MACC Pocket Park Project Update • Location is now being referred to as MACC Pocket Park. MACC Pocket Park | AustinTexas.gov • Temporary park improvements have been installed as of June 2024. The temporary activation features furniture donated by CANVUS. The furniture will be decorated with murals by ESB-MACC Caminos students in the fall of 2024. • Temporary sign with a description of the future work will be installed soon. • PARD Planning began the formal process of an alley vacation for the area between 64 Rainey and the ESB-MACC parking lot. The item is scheduled to go to Council at the July 18 meeting. • AIPP approved re-creation of historic mural by Raul Valdez from MACC Phase 2 AIPP funds. • City Council approved a contract with artist Raul Valdez to re-create his historic mural that was destroyed when the Juarez-Lincoln University was demolished. The mural will be featured full-scale in the park at 64 Rainey Street. • No funds have been expended from Rainey Street Heritage fund.

Barrientos Mexican American Cultural Center convened in a Regular meeting on Wednesday, July 10, 2024, at Permitting Development Center – Event Center, First Floor, Room 1406 6310 Wilhelmina Delco Drive in Austin, Texas 78752. (Some members of the ESB-MACC Advisory Board participated via videoconference.) Chair Navarro called the Emma S. Barrientos Mexican American Cultural Center Meeting to order at 6:03pm. APPROVAL OF MINUTES 1. Vice Chair Zamarripa-Saenz motioned to approve the June 5, 2024, minutes with the amended change to the second paragraph from “Vice Chair Amaro called the Emma S. Barrientos Mexican American Cultural Center Meeting to order…” to “Chair Navarro”. Member Reyna seconded the motion. Unanimous vote (7.0). Motion passed. Members Estrada, Martinez, and Rodriguez were absent. STAFF BRIEFINGS 2. Staff briefing on staffing updates, June and July programs, marketing and outreach efforts, and updates on signature event planning. Olivia Tamzarian, ESB-MACC Culture and Arts Marketing and Outreach Representative gave a report on the Holistic Wellness programs, Education, Academia Cuauhtli, and Caminos Teen Leadership programming. She also gave an update on current and upcoming marketing and outreach events and 1 provided details on the 2024 Awards of Excellence Ceremony, thanking the staff and board for their help in ensuring the event was successful. In closing, Tamzarian announced that the Parks and Recreation Department (PARD) was in the process of interviewing their finalists for the Museums and Cultural Programs Division Manager position and that PARD would be hosting a virtual meet and greet to allow attendees to hear about the hiring process, candidates' backgrounds, and provide feedback on each candidate on Thursday, July 11th from 6:00 p.m. to 7:30 p.m., encouraging the board to attend. 1807 E Cesar Chavez - Historic Preservation Application Review David Rudick, President, Rud Capital Executive Summary Rud Capital is looking to gain a historic tax exemption available on 1807 E Cesar Chavez. We are looking to preserve 1807 and renovate it to be a boutique hotel to be rented in its entirety for large group gatherings with the option for small events. The property was run as a youth hostel up until the pandemic hit and led them to go out of business. The property was purchased by Rud Capital in November 2021 with the goal of folding it into the unified development parcel along with some of adjacent properties. In 2023 after talking with city and realizing this property could get a standalone hotel license we decided to pivot and restore this charming mansion and renovate the property. Unfortunately during late ‘22 and ‘23 the property began to get vandalized and had some of its structural integrity damaged and compromised including: decking, railings, columns and siding. The property was repaired by Chris Pisculli who is now overseeing the renovation along with the designer Leah Flippen from Luminary Designs. We are looking to go beyond these repairs and revive the historic Victorian like charm into a functioning event and lodging hotel called Maison Rêve (House of Dreams) for the benefit of local Austinates and visitors to enjoy. We are Excited to work together with historic commission on bringing out this beautiful landmark house back to life. It also worth mentioning that we have successfully completed similar types of historic preservation projects including 4004, 4006, and 4008 Avenue C which won the Austin Preservation Award in 2019. As evidenced by the numerous support letters provided as backup, Meghan has gone out of her way to openly inform the neighborhood of her intentions, and introduce the proposed improvements and team to her neighbors. A resident at 4200 Wilshire for over 17 years, Meghan intends to build a sensible new home keeping with the neighborhood’s charm, character, and qualities that drew her to it in the first place. The team is a collection of local, award-winning professionals, many of which are UT Austin graduates, long-time Austin residents, or native Austinites with extensive experience designing, engineering, and building thoughtful, considerate, and appropriate projects in Austin. The team is familiar with design, engineering, and construction in residential settings benefitted by large trees and nearby bodies of water. As part of the proposed demolition process, we will be reclaiming as much of the existing limestone as possible, to be elegantly reincorporated into the new home’s design. Additionally, we have coordinated with the Austin Fire Department and nearby Station #14 to donate the home for controlled training prior to demolition. This training opportunity will include new, advanced life-saving technology for AFD’s consideration. Box 12276 Austin, Texas 78711-2276 Re: Dear Mr. Smith, Circa 1854 Zimmermann House Located at 9019 Parkfield Drive, Austin I am writing to request that you consider the circa 1854 Zimmermann House, located at 9019 Parkfield Drive in Austin, for the National Register of Historic Places. As you are aware, this house is the oldest of only two remaining structures associated with the historic Fiskville community that was settled in 1846 by Josiah Fisk. Following the typical Germanic settlement pattern of the era, immigrant Edward Zimmermann purchased the land in 1854 and