ARTS COMMISSION RECOMMENDATION 20220327-3.a Seconded By: Commissioner Jaime Castillo Date: 3-27-2022 Subject: Arts Commission FY23 Budget Recommendation Motioned By: Commissioner Lulu Flores Recommendation Recommendation to approve two Full Time Employees (FTE) for the Economic Development and the Cultural Arts Division in the FY23 budget. Description of Recommendation to Council Our Commission recommends that the City include two additional full time employees (FTE) in the FY23 budget for Economic Development Department (EDD). One FTE will be a Business Process Specialist for EDD to support the department’s divisions that manage HOT funds. The other will be a Community Engagement Specialist/ Consultant for the Cultural Arts Division. Rationale: The Economic Development Department is launching HOT funded programs in three different divisions. The successful rollout and execution of these programs will require coordination, monitoring, data collection and ongoing review. It will also require robust and coordinated community outreach and engagement. A Business Process Specialist will provide critical support in program integration and execution across all three divisions. Members of the Arts Community, especially those from historically underrepresented and underfunded groups, are facing continuing financial challenges such as housing, affordable creative spaces, low incomes and access to opportunity and growth. Cultural Arts Division (CAD) programs provide opportunities to alleviate some of the challenges. The information is complex and dense. New applicants usually require assistance in determining their eligibility and meeting milestones throughout the process. CAD administrators conduct Information Sessions and Open Office Hours to provide applicant assistance. Invitations depend on channels that reach existing applicants or potential applicants that are already knowledgeable about the programs. A Community Engagement Specialist (or Consultant) will provide the communication and outreach skills needed to inform and assist potential applicants. Thus, relieving CAD administrators of these additional tasks to focus on their primary job functions. The Community Engagement Specialist will also bring additional strategies to address equitable access to EDD programs. Originally from Iraq, Mrs. S is a legal resident and petitioned for her husband’s residency with American Gateways’ help. During the application process, Mrs. S worked seven days a week to avoid seeking public benefits, fearful that receiving benefits would negatively affect her husband’s pending case. Her husband, an electronic and electrical engineer by trade, was unable to legally work while his case was pending. American Gateways aided Mrs. S and her husband in navigating the restrictive Trump-era public charge rule; her husband was the first-named plaintiff in a lawsuit challenging the implementation of the rule. The new administration’s reversal of the public charge rule created a path for Mrs. S and her family. Now, her husband has his legal permanent residency. ASYLUM CLINICS FOR AFGHAN EVACUEES Central Texas anticipates welcoming over 1,000 Afghan evacuees in 2022, many whom will need legal support filing for asylum. In partnership with local non-profits, American Gateways will be offering free asylum clinics to Afghan families in 2022. A past asylum clinic, pre-COVID TEMPORARY PROTECTED STATUS (TPS) CLINICS In the fall 2021, we partnered with Casa Marianella to offer a Temporary Protected Status clinic for Haitians DACA CLINICS FOR DREAMers We have been offering virtual DACA clinics for eligible applicants. Absent: Jamarr Brown & Gregory Smith Attest: Jeremy Garza, Staff Liaison, Equity Office: x_______________________________ DESCRIPTION: The Joint Inclusion Committee endorses the following recommendation from the Winter Storm Review Task Force, that addresses critical issues in resiliency that uniquely affects the quality of life for diverse communities represented from each commission member of the Joint Inclusion Committee.  Joint Inclusion Committee (JIC), Recommendation Number 20220323‐005b: Winter Storm Review Task Force Recommendations RECOMMENDATION 20220323‐005b: WINTER STORM REVIEW TASK FORCE RECOMMENDATIONS WHEREAS, the City of Austin and State of Texas experienced a severe winter storm in February, 2021 that had far‐reaching impacts to communities; and WHEREAS, the City Council commissioned the Winter Storm Review Task Force (“Task Force”) via Council Resolution 20210325‐067, to conduct public listening sessions and produce a report documenting the community feedback; and Page 1 of 2 VOTE WHEREAS, the Task Force included representation from most of the commissions that participate in the Joint Inclusion Committee; and WHEREAS, the final report published by the Task Force on July 30, 2021 documented findings and recommendations based on community feedback across the following categories:  Communications  Transparency of Information Loss of Community Trust  Failure and Breakdown of the Electric Grid   Water, Food and Essential Supplies Lack of Accountability and Services  Infrastructure Breakdown and Failures   Access to Shelter/Lodging  Role of Nonprofits, Community Organizations and Neighborhood Groups  Need for Mental Health Resources; and WHEREAS, while the winter storm affected the entire City, the report highlighted many areas where vulnerable or underserved communities represented by the JIC (including Black and Brown residents, seniors, families with young children, people with disabilities, non‐English speaking residents, people experiencing domestic and sexual violence, unhoused people, and others) experienced higher levels of trauma, had less access to resources, and experienced greater or longer term impacts from the effects of the winter storm; and WHEREAS, the report cited numerous recommendations to improve resiliency and responsiveness for future severe weather events or other crises; NOW, THEREFORE, BE IT RESOLVED, the Joint Inclusion Committee recommends that the items …

Description of Recommendation to Council The Commission on Seniors recommends funding an Age Friendly Austin Community Engagement Specialist. The Community Engagement Specialist will support the Age‐Friendly Program Coordinator with day‐to‐day operations including, but not limited to, implementing the Age Friendly Austin Communication and Community Engagement Plan, supporting internal and external aging partners, and engaging in strategic planning efforts. Some member commissions of the Joint Inclusion Committee have quality of life studies that need updating. Other member commissions have never had a baseline quality of life study. WHEREAS, the Joint Inclusion Committee is charged with making recommendations to Council. Having current quality of life studies will better inform our recommendations. NOW, THEREFORE BE IS RESOLVED, that this recommendation requests an on‐going budget line item that provides funding and resources to intentionally commit the City of Austin to regularly scheduled quality of life surveys and reporting for all member commissions of the Joint Inclusion Committee.  We recommend regularly scheduled updates to those studies that may include ongoing data collection and surveys.  We recommend the City of Austin improve data collection and make that data available, so that our Commissions can have access to ongoing demographic and performance data.  We recommend that the City collect additional demographic data about people who receive city services, including but not limited to sexual orientation and gender identity. According to US Energy Information Administration, based on the state-wide electricity profile, this system is estimated to prevent the production of the following emissions each year: 147 tons of Carbon Dioxide (CO2); 187 pounds of Sulfur Dioxide (SO2); and 218 pounds of Nitrogen Oxide (NOX). According to the Environmental Protection Agency (EPA)’s Greenhouse Gas Equivalency Calculator, these emissions reductions are equivalent to planting 2,205 trees or 163 acres of forest in Austin's parks or the removal of 335,150 vehicle miles or 29 cars from Austin roadways.
