COMMISSION FOR WOMEN RECOMMENDATION 20210602-02a Date: June 2, 2021 Subject: Local Menstrual Health Equity Motioned By: Sarah Tober Seconded By: Julia Cuba Lewis Recommendation to Council WHEREAS, the Commission for Women (“Commission”) of the City of Austin (“City”) serves as an advisory body that advocates for and inspires the City Council (“Council”) and City Manager to prioritize women’s quality of life, so that Austin becomes the most equitable city in the nation for women and girls; and WHEREAS, the average woman has her period for 2,535 days of her life, which is about seven years, and will spend about $18,000 on menstrual products. Tampons and pads are subject to sales tax and not covered by food stamps. For women below the poverty line, this means they may go without menstrual products, which may lead to missed work and school; and WHEREAS, the commission requested, via recommendation 20190814-0303 on July 10, 2019, funding be put in place for the development and enactment of a menstrual equity program in all City facilities, and worked with Austin Public Health to launch a menstrual equity pilot program at several City facilities, NOW, THEREFORE, BE IT RESOLVED, the Commission recommends that Council expand Austin Public Health’s original initiative through the following: 1. Providing free menstrual products in the following spaces: a. Showers and bathrooms accessible to people experiencing homelessness, such as those listed in the COA COVID-19 Basic Needs Map b. Austin Public Health facilities like the Neighborhood Centers and Sexual Health Clinic. c. All Austin Public Library Facilities d. All community recreation centers and summer camps 2. Providing period care kits through: a. Partnerships with nonprofits like The Other Ones Foundation (TOOF), extending hygiene services to include menstrual products. b. For people experiencing homelessness via the Homeless Outreach Street Team (HOST) and Austin Public Health facilities. c. The Mobile Van Program from the Health Equity Unit d. The Austin Shelter for Women and Children (ASWC) 1 3. Providing educational programming and awareness: a. Developing materials (ex: brochures) about menstruation and menstrual disorders. b. This ordinance (No. 20130117-017) took effect on January 28, 2013 and as part of the 2021 annual budget process, AW is presenting the new growth-related projects to Boards and Commissions as set forth in the ordinance. The revised 2013 Financial Policy No. 8 reads as follows: Capital improvement projects for new water and wastewater treatment plants, capital expansions, and growth-related projects that are located in the Drinking Water Protection Zone (DWPZ) will be identified and submitted, as part of the annual budget process, to the following Boards and Commissions: Water and Wastewater Commission, Resource Management Commission, Environmental Board, Planning Commission, and the Zoning and Platting Commission. These Boards and Commissions will review growth-related DWPZ capital projects spending plans, obtain Board and Commission and citizen input, review consistency with Imagine Austin Comprehensive Plan, review effect on growth within the DWPZ, and make recommendations on project approval for inclusion in Austin Water Utility’s 5-year capital spending plans. Discussed the existing Airport facilities, the AUS strategic aim, recovery profile, re- strategized AEDP, and the implementation of the program. o The AEDP consists of optimizing the Barbara Jordan terminal, enabling processing, airfield, and utilities infrastructure, and developing the New Midfield concourse. o Re-sequenced some of the projects and components identified in Aviation’s 2014 Master Plan. o For the AEDP, Aviation will be solicitating Principal Architect/Engineer to act as the lead planning, programming, and initial design team for major elements of the AEDP and various Page 1 of 3 airport initiatives. This solicitation will go out around the end of July/early August 2021. Aviation will also be seeking a Project Management/Consultant Support for project management, project controls, risk management, QA/QC & construction management. This solicitation will go out in January/February 2022. Long-Range Capital Improvement Planning Housing and Planning Department www.austintexas.gov/department/ housing-planning INTRODUCTORY GUIDE PURPOSE OF THE LRCP Long-Range Capital Improvement Planning (LRCP) is the process that examines CIP needs looking 10 years or more into the future. It is a lens for viewing CIP projects, which are typically granular in nature, within the scale of high-level policies identified in the Imagine Austin Comprehensive Plan and Strategic Direction 2023. It is updated on a two-year cycle and contributes to the annual recommendations approved by Planning commission. COMPONENTS OF THE LRCP Planning for long-range CIP investments enjoins multiple sources of information. The major elements that inform the planning process are maintained by multiple city departments including Public Works and the Budget Office. The main components, and their oft-seen abbreviations, are summarized below. CIP - Capital Improvement Program The City of Austin regularly undertakes projects to improve public facilities and infrastructure assets for the benefit of its citizens. Projects include the construction of city facilities such as recreation centers and libraries as well as the reconstruction of streets, replacement of water/wastewater lines and provision of power for City of Austin residents. Collectively, these projects are referred to as the City of Austin CIP. CIA - Comprehensive Infrastructure Assessment The CIA identifies, inventories, and reports the conditions of the City’s infrastructure assets. The information is set up in a framework that enables departments to identify capital, maintenance, and operational needs to address infrastructure performance and maximize the lifespan of the City’s infrastructure assets. Lead Department: Public Works Department, Asset Management Office RNA - Rolling Needs Assessment Highlighted Projects The RNA is a collection of identified, highlighted capital projects of interest that demonstrates the breadth of City projects proposed within the next 10 years. The RNA includes a brief summary of departments’ CIP project identification, prioritization, and selection processes. Overall, the RNA includes 21 departments and over 200 highlighted capital projects. Lead Department: Financial Services, Budget Office SIA - Strategic Investment Analysis The SIA examines the highlighted projects identified in the RNA, their relationship to City policies, and how their geographic dispersion could have potentially differing impacts throughout Austin. The SIA is presented as a series of charts and interactive maps to provide a variety of frameworks that can be used to strategically inform project and policy recommendations.
