June 2021 June 2021 Animal Services Report ANIMAL SERVICES REPORT Animal Services News The live outcome percentage for June was 95.9 percent. A total of 1,265 animals were brought to the shelter which included 599 dogs, 640 cats, 59 wild animals, three birds and five livestock. A total of 685 animals were adopted (358 dogs, 320 cats and seven small pets) A total of 109 dogs and cats were returned to their owners (RTOs and RTO-Adopt). Animal Protection month of June. Animal Protection Officers (APOs) returned 50 animals to their owners in the field during the Officers handed out 22 fencing assistance applications, implanted three microchips and impounded 253 injured animals and delivered 139 wildlife animals to Austin Wildlife Rescue. Officers entered 265 rabies exposure reports and submitted 49 specimens for rabies testing. Three bats and one skunk tested positive for rabies. 20 total coyote related activities o 11 sightings o 6 wild sick reports of mange o 1 observation o 1 livestock loss where chickens were taken. o 1 incident encounter, and incident). The Volunteer Program began scheduling mentor shifts for individuals who were not able to proceed with volunteer trainings last year due to the pandemic. We are getting them onboarded, then will proceed with new applicants from the public. We are in the June 2021 Animal Services Report process of recruiting more seasoned volunteers to help mentor and train new volunteers in preparation of resuming orientations in July. More than 240 families provided foster care, and a total of 138 animals were adopted directly from foster care. There are 1,142 approved fosters in GivePulse, and 154 new foster applications were processed. There are currently 427 animals in foster homes. 256 animals were transferred to 24 AAC rescue partners: 0 to Austin Humane Society (AHS) 137 to Austin Pets Alive! DRAFT Moving the Americans with Disabilities Act Program Into the Civil Rights Office WHEREAS, the Americans with Disabilities Act has already been passed and signed into law by the United States explicitly publically, and explicitly as a “civil rights act” for people with disabilities in respect to employment, housing, voting, education transportation and public accommodations access; WHEREAS, the City of Austin is a local government covered under Section II of the Americans with Disabilities Act; WHEREAS, the Americans with Disabilities Act fully and explicitly covers all people with disabilities inside the City of Austin including those who were never employed, cannot work, and/or do not wish to be employed by the City of Austin; WHEREAS, the Americans with Disabilities Act deliberately refers to a specific federal civil rights act with specific local responsibilities; WHEREAS, Americans with Disabilities Act coverage is not something which somebody must first earn or accrue in order to receive civil rights coverage from municipalities; WHEREAS the Americans with Disabilities Act Program is the only entity in the City of Austin authorized to evaluate and provide reasonable accommodation requests from all requesting people with disabilities under the Americans with Disabilities Act; WHERAS, all people with disabilities needing “reasonable accommodations” to successfully access and receive City of Austin programs, services, and events other than employment are still instructed to contact the Americans with Disabilities Act Program; WHEREAS, the accommodation process for Austin Texas residents with disabilities is already publically described on official City of Austin publications including City website and social media; WHEREAS, the Civil Rights Office was established in January 2021 specifically to provide a centralized location for all civil rights acts and this centralized location should also include a civil rights act which explicitly covers and protects the civil rights of people with disabilities; WHERAS, the Mayor’s Committee for People with Disabilities was proactively and explicitly transferred to the Civil Rights Office April 2021 while the ADA Program remained behind in Human Resources; WHEREAS, the Mayor’s Committee for People with Disabilities commissioners are not permitted to grant reasonable accommodations requests from individuals with disabilities seeking access to City services or resources and this Committee has no binding enforcement power regarding any provision of the Americans with Disabilities Act; WHEREAS a May 21st 2021 City of Austin town hall explicitly about the first person experiences of people with disabilities and policing had required that “reasonable accommodations” be …
BOARD/COMMISSION RECOMMENDATION Commission on Immigrant Affairs Recommendation Number: 20210301‐2b: Funding for Healthcare Navigation and Liaison Programs Benefiting Austin’s Immigrant Communities WHEREAS, immigrant communities in the City of Austin report a need for healthcare access services that remove language barriers and help navigate administrative healthcare systems; and WHEREAS, targeted community health navigation programs provide access to city and local health and wellness resources through patient advocacy, health navigation education, self‐sufficiency resources, interpretation/translation support, referrals to local resources, and eligibility & application assistance; and WHEREAS, programs already exist including the Austin Asian Community Health Initiative and the Latino Healthcare Forum’s PromoSalud program, among others, providing these resources to local Spanish‐ speaking, Chinese, Burmese, Korean, Nepali, Taiwanese, Vietnamese, Syrian, Iraqi, and other Arabic speaking communities; and WHEREAS, some of these programs, namely, the Arabic and Chinese programs, run through the Austin Asian Community Health Initiative, are presently funded by emergency grants that will expire; and WHEREAS, the community identified a need to maintain and continue all existing programs permanently, and to expand current services to additional communities and initiatives; and WHEREAS, the Commission recognizes the public health benefit of these services to the City’s immigrant communities and the community at large, particularly during the global pandemic; and WHEREAS, some of these programs are already receiving funding from Austin Public Health, demonstrating the City also values these services. PANYNJ Advertising | 2 Council investigated the creation of an EDC since 2014 A series of resolutions identified the need to first investigate and then create a real estate focused entity that could assist with inclusive growth outcomes and the preservation of existing cultural spaces as well as the development of new affordable spaces. 