COMMISSION RECOMMENDATION Human Rights Commission Recommendation Number 20200605-001a: Recommendation to Council to publicly call for the community to stand in solidarity with the family of George Floyd WHEREAS, the Human Rights Commission of the City of Austin advocates on behalf of human rights for all people in the City of Austin and the broader community; and WHEREAS, recent events have heightened awareness of police killings of citizens. NOW, THEREFORE, BE IT RESOLVED that the Human Rights Commission recommends the Austin City Council to issue the following statement: FROM: The Mayor and Council of the City of Austin TO: The Citizens of Austin, Texas Just days ago, George Floyd was murdered. We are calling on the community to stand in solidarity with his family. Murder by police is the sixth leading cause of death among young Black men in America. We are calling on allies of communities of color to speak up in their spheres of influence. We are calling on people of color to continue to agitate and not give up until justice is served. The purpose of law enforcement is to protect and serve. Communities, and especially communities of color, can't trust law enforcement officers - who are paid with taxpayer money - to use their authority in an appropriate way if Black Americans keep dying at the hands of those who are paid to protect and serve. As much as things change, some things remain the same. There are social inequities, institutional racism, and just pure hatred alive and well in our society. These systems of inequities are allowed to thrive, and people are dying because of it. For every video clip we see, there are surely thousands of clips we do not, and the abuse of power has to stop! 1 Human Rights Commission Recommendation Number 20200605-001a The oppression and threat to Black lives is not only an atrocity that justifies outrage and unrest, but it is a human rights issue that reflects a toxic culture that perpetuates systemic racism and injustice. Police brutality and anti-Black racism is a public health emergency. During this COVID-19 pandemic, we have seen our communities of color suffer the most and there has not been any targeted intervention to prevent any further deaths or cases. Our Black and Brown communities are at constant threat for their lives. This is not the community Austin prides itself in being as welcoming and embracing. …

REGULAR MEETING FRIDAY, June 5, 2020 HUMAN RIGHTS COMMISSION MINUTES The Human Rights Commission convened in a special called regular meeting on Friday, June 5, 2020 via teleconference in Austin, Texas. Chair Sareta Davis called the Board Meeting to order at 10:06 a.m. Board Members in Attendance: Chair Davis, Vice Chair Jamarr Brown, Commissioner Breckenridge, Commissioner Garry Brown, Commissioner Caballero, Commissioner Griffith, and Commissioner Museitif, Commissioner Santana, Commissioner Weigel, and Commissioner White. Staff in Attendance: Jonathan Babiak, Human Resources Coordinator, Human Resources Department 1. NEW BUSINESS a. Discussion and possible action on a Recommendation to Council to publicly call for the community to stand in solidarity with the family of George Floyd. (Davis) Chivas Watson and Bobbie Mack addressed the Commission and answered questions from the Commission. The Commission discussed this item. The Commission worked informally to finalize the draft recommendation. The recommendation was adopted on a vote of 10-0; Chair Davis motion, Commissioner Garry Brown second. Site Overview The site consists of one tract of approximately 77.78 acres, located at 9021 W US 290 Hwy. The site is in the City of Austin’s Limited Purpose Jurisdiction, the Slaughter Creek Watershed, the Barton Springs Zone, and the Drinking Water Protection Zone. The site is also within the Edwards Aquifer Contributing Zone and is subject to the Save Our Springs (SOS) Ordinance. An Environmental Resource Inventory submitted by the applicant identified no critical environmental features within the property. The applicant is proposing to develop a 550-unit multi-family development. A site plan has not yet been submitted to the City of Austin. Development Impacts Water: The site is located in the water service area of the West Travis County Public Utility Agency (PUA). Wastewater: The applicant shall construct approximately 1,000 feet of 8-inch gravity wastewater main in Circle Dr and extend south along Circle Dr and then west along US 290 to the highest point that can be served by the proposed gravity wastewater main, as approximately shown on the attached map. Because this project site is over the Barton Springs Contributing Zone, the Applicant, the Austin Transportation Department (ATD) and the Office of the Environmental Officer have been working closely to come to an agreement on how and when this road should be developed. Mountain Shadows Drive is shown on the Austin Strategic Mobility Plan (ASMP) to be extended from its current terminus to State Highway 71. At this time, ATD is recommending removing the current language in the RC and to defer ROW dedication for this road until submittal of the first subdivision or site plan application. The Applicant has