LGBTQ QUALITY OF LIFE ADVISORY COMMISSION RECOMMENDATION 20201012-2C Date October 12, 2020 Beatrix Jackman, Eagle Scout Subject Recommendation to Council Join the LGBTQ Quality of Life Advisory Commission in commending Beatrix Jackman on her becoming one of the first female Eagle Scouts. Rationale 1. Beatrix Jackman is a proud transgender girl, dedicated Scout, and committed advocate for the LGBTQIA+ community. once she began her gender transition. 2. Beatrix was not permitted to continue as a Scout under the Boy Scouts of America 3. When the Boy Scouts of America changed its name to Scouts BSA and allowed girls to join beginning February 1, 2019, Beatrix was able to resume her passion for Scouting including the completion of her Eagle Scout project to attain the rank of Eagle Scout. 4. The Eagle Scout rank is recognized around the world and signifies the highest level of accomplishment for a Scout. 5. The process for becoming an Eagle Scout is arduous and requires the candidate to complete and/or demonstrate, before their 18th birthday: a. Active participation in the Scouts; b. Scout spirit; c. Merit badges; d. Position of responsibility; e. Service project; and f. Unit leader conference. 6. For her service project, Beatrix worked with PFLAG to make and distribute “self- soothing kits” for LGBTQIA+ youth. This included soliciting donations of supplies, coordinating a volunteer team to assemble the kits, and distributing them to organizations like Out Youth. Date LGBTQ QUALITY OF LIFE ADVISORY COMMISSION RECOMMENDATION 20201012-2B October 12, 2020 Intersex People’s Quality of Life in Austin, Texas Subject Recommendation to Council Take the initial affirmative step of recognizing the importance of, and prioritizing the quality of life of, the intersex community by: 1. Observing Intersex Awareness Day annually on October 26th. 2. Affirming and advocating for intersex people’s right to have control over their medical decisions, to be free from medically unnecessary surgeries and interventions, and to have access to psychological and peer support systems. 3. Appointing intersex people to City boards and commissions. 4. Amending Article 1 of the Bylaws of the Lesbian, Gay, Bisexual, Transgender, and Queer Quality of Life Advisory Commission to read: “The name of the board is Lesbian, Gay, Bisexual, Transgender, Queer, and Intersex Quality of Life Advisory Commission.” 5. Amending Article 2 of the Bylaws of the Lesbian, Gay, Bisexual, Transgender, and Queer Quality of Life Advisory Commission to replace all uses of the acronym “LGBTQ” with the acronym “LGBTQI.” 6. Hill House Relocation Proposal  Villas on Rio, LP plans to develop the property located at 2110 Nueces St. A 19 story student housing tower will be built at the site. Currently, the Hill House is located at 2104 Nueces St. Multiple high rise towers have recently been built in the vicinity of the Hill House. Villas on Rio, LP is proposing to relocate the Hill House one block away to 22nd St., an area with multiple historic houses. If the Hill House remains in its current location, there will be high rise towers on all sides. Villas on Rio, LP would like to showcase the house instead of having it hidden by high rise towers. Hill House in Relation to Future Developments The Hill House is currently located at 2104 Nueces St. This location is being overshadowed by high rise student housing. If the Hill House is moved, it would be highlighted in a prominent location with similar houses. Surrounded by High Rise Towers In its current location, the Hill House will be surrounded by 17-19 story student housing towers. These towers will completely wrap the house, making it appear hidden in shadows and out of place. Hill House Relocation Villas on Rio, LP is proposing to relocate the Hill House to 22nd St., adjacent the White Springfield House. The 22nd St. allows the Hill House to be more visible, instead of being overpowered by high rise towers. Access to the house will be better because of less pedestrian traffic. Hill House Proposed Site Plan This site plan reflects the proposed Hill House relocation to the west side of White Springfield House. There is ample room for the relocation, and the large trees will remain. Thank you so much for getting this on the agenda! The increase in crime we have seen around campus in the past few months is unbelievable. The residents do not feel safe and we would like to fence off the perimeter of the property to insure their safety. Attached is a site plan w/ the proposed fencing outlined. Also below are examples photos of the proposed fencing. If you have any initial feedback I am all ears. I would like to get this through HLC this month so that we can install the fence right away. Steck House is a meticulously maintained property and will remain so. We are just very concerned about crime in the area and would like to secure the premises as soon as possible. Chair Hopkins and I reviewed the agenda for September, noting that it contained a briefing you had previously requested (from Office of Sustainability), as well as a long-delayed update on the SHINES project (requested by Commissioner Tuttle)…plus the 3rd Quarter Financial Report postponed from last meeting. Recognizing that this month we wouldn’t be able to take up your two concerns above, we wanted to 1) provide you with information that I hope will satisfy your request for additional information re line clearance…and 2) explain that we will schedule a fleet electrification update in the months to come (the last update was provided to EUC Nov 2019). Best, Jeff Herbicide Use in Line Clearance Activities a) Treatment or removal of dead vines information is located on the Austin Energy Website Tree Pruning (https://austinenergy.com/ae/residential/residential-services/tree-pruning/tree-pruning) FAQs section (https://austinenergy.com/ae/residential/residential-services/tree-pruning/faqs) regarding vines on utility poles (snap shot attached). In light of your concerns, we intend to change the verbiage from “treat” to “apply an EPA-approved herbicide to the base of the vine.” To clarify, AE/AE’s contractors will remove only vines from poles and not the remaining dead vines that may stretch out along a fence or into surrounding flora. b) You thought perhaps there was a prohibition of pesticide use at the City of Austin; we could not locate any such policy banning pesticide or herbicide use. Rather, the City maintains an Integrated Pest Management (IPM) plan (http://www.austintexas.gov/ipm) which is included in Austin Energy’s forestry contract solicitations (language excerpt provided below). 1 NOTE: The Contractor shall be responsible for all record keeping regarding pesticide application as required by the TDA Rules and Regulations and the City’s Integrated Pest Management (IPM) plan. Item 16 Electric Utility Commission Annual Internal Review This report covers the time period of 7/1/2019 to 6/30/2020 The Board/Commission mission statement (per the City Code) is: (A) The commission shall review and analyze all policies and procedures of the electric utility, including the electric rate structure, fuel costs and charges, customer services, capital investments, new generation facilities, selection of types of fuel, budget, strategic planning, regulatory compliance, billing procedures, and the transfer of electric utility revenues from the utility fund to the general fund. (B) The commission shall advise the city council, the city manager, the electric utility, city departments, and city boards, commissions, and committees on policy matters relating to the electric utility. All advisory information given shall simultaneously be forwarded to the city manager. (C) The commission may review, study, and make recommendations to the Planning Commission on proposed electric utility projects for inclusion in the Capital Improvements Program. (D) The commission may request that the city council hire an outside consultant every five years to make a comprehensive review of the policies and procedures of the electric utility. The commission may initiate an external or internal review of the policies and procedures of the electric utility. If the commission initiates a review, it shall report its findings to the city council and the city manager. (E) The commission shall interpret the role of the electric utility to the public and the role of the public to the electric utility.
