MEETING MINUTES July 12, 2021 Special Called Meeting Austin-Travis County Food Policy Board The Austin-Travis County Food Policy Board (ATCFPB) convened on Monday, July 12, 2021 VIA VIDEOCONFERENCING http://www.austintexas.gov/page/watch-atxn-live Board Members in Attendance: Joy Casnovsky, Joi Chevalier, Emily De Maria, Kacey Hanson, Karen Magid, Sharon Mays, Ellen Sweets Staff in Attendance: Edwin Marty, Amanda Rohlich, Emmie DiCicco CALL TO ORDER Board Chair Sharon Mays called the meeting to order at 9:14 am CITIZEN COMMUNICATION: GENERAL Alec Puente, American Heart Association Simone Benz, Sustainable Food Center - SFC will be participating on a panel along with Judith McGeary, FARFA; Eric de Valpine, Foodshed Investors; and Carolina Mueller, National Young Farmers Coalition, to discuss the impacts of Winter Storm Uri on small producers. We will explore what political, technical, and collaborative efforts could build more resilience in the face of future climatic events. APPROVAL OF MINUTES FROM JUNE MEETING Board Member Emily De Maria motioned to approve the meeting minutes from June 7, 2021, with Board Member Ellen Sweets seconding the motion. Passed on a 7-0 vote. a. Travis Gatlin, Ellen Stein, Rachel Coff, Planning and Budget Office at Travis County, Budget and ARPA Updates – see back-up materials for presentation b. Jeffrey Clemmons, Chair of the College Student Commission, Recommendation Number #20210122-3b College Food Insecurity Grant Program c. Edwin Marty, Food Policy Manager, City of Austin Updates and Council Resolution Updates The City of Austin is committed to compliance with the American with Disabilities Act. Review Board Members’ meetings with City and County Officials b. Board vacancies and appointments i. Three existing vacancies: one mayoral and two c. Review Prior Board Recommendations and Discuss City and County Budgets d. Community Engagement i. Kacey Hanson – encourage Healthy Access WG to advocate to City Council Members for additional funding for implementation of Food System Plan. ii. One pager 3. NEW BUSINESS a. Discuss Annual Report i. Due July 31 ii. WGs to b. Discuss and take possible action in support of Recommendation Number #20210122-3b College Food Insecurity Grant Program Ellen Sweets left dais at 10:55 am and we lost quorum. The Board ended meeting and did not cover the items below. c. Working Group Briefings and Recommendations i. Healthy Food Access to All Communities ii. Governance iii. Food and Climate iv. Build Opportunities for Food Entrepreneurs v. Support Farms & Farmers vi. COVID-19 Food System Response d. Review of Board Member Assignments i. Staff to share resources as they relate to item 2c. such as the EAT memo, Glasgow ii. Include discussion of College Commission recommendation to the Healthy Food Access Declaration, and Edwin’s slides WG meeting iii. Staff to check with Travis County about timeline for new board appointments iv. Kacey to send community engagement one-pager that outlines the role of the board, v. Edwin to ask City Clerk’s office for more clarification on how to (interact with working groups, etc. community members) vi. Amanda to share Annual Internal Report 4. FUTURE AGENDA ITEMS a. Include community outreach component in Board’s Strategic Planning b. Review the description/page of what the Food Policy Board does. Discussion of creating a video c.
