae for cyanotoxins and odor issues. The laboratory currently monitors three source water samples on a weekly basis. This examination is being performed manually and takes approximately four hours to complete. In depth training is necessary to perform this analysis and takes a minimum of six months with continued training for months to come. The FlowCam Cyano analysis takes approximately 15 minutes allowing the lab to increase testing frequency. Automating the examination also reduces the amount of time required to train new analysts as the instrument images the particles rather than the naked eye. This will also ensure consistency between analysts and accuracy of results. The FlowCam Cyano is a unique digital imaging particle analyzer having technology protected by U.S. patents that embodies the use of novel imaging techniques, fluorescence detection/measurement, and proprietary interactive Visual Spreadsheet image recognition software. The FlowCam Cyano can only be sourced through Yokogawa Fluid Imaging Technologies and their representatives. For the goods and services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: The contract will provide for the purchase, installation, and training of an ion chromatography system for use at the Walnut Creek Wastewater Treatment Plant, Environmental Analytical Services Laboratory. The City will use the system in conjunction with EPA 300 methodology to analyze wastewater, drinking water, and environmental samples. The beneficial advantages of using an ion chromatography system are reliability, accuracy, high speed, high separation efficiency, and the low cost of consumables. The City will use the ion chromatography system to ensure compliance under the Clean Water and Safe Drinking Water Acts. If the City is unable to secure a contract, Austin Water will be required to send out water analyses to a third party that would cost approximately $100,000 per year. To increase process reliability and to prepare the plant for future flows, Headworks No. 1 will need to be improved and modified to have the hydraulic capacity to treat an average of 75 million gallons per day (MGD), 150 MGD peak flow, and 190 MGD wet weather flow. The project will also directly improve the wastewater treatment plant’s electrical resiliency. Currently, all influent flow is directed to Headworks No. 2. Therefore, there is a window of opportunity to rehabilitate Headworks No. 1 before the influent flow exceeds the capacity of Headworks No. 2. If the project is delayed and the influent flows exceed the capacity of Headworks No.2, the Headworks No. 1 rehabilitation and improvements would require additional construction funding to provide temporary screening capacity. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: N/A The Spring Lake #2 Lift Station was constructed in 1999 and was designed to pump wastewater from the neighboring community to the nearby Balcones Water Reclamation Plant (WRP) to provide non-potable, reclaimed water for irrigation of the Balcones Country Club golf course. The lift station does not currently operate as intended due to the age of certain components and it cannot pump necessary amounts of wastewater to the WRP. The City has a contractual obligation to send more wastewater to the golf course and flows from Spring Lake #2 Lift Station are necessary to provide this supply. To restore pumping capacity, the Spring Lake #2 Lift Station requires rehabilitation of the automated valve control system, replacement of the dry well hatch, and testing of the 8-inch force main to the Balcones WRP. These improvements will provide pump control valves and a drain valve which will operate in accordance with the original design intent of the lift station. The additional structural hatch will provide access to Operations and Maintenance staff for inspection and cleaning. Construction of these improvements will allow Austin Water to fulfill its obligation to provide dry weather (summer) flow to the Balcones WRP for irrigation of the golf course. Only one bid was received for this solicitation due to the small scale of the construction scope. All construction work will be completed on City property that is not accessible to the public therefore impacts to the public are anticipated to be minimal. Approved: July 14, 2021 Annual Internal Review This report covers the time period of 7/1/2020 to 6/30/2021 Water and Wastewater Commission 1. The Water and Wastewater Commission mission statement is set forth in 2-1-186 of the Code of the City of Austin, Texas which states: (A) The Water and Wastewater Commission members should reside inside the utility's service area. Not more than two members should be involved in development or development-related activities. (B) The purpose of the Water and Wastewater Commission is to: (1) review, analyze, and advise the City Council on the policies and resources relating to the city water and wastewater utility and water quality; and (2) assist the City Council in ensuring that the City's residents are provided with an adequate, economical, and potable supply of water and a stable, economical and environmentally safe system of wastewater disposal. (C) The Commission shall act as an advisory body to the City Council and shall review programs and make recommendations regarding: (1) the protection and integrity of the water resources for the City; (2) minimization of water quality impacts to downstream areas; (3) implementation of programs that achieve goals and objectives relating to water supply management, water demand management, and land water quality control; (4) the fiscal solvency of said programs; and (5) the fiscal health of the utility. 7/1/2020 – 6/30/2021 Annual Internal Review (D) The Commission may conduct an annual review of the commission’s goals and objectives, and the activities needed to achieve these goals and objectives in the following areas, for the year covered by the program: (1) water supply distribution; (2) water demand and conservation management; (3) wastewater treatment and collection; (4) water quality; (6) utility operating budget; (7) rates and fees; and (8) citizen education. APPROVAL OF MINUTES The minutes from the June 2, 2021 Water and Wastewater regular called meeting were approved on an 8-0 vote on Commissioner Michel’s motion and Vice-Chair Castleberry’s second with Commissioner Williams absent and two vacancies. B. ITEMS FOR COMMISSION’S REVIEW AND RECOMMENDATION FOR APPROVAL TO CITY COUNCIL 1. Recommend approval to amend existing cooperative contracts with Sunbelt Rentals Inc. and United Rentals (North America) Inc., for continued rental of trench safety shoring and pumping equipment, for an increase in the amount of $288,000, for revised total contract amounts not to exceed $538,000 divided between the contractors. Austin Water’s total authorization is $275,000. Recommended by the Water and Wastewater Commission on an 8-0 vote on Vice Chair Castleberry’s motion and The City of Austin is committed to compliance with the American with Disabilities Act. Reasonable modifications and equal access to communications will be provided upon request. Meeting locations are planned with wheelchair access. If requiring Sign Language Interpreters or alternative formats, please give notice at least 2 days (48 hours) before the meeting date. CITIZEN COMMUNICATION: GENERAL There were no speakers registered for Citizen Communication. B. DISCUSSION ITEMS: 1. Fiscal Year 2021-2022 Budget Summary 2. Fiscal Year 2022-2026 Capital Improvement Plan (CIP) 3. Austin Water Financial Forecast Fiscal Fiscal Year 2022 - 2026 4. Fiscal Year 2021-2022 Financial Policy Update 5. Budget Committee Report Discussion Austin Water Financial Managers Christina Romero and Songli Floyd presented updates on the budget summary, Capital Improvement Plan (CIP) and financial policy. The commissioners had a discussion about the budget committee report proposal. C. FUTURE AGENDA ITEMS Chair Turrieta proposed a different format for presenting the budget committee report. Vice-Chair Michel and Commissioners Moriarty and Fisher agreed to the format changes to include information presented to the budget committee from the Fiscal Year 2021-2022 Budget Summary. Chair Turrieta will confer with Austin Water Assistant Director of Financial Services, Joseph Gonzales on which agenda of the full Water and Wastewater Commission this report can begin to be discussed. D. ADJOURN The meeting was adjourned at 2:04 p.m. by Chair Turrieta.
