I have not received an email confirming, but I got a pop-up which said I was confirmed and had signed up. Just in case I some how fall through the cracks on this meeting, I want it to be registered I am OPPOSED to this zoning change. Trey Neinast is our primary speaker for this case. I support Trey in his efforts to get the right thing done by our neighborhood (and he is within 200 feet of the proposed zoning). I am also OPPOSED to any type of a variance through the CWQZ – the critical water quality zone running through our neighborhood park and beyond Rosemary Denny Park. I believe there has already been sufficient damage done to this zone through all the commercial activity and abuses. Additionally, I would like to see West Riviera Drive at South Lakeline Boulevard completely cut off from all the mall traffic and South Lakeline cut throughs. Our neighborhood is a precious little gem in the middle of edge city. We were here first and should be allowed some respect for keeping a tax base in place for so many years. We have several entrances and exits in the front of the neighborhood which can accommodate everyone in this neighborhood and a few others. VERSION TWO PROPOSED LANGUAGE FOR PROJECT CONNECT ORDINANCE DRAFT SUBJECT TO ADDITIONAL CHANGES Project Connect is the City’s high-capacity public transit system expansion, PART 1. which will ultimately consist of a light rail network, an expanded bus system, transportation terminals and stations, maintenance facilities, and all associated improvements necessary for operation of the transit system. To facilitate the construction of this critical transportation infrastructure, certain modifications and waivers to City Code are necessary to ensure the construction of a high-capacity transit system. PART 2. This ordinance and the attached Exhibits A and B consist of the “Transit System Project Regulations”. Development of the Transit System Project shall conform to the limitations and conditions set forth in this ordinance. If this ordinance and the attached exhibits conflict, this ordinance controls. EXHIBIT B – Rail Construction Noise and Mitigation Plan Requirements The Austin Transit Partnership (ATP) will submit the required components listed below to be reviewed and approved by City Staff. City Staff will review the plan to ensure that all required components are present in the plan and are satisfactory to City Staff before approval. ATP commits to adhere and ensure that contracted parties responsible for light rail construction activities adhere to the policies and procedures housed within the submitted plans. The following components are required: 1. Construction Noise Mitigation and Monitoring Plan Construction noise impacts will be documented in the Final Environmental Impact Statement (FEIS), completed in compliance with the National Environmental Policy Act (NEPA) process. Mitigation measures identified in the Mitigation Monitoring Plan, affirmed in the FEIS and Record of Decision, will be included in contract documents, monitored for implementation during final design and construction. Measures to minimize impacts will include, but are not limited to: • • • Sound monitoring during construction Limiting idling and back up alarms of equipment Limiting certain activities during certain times 2. Noise Control Plan Requirements for Contractors during Construction ATP will require all contractors to submit a Noise Control Plan as part of their contract that addresses mitigation for their specific schedule, equipment, and methods of construction. ATP will submit their requirements of contractors for this plan to the City. The requirements will include, but are not limited to: Schedule (dates and times of day) and methods of construction • Contractor’s specific equipment types • • Maximum noise limits for each piece of equipment with certification testing • Prohibitions on certain types of equipment and processes during the night or daytime hours • • Methods for projecting construction noise levels • • Methods for responding to community complaints in line with the Programmatic Project Identification of specific sensitive locations near construction sites Implementation of noise control measures where appropriate Communications Plan. 3. Programmatic Project Communications Plan This plan will contain requirements for programmatic communications including how the program will communicate to the public about construction impacts and timelines, posting of public-facing materials, procedures for submission of noise and construction impact complaints, and how complaints will be handled. • This plan will be adhered to by all contractors for the program. This chart showed where all the vacancies were in EMS. Per, Chief Gardner the vacancy rate has improved somewhat from 22.4% to about 21%. -Sworn Separations chart included the reasons for the separations by type -Sworn Tenure at Separation -Vacancy Rates Sworn and Civilian -EMS Turnover Rate -EMS Medic Academy Start Dates (October 10, 2022 has 28 confirmed for the class) Commissioner Hausenfluck asked the number of students committed for the next class. Per Chief Gardner, currently there are 28 cadets confirmed and they would like to have 40 in each class. Forty is the max number their rooms can hold for classes/training. Chief Gardner shared an increase to entry level pay for medics was approved by council and goes in effect on October 1, 2022. Item #3 – Input from Lewis Leff – Austin Transportation/Vision Zero We have a public website that has a dashboard and a map which shows historical data as well as data through 2 weeks ago. https://visionzero.austin.gov/viewer/ There are important insights that I’d like to point out for your upcoming conversation. • There are ~13,000 crashes that receive a crash report from a peace officer each year, and tens of thousands of other minor collisions. The loss of life and quality of life for those directly involved in the most severe crashes is staggering. And the total volume of crashes requires an incredible amount of public safety resources to respond to these incidents, and has huge aggregate implications on traffic congestion and more for our community. • You’ll see a modal breakdown on the website. Pedestrian fatalities in Austin are rising, similar to statewide and national trends. High vehicular speeds, larger vehicles, lack of sufficient lighting, and roadway design are the key systemic reasons for this. Bicyclist fatal crashes are maintaining a relatively low level after years of investment from our community in safer infrastructure. • I would encourage you all to look at the map page, as the location and time of crashes tells a story as well. Over half of our fatal crashes happen between 8pm-4am. Historically, ~2/3 of our fatal crashes happen on-system (TxDOT-owned roadways like freeways and frontage roads and major arterials) and this year that number is up to 3/4.

Description of Recommendation to Council The 2022 Greater Austin Music Census, sponsored by the City of Austin Office of the Mayor, Economic Development Department, and numerous local organizations, is a comprehensive survey of Austin-area musicians and other music industry professionals. The survey organizers have offered to provide survey data and comments to the City of Austin after any and all identifying information has been removed. The Music Commission recommends that the gathered data be posted publicly via the City of Austin Open Data Portal or other CoA public online platform so that census results are easily accessible to local music industry professionals, nonprofits, state government agencies, and City departments, as well as music patrons and consumers.
