BOARD/COMMISSION DRAFT RECOMMENDATION Robert Mueller Municipal Airport Plan Implementation Advisory Commission Recommendation Number: (20260314-006): Foundation Communities Proposed Mueller Development WHEREAS, affordability and diversity in housing offerings is a community-determined and City Council Approved goal for the former Mueller Airport redevelopment; and the Master Development Agreement (MDA) between the City of Austin and Catellus/Banbury Development calls for “at least 25% of all rental housing” units at Mueller to be affordable; and the 25% goal is currently being met for all apartment units that are completed, constructed or contracted; and WHEREAS, Mueller’s MDA includes provisions for a limited number of "stand alone projects solely comprised of Affordable Housing units" to help meet the 25% goal, which currently includes the 201-unit Wildflower Terrace senior affordable complex, completed in 2012, the 240-unit Aldrich 51 workforce affordable complex, completed in 2018; and the 132-unit Jordan family affordable complex, completed in 2020; and WHEREAS, Foundation Communities has proposed construction of the Jordan II, a 66-unit family affordable complex across Philomena Street from The Jordan in order to share its management and tenant amenities, aimed at families with children and offering a mix of 1, 2, 3 and 4-bedroom units, all priced to be affordable by families with incomes at or below 50% of Austin’s Median Family Income; and WHEREAS, Foundation Communities provided testimony on the Jordan II, and on its three decades of experience in developing affordable housing for Austin residents at the March 10, 2026 meeting of the Robert Mueller Municipal Airport Plan Implementation Advisory Commission; and WHEREAS, the construction of the proposed Affordable Multi-Family Housing complex will support the greater Austin community’s goal of creating and sustaining affordable housing citywide, including East Austin and other central core neighborhoods; and WHEREAS, at its February 5, 2026 meeting, the Austin City Council approved its RESOLUTION NO. 20260205- 034 in support of FC Jordan II Housing, LP and its application to the Texas Department of Housing and Community Affairs for 9% Low Income Tax Credits. The meeting was also offered via videoconference. Minutes from the Regular Meeting on January 13, 2026 were approved on Commissioner Krivoniak’s motion and Commissioner Luecke’s second on a 9-0 vote. 1 RMMAPIAC MEETING MINUTES Tuesday, March 10, 2026 DISCUSSION ITEMS 2. Executive Director Walter Moreau with Foundation Communities provided an update on a potential new development in Mueller. Currently in the planning stages, the potential development would have 66 units. Foundation Communities applied to the State of Texas for housing tax credits and expressed appreciation for a potential recommendation from the Commission to City Council in support of the project. 3. Brian Dolezal with Banbury Development provided Mueller Development updates on new businesses in the community including Merrit Coffee, Little Bisque, and ThoroughFare. Additionally, he included that several Spring events were upcoming. DISCUSSION AND ACTION ITEMS 4. A Recommendation for the City’s FY 2026-27 Budget to provide funding to the Mueller Property Owner’s Association for summer lifeguards was approved on Commissioner Neider’s motion and Commissioner Sokolic’s second on a 9-0 vote. FUTURE AGENDA ITEMS Chair Jones asked the Commissioners to provide suggestions for potential future agenda items to be sent to him via email by March 27. RMMAPIAC MEETING MINUTES Wednesday, January 13, 2026 ROBERT MUELLER MUNICIPAL AIRPORT PLAN IMPLEMENTATION ADVISORY COMMISSION REGULAR MEETING MINUTES TUESDAY, January 13, 2026 The Robert Mueller Municipal Airport Plan Implementation Advisory Commission convened in a regular meeting on Tuesday, January 13, 2026, at the Austin Energy Headquarters located at 4815 Mueller Boulevard Austin, TX 78723. The meeting was also offered via videoconference. Minutes from the Regular Meeting on November 13, 2025 were approved on Commissioner Krivoniak’s motion and Commissioner Hilliard’s second on a 7-0 vote. Commissioner Jackson was off the dais. STAFF BRIEFINGS 2. Genest Landry with Austin Capital Delivery Services gave an update on the East 51st Street Mobility Project, which is currently working toward 90% Design. A public meeting is anticipated in Spring/Summer of 2026. Construction is anticipated to start in Fall 2027. 1 RMMAPIAC MEETING MINUTES Wednesday, January 13, 2026 DISCUSSION ITEMS 3. Update on Banbury Development from President Greg Weaver who discussed the administrative transition with Catellus Austin LLC and Banbury Development. Brian Dolezal with Banbury also gave additional Mueller updates: In Town Homes projects on 51st and Berkman beginning sales; landscaping contractor Urban Dirt performing work including irrigation repairs and spring maintenance; TxDot community open house on January 31st concerning IH-35; and various spring events being planned. 4. Commissioners and attendees shared memories of and admiration for former PIAC Commissioner Kenneth Ronsonette. FUTURE AGENDA ITEMS Chair Jones asked the Commissioners to provide suggestions for potential future agenda items to be sent to him via email by January 30. Chair Jones adjourned the meeting at 7:21 p.m. without objection. The minutes were approved at the March 10, 2026 meeting on Commissioner Sokolic's motion, Commissioner Luecke’s second on an 9-0 vote. 2
