MEMORANDUM March 15, 2021 Transition of Commissions Jannette Goodall, City Clerk Joya Hayes, Human Resources and Civil Service Director TO: FROM: DATE: SUBJECT: The purpose of this memo is to notify you of the Boards and Commissions transitioning from the Human Resources Department to the Civil Rights Office (CRO). Beginning with the May 2021 meetings, four (4) of the six (6) City of Austin Boards and Commissions with liaisons in the Human Rights Department will transition to the newly-formed Civil Rights Office. The CRO focuses on protecting individual's civil rights. This Office ensures compliance with local, state, and federal laws through enforcement. CRO will advance the City’s non-discrimination efforts and promote outreach, education, and awareness events for both businesses and community stakeholders. The Equal Employment and Fair Housing Office is now part of CRO and conducts outreach and investigations on employment and housing discrimination. As the duties of the CRO are more community-focused, the following Commissions align more appropriately with the work of this office: Commission for Women - Prioritizes womens’ quality of life so that Austin becomes the most equitable city in the nation for women and girls. Commission on Veterans Affairs - Serves as an advisory body concerning the wellbeing of military veterans in the Austin area. Human Rights Commission - Advises and consults on all matters involving race, color, disability, religion, sex, national origin, sexual orientation, gender identity, or age and devises practices to promote equal opportunity. Mayor’s Committee for People with Disabilities - Encourages, assists and enables persons with disabilities to participate in the social and economic life of the City and achieve maximum personal independence. The Commission complies with and follows the rules and laws of the Americans with Disabilities Act. HRD will maintain the Firefighters’, Police Officers’ and Emergency Medical Services Personnel Civil Service Commission and the Municipal Civil Service Commission. The City of Austin’s first Civil Rights Officer, Carol Johnson, will be introduced to each Commission as the Executive Liaison at an upcoming meeting. Jonathan Babiak currently serves as Staff Liaison to the Human Rights Commission. Officer Johnson has assigned Mr. Babiak to assume this assignment for the remaining three Commissions. As we transition from providing support to these commissions, HRD would like to thank the Office of the City Clerk, the Commissions and Commissioners, and our HRD staff for their service to these Commissions. The site is currently 80% impervious cover. REQUEST: There are two heritage trees on the site – one (1) 25’’ Pecan and one (1) 32’’ Red Oak – that are being requested for removal. Both trees are centrally located on the Property. See Exhibit A for tree locations. Per § 25-2-758 (B)(1), Building Wall Height, Stepbacks, and Envelope, a 12-foot stepback on West 24th Street, Nueces Street and San Antonio Street is required. This stepback impedes the footprint of the site thereby limiting the development and reducing the developable footprint by approximately 20%. The trees requested for removal on the site are located in the middle of the site. Tree Evaluation Measurements The subject trees are one heritage 32” red oak (#913) and one heritage 25” pecan (# 911). 3 Tree #913 red oak Canopy Conditions Major asymmetry, unbalanced crown, and an overextended limb (Exhibit 1). Structure/Trunk Multiple attachments - all the leaders of the tree are connected at one place on the trunk. This is inherently a weakness with this tree's union due to lack of branch taper (Exhibit 2). Included bark was observed between two unions where stems grow closely together causing weak, under-supported branch angles which may cause branch or total tree failure (Exhibit 3). Root system Root system is almost entirely covered with disturbed and compacted impervious cover. Tree been buried to an unknown depth as the root flare is not visible. Overall Condition Tree #913 is in fair condition due to structure and poor attachments. Tree #911 pecan Canopy Conditions Displays a heightened loading on the stems as a result of the length and excessive end weight of the branches and lack of inner branches. The diffusers provide air transfer within the aeration basin to properly treat the influent wastewater stream. The existing air grid at Dessau WWTP is not performing to specifications and not providing the air transfer efficiency required to treat the influent wastewater stream properly. Without proper treatment and air transfer efficiency, the Dessau WWTP will not meet the required state and federal effluent water quality permit limits for ammonia. This contract is being exempted from formal competition as it needs to be expedited to protect the public health and safety of the municipality’s residents. The purchase of the new grid needs to occur as soon as possible before the air temperature begins to rise. As the average monthly temperature begins to rise to above 80 degrees, the air transfer efficiency will decrease, and proper treatment of influent wastewater will not be achieved. The average monthly temperatures in Austin will be above 80 degrees in May. The assembly and manufacture time for the proposed air grid is 10 weeks. The purchase price for new air grids was based on quotes received by two vendors. Synario is a financial forecasting model that offers a full-field view of financial and strategic scenarios inside a cloud-based platform and allows for improved, effective financial forecasting and analysis. AW and Synario have been working on model implementation since May 2020. Customization features consisted of AW goals, areas of sensitivity/projection/use cases, and target report/outputs. This included creating key metrics and reporting necessary in decision making based on AW data that is input into the model. AW will have the flexibility to adjust line items, assumptions, and formulas in the model, long-term projections for future revenue, expenses and budgetary needs, and the flexibility of dashboard presentations of information. This is a new sole source contract. PFM Solutions LLC is the sole manufacturer and distributor of Synario software, and they retain proprietary intellectual property rights.