agreed to not take access to any of the existing neighborhood roads for this development project. Therefore, they will be constructing a part of Mountain Shadows Drive from State Highway 71 to their project entrance for their access. They have agreed to only build the portion of the road that will be necessary to provide access for their development and dedicate the remaining ROW to be constructed at a later date. Watershed Protection Department staff have completed the review for Ledgestone Wastewater SER #4622 and recommend approval of the request. Site Overview The site consists of one tract of approximately 77.78 acres, located at 9021 W US 290 Hwy. The site is in the City of Austin’s Limited Purpose Jurisdiction, the Slaughter Creek Watershed, the Barton Springs Zone, and the Drinking Water Protection Zone. The site is also within the Edwards Aquifer Contributing Zone and is subject to the Save Our Springs (SOS) Ordinance. An Environmental Resource Inventory submitted by the applicant identified no critical environmental features within the property. The applicant is proposing to develop a 550-unit multi-family development. A site plan has not yet been submitted to the City of Austin. Development Impacts Water: The site is located in the water service area of the West Travis County Public Utility Agency (PUA). Wastewater: The applicant shall construct approximately 1,000 feet of 8-inch gravity wastewater main in Circle Dr and extend south along Circle Dr and then west along US 290 to the highest point that can be served by the proposed gravity wastewater main, as approximately shown on the attached map. Applicant shall also construct an appropriately sized public lift station at the approximate location shown on the attached map. Austin Texas Musicians Safe Gig Guideline Recommendations For Musicians and Venues WHEREAS, the health and public safety of Austin musicians, music venue staff, music industry professionals and patrons are crucial to the success of Austin’s economy and the well-being of our community WHEREAS, the impact of the COVID-19 pandemic in Travis County is ongoing, and continuing to grow WHEREAS, on May 22, 2020, Texas Governor Greg Abbott announced the reopening of bars and nightclubs throughout the State of Texas WHEREAS, Austin Texas Musicians has learned from our constituent base of Austin musicians that they are being asked to perform live gigs in music venues once again WHEREAS, no standard agreement on safety guidelines currently exists between Austin musicians and Austin music venues NOW, THEREFORE, BE IT RESOLVED: Austin Texas Musicians and HAAM adopt the following recommendations and urges the City Council of Austin, Texas to take action immediately. Dear Austin City Council Members, As a collective group, we want to thank you for the current funding of $1.5mil that has already been approved to help musicians through this unprecedented crisis. Sadly, these funds are not enough to help our city’s music employers, venues, musicians, music workers, and music service providers survive the extended effects of COVID-19. The RISE funding (for individuals) may provide some direct assistance to members of these groups, but the CLEAR and ANCHOR funds were designed to support the local businesses and service providers that are critical bridges to having businesses and jobs for people to come back to once the crisis has passed. Below is our urgent ask for Council. The Austin Music community workers were the first to feel the crushing economic blow of SXSW’s cancellation and will also be the last to see any income as our City opens up. Tours and festivals, the largest employment revenue streams, will not resume until well into 2021 - painting an especially bleak picture economically for music workers, as well as for physical and mental health outcomes, as potential income and employment losses push a year out. Together we are requesting the following city council support: • Maintain the staff recommendation levels for CLEAR funding for local business employers - not only the amount originally recommended by Staff, but also including the proposed $35mil increase to Council on May 28th; and Inclusion of eligibility for music support service nonprofits inside of ANCHOR funding (see below). • • Support for $6mil for Creative Sector Assistance and growth of Austin Musician Disaster Relief Fund ($1.5mil) + Austin creative Space Disaster Relief Fund ($1mil). Critical CLEAR dollars for local businesses are being proposed for repurposing to programs for individuals like RISE. Without CLEAR dollars for monthly rent relief, most employers of musicians and music workers will be out of business permanently. The resulting loss of jobs and income will have a long term, detrimental cascading effect for housing, food and health insecurity for individuals. Similarly, each of our music service provider organizations has experienced reductions in normal nonprofit fundraising streams - without access to disaster relief, we expect many of our organizations to reach funding limits and shutter. Closure or interruption of service to these at-risk recipients will further damage lives and future recovery prospects.