20141211-122: Directed the CM to explore the feasibility of an EDC 20160303-019: Music & Creative Ecosystem Omnibus Included the coordination of the preservation and creation of affordable cultural and music space by a specialty entity that could also negotiate in public/private projects and be integrated into public projects. 20170216-040: Directing the CM to bring forward proposals for the EDC 20180215-082: Use an EDC to create a Cultural Trust Directed using the Cultural Asset Mapping Project (CAMP) as a guide for broad inclusion Cultural Trust to be integrated into an EDC Investigation of code revisions, retail incentives and other real estate mechanisms to assist as needed 20190808-072: Authorizing the creation of the EDC (see next slide) Austin EDC Overview | 3 In August 2020, Council Directed Staff to Create EDC ”to complement the City's vision and programming for inclusive economic development through the formation of public-private partnerships and facilitation of resulting projects that generate additional resources or revenues for the City”…. City Council directs the City Manager to initiate the necessary processes to authorize the Creation of an economic development entity, identify potential funding sources, solicit stakeholder feedback on the entity’s governance and operational structure, and, if necessary, contract with a subject matter expert to develop an implementation plan. City Council directs the City Manager to structure the entity broadly enough to manage a range of projects, which could include affordable housing development, public-private Partnerships with private-led development such as the South Central Waterfront that could provide community benefits, and shall include a Cultural Trust to support acquisition and preservation of creative space. City Council directs the City Manager to bring forward a recommendation for funding needs to implement this direction for consideration during the Fiscal Year 2020 budget deliberations. Application for the 5th class of Caminos was open from April-June, Interviews with the applicants will start in July. The next class of Caminos will be hired in July, processed in August and likely start in September. EDUCATION & Summer Camps - 2 weeks of Cosecha Summer Camp have been completed, we are now in the third week. - Students ages 5-12 have been divided into 2 “pods” for social distancing. - 2021 Summer Camp: 3 teachers, 8 activity specialists are completing their orientation & training June 1-3. - 4 Caminos graduates have joined our Edu team for the Summer Camp! At the time of this report1, it does not seem likely that a connection is possible. However, the master plan maintains the existing parking layout that lends itself for a possible connection to Red River St. in the future.” 1Adopted May 24, 2018 5 2018 ESB-MACC MASTER PLAN • Site Circulation (pg. 67): • “While a connection to Red River Street would be a demonstrable improvement to site circulation, the portion of Red River Street immediately adjacent to the site has been vacated by the City of Austin and its privately-owned. Barrientos Mexican American Cultural Advisory Board convened via video conferencing. Board Members in Attendance: David Goujon, Chair Art Navarro, Vice Chair Gerardo Gandy, Member Wayne Lopes, Member Ricardo Maga Rojas, Member Claudia Massey, Member Tomas Salas, Member Endi Silva, Member Board Member Absent: Diana Gomez, Member Staff in Attendance: Lucas Massie, PARD Assistant Director Olivia Tamzarian, ESB MACCSupervisor CALL TO ORDER: Chair Goujon called the Board Meeting to order at 6:05pm. CITIZEN COMMUNICATION Chair David Goujon mentioned possible issue with citizens being able to sign up to speak at the board meetings and specifically discussed the sign up deadline. Vice Chair Art Navarro discussed speaking with community member Larry Amaro. Navarro had shared the meeting agenda with Larry Amaro but it was not in time for him to sign up for citizen’s communication. Navarro shared that Amaro expressed that if the meeting was in-person, he would have been able to attend. Navarro expressed that the WebEx and boards and commissions requirements and not being on ATXN it was difficult for the community to participate in board meetings. Navarro shared his notes from his meeting with Larry Amaro. He first addressed the Red River extension issue, citing Amaro’s concern for a lack of parking and safety at the ESB MACC due to the proposed Red River extension. He shared Amaro’s concern that the Red River Extension would affect possible underground parking and a future new auditorium at the ESB MACC. Amaro attended a Phase 2 working group meeting and wondered why musicians were not invited to the meeting with Heidi Tse. He wondered why theater groups were invited to meet with Heidi Tse but not musicians. Regarding the music hub, Navarro shared that Amaro stated that the ESB MACC does not have adequate audiovisual recording equipment. He stated the hub can provide more advanced technology at the ESB MACC and possibly allow the Advisory Board meeting to be 1 broadcast on TV. Vice Chair Navarro clarified he was not speaking for Larry Amaro but just discussing the notes that he took. PUBLIC INPUT N/A 1.
