ECONOMICS ECONOMICS With the arrival of the Covid-19 pandemic, most city parks agencies as well as nonprofit park partners saw tremendous drops in revenue as most events and in-person programming were curtailed in the past year. While this is slowly changing with the rollout of vaccines, it is unclear how quickly such revenues will recover. Further, as documented by research done by the National Recreation and Parks Association and researchers at Pennsylvania State University, economic downturns cause particular challenges for parks systems. Parks and recreation agencies are the first to see budget cuts and the last to see cuts restored, as documented by studies looking at the period 2003-2013. Further, any funds collected through concession agreements as well as park usage fees (pool admission fees, rentals of picnic sites, event locations like the Zilker Clubhouse or even large multi-day events like the Austin City Limits Music Festival) are paid into the City’s general fund, a portion of which are “returned” to the Parks and Recreation department via annual budget appropriations. The parks department, by and large, does not keep any of the fees collected by city ordinance directly, but shares in them. This is true in most U.S. cities for park fees. Finally, while nonprofits can raise funds and apply those funds for park improvements, programming and operations, those funds collectively are a small portion of total park spending. Based on research performed by The Trust for Public Land, six percent of annual spending in the 100 largest U.S. cities for parks comes from nonprofit park organizations. For Austin specifically, TPL’s ParkScore index reported in 2020 that 13% of funding came from a dozen park nonprofits, totaling $20.7M, putting Austin #17 out of 100 in terms of nonprofit funding share. The bulk of this spending for capital projects by APF, The Trail Foundation, Pease Park Conservancy, Waterloo Greenway and others. This section will detail concession revenue for Zilker Park and event and other fee revenue. Events in Zilker are governed by city ordinances and practices that grew out of recommendations from the Parkland Events report in 2017. APPROVAL OF MINUTES from May 12, 2021 meeting - Member Huston moved to approve the May 12, 2021 meeting minutes and member Hedrick seconded the motion. The minutes were approved by a vote of 9-0 2. PRESENTATIONS a. Updates on Dove Springs Public Health Facility – Kalpana Sutaria, Project Manager from Public Works; Kymberley Maddox and Donna Sundstrom, Assistant Directors, Austin Public Health Presenters shared schematic design of the health care facility showing different views, including the child care facility. Outdoor learning area is not designed yet. All renderings were shared with the Dove Springs community. Dove Springs Public Health Facility Taskforce members helped distribute a survey (English/Spanish) to ensure City was on the right path with the design. 92 respondents. Strong support for design concept. Community wanted it to be a modern design and excited about the child care center. Still working on interior floor plan design and will seek feedback from the taskforce. Staff are working on answering questions from the survey including connections to transportation. Current budget estimate is at $15M for construction during schematic design phase. This is $2.8M over-budget. Cost drivers are high construction and material costs. Additionally, the cost of a high-quality child care center was not in the original 2018 bond election. Cost saving options do not impact any of the proposed services. Coordinating with Parks and Recreation Dept. to include Inclusive Play Equipment for the Dove Springs Metro Park near the recreation center. Revised site plan of the building includes removal of a large parking lot. Parking spaces were added to a second area that included existing parking spaces so none were lost. Revised site plan also includes leaving existing soccer fields and updating them. Full facility design and permitting will be happening early Fall 2021. Ground- breaking late Fall 2021. Construction complete by Spring 2023. Next steps include Art in Public Places beginning community engagement …

Section 11 Update/Diversity of Housing Types: Jim Adams (McCann Adams Studio) and Brian Dolezal (Catellus) provided an update regarding residential affordability goals and the variety of residential offerings in the Mueller Development. Mr. Dolezal provided details to the residential development in Section 11 of the Mueller Development. b. Mueller Illustrative Plan Update: Jim Adams (McCann Adams Studio) and Brian Dolezal (Catellus) provided a preview of development updates to the Mueller Illustrative Plan. c. Mueller Development Update: Brian Dolezal (Catellus) provided updates regarding residential, retail, and additional commercial developments in the Mueller area, as well as an update on landscaping improvements. d. 2020 Annual Report Work Session: Commissioners discussed topics to include in the 2020 Annual Report and next steps for draft and approval. 2. APPROVAL OF MINUTES 1 a. Minutes from the April 13, 2021 meeting were approved on Commissioner Krivoniak’s motion and Commissioner Luecke’s second on an 8-0 vote. Commissioner Lima was absent. a. Provide for development standards that achieve equal or greater consistency with the goals in Section 1.1 (General Intent) than development under the regulations in the Land Development Code. Section 1.1 states that "[t]his division provides the procedures and minimum requirements for a planned unit development zoning district to implement the goals of preserving the natural environment, encouraging high quality development and innovative design, and ensuring adequate public facilities and services. Our concerns regarding a park between Senate Hills and new construction on adjacent property are numerous. These are a few: 5. 6. 1. 2. 4. 3. We will have a park as big as Zilker Park across the street in less than 2 years with concert space, children’s activities and playscapes, hiking, biking, and nature stations. It will be right across the street from developments; no need to have additional park between developments and all the problems it will bring to our neighborhood. Proposed park will be too small for the number of people living at the two adjacent multi-family developments. Proximity of a pavilion to properties on Tower St. It will increase noise, safety concerns and will infringe on privacy. Proximity of charcoal grills to residents on Tower, which will be a fire hazard and health hazard. How will access be monitored? This poses a MAJOR safety and crime concerns. We are not clear on how it will be maintained or how crime and violations will be monitored and handled. Austin Police Officer Andrew Kos confirmed on NextDoor app, APD cannot remove homeless individuals and will be allowed to camp in a public park. Remember, this park supposedly is between multifamily developments! Proximity of a children’s playscape to residents on Tower. There goes the quiet neighborhood! Proximity of a Half Way House on Connally Ln. with a history of overdoses, drug use in common spaces, open area sexual activity, and trespassing. This poses safety concerns. Private streets in new development, compared to Senate Hills’ public streets and thus creating parking issues, is a problem. The new subdivision will be already using the entrance to Senate Hills, so more congestion will occur in and out of our subdivision. Increased noise in close proximity to residents on Tower, Connally, and 10. Rayburn. Why is HOA President, Mr. Andy Creel, submitting the application instead of the developer/contractor as in original contract? Contract seems different than originally presented which many residents did not want to support? Submission is odd; timing is odd. Even developers changed as original developer went bankrupt.