moved his family to the property. He built this fachwerk house and his family lived in it as as their first home while he built their larger stone house, estimated completion date of 1867, nearby on what is now known as Payton Gin Road where it remains today. Zimmermann’s two houses and the nearby historic cemetery are the last remaining vestiges of the original Fiskville community, that subsequently disappeared once annexed by the City of Austin in the mid-1960s. This house also retains a high degree of historic architectural integrity with regards to its original construction and subsequent building campaigns. The original half-timber framing structure is approximately 80% intact, including its original ceiling joists and roof trusses. Although the door and windows have been replaced there are two original windows extant on the structure. Interior finishes also appear to be intact beneath the circa 1970’s wood paneling installed over them. As for the circa 1855 addition, also built by Zimmermann to expand his outpost, that is an early wood frame construction that also retain original interior finishes. We have become aware of your deceptive trade practices and blatant misconduct in relation to the renovations (“Renovation”) of Ms. Agrawal’s property located at [*] (the “Property”). Annual Internal Review This report covers the time period of 7/1/2023 to 6/30/2024 Community Technology & Telecommunications Commission (CTTC) 1. Describe the board's actions supporting their mission during the previous calendar year. Address all elements of the board's mission statement as provided in the relevant sections of the City Code. (C) The commission shall advise the city council regarding issues that include: (1) Community technology; (2) Telecommunications services; (3) New sources of funding for access television projects; (4) New sources of funding for community technology projects; (5) Allocation of annual financial support; (6) The evaluation of the performance of access television contractors and other community technology contractors, including development of criteria to be used for evaluations; and (7) Information and communications technology facilities and services that are operated by the City for public use, including the City website, Internet services and open government technologies. (D) The commission shall conduct public hearings regarding issues that include: (1) The performance of access television contractors and other community technology contractors; and (2) The identification of community cable, telecommunications, and technology needs. (E) The commission shall promote access to telecommunications services and community technologies by methods including: (1) Public awareness, use, and viewership of access television programming and other community media; (2) Identifying community technology needs and problems in the City and defining innovative programming approaches to those needs and problems, and (3) Public awareness of telecommunications policy and community technology issues. (F) The commission shall serve as a coordinating forum for issues relating to the provision of every different type of telecommunications services and community technologies, by receiving reports and recommendations from other City boards and commissions and from City departments and forwarding these to the city council. (H) The Commission may create a Grant Review Committee consisting of up to seven members to review grant applications, conduct interviews, and evaluate applications for the purpose of providing recommendations to the Commission for grant awards under the City's Grant for Technology Opportunities program. The Commission may appoint persons to the Grant Review Committee who are not members of the Commission, but must appoint one member of the Commission to the Grant Review Committee who shall serve as ex-officio chair of the Grant Review Committee. BOARD/COMMISSION RECOMMENDATION Community Technology & Telecommunications Commission Recommendation Number: (YYYYMMDD-XXX) (XXX is the agenda item number): WHEREAS, the City Council Message Board is running on software whose last major update was in 2007, the time before smartphones. The software is named “phpBB”, where “BB” stands for “bulletin board”, a technology from the era of dial-up modems. WHEREAS, Austin is known as a technology city. We are home to chip manufacturers like IBM, NXP, AMD, and Samsung. WHEREAS, Austin has a significant presence of technology companies such as Apple, Google, Dell, and Meta and Indeed. WHEREAS, Austin is home to the University of Texas at Austin, one of the top technology universities in the world. WHEREAS, Technology is part of Austin’s brand and our city’s government should be using the most modern applications available. WHEREAS, the city council message boards of Port Aransas and Amarillo are using WordPress, a newer software than Austin’s. WHEREAS, there is a new generation of collaboration software based on instant messaging and designed with smartphones in mind. This includes such proprietary apps such as Slack and Discord, as well as open-source alternatives like Zulip and Matrix. This innovative technology is being used by the boards of for-profit and nonprofit organizations to communicate and collaborate. WHEREAS, our Mayor, Kirk Watson, when in the Texas Senate, authored and championed changes to the Texas Open Meetings Act . The addition of Section 551.006 to the Texas Government Code permits government bodies to use online real-time communication that is visible to the public. Thus enabling the Austin City Council Message Board which now has thousands of posts and millions of views. WHEREAS, the City of Austin’s Boards and Commissions play an important role in city government. They are vital in adjudication, monitoring rights, monitoring the environment, and oversight of critical industries. They improve Austin by cherishing amenities, fostering the arts, and providing expert advice to City Council and serve as the inclusive interface for communities that are often overlooked by the government. WHEREAS, the City of Austin’s Boards and Commissions do not have message boards and, therefore, still suffer under the restrictive provisions of the Texas Open Meetings Act prior to the addition of Section 551.006 by then Senator Kirk Watson.
