The TAG guided the planning group with their policy, community, and technical knowledge on topics around water management, transit, historic preservation, sustainability, and other topics. The work sessions, or focus groups, were attended by three groups of community stakeholders on topics of relevant matter for the UMLAUF’s plan: Neighborhood, Arts + Education, and Environment. The working groups provided thoughtful feedback from their first-hand experience and community knowledge. Public sessions were integral to the planning process, gathering members of Austin’s community for discussions about their priorities and concerns around the project. Community members actively participated, offering valuable feedback on initial concepts, fostering a collaborative and inclusive approach to the plan’s development. Tabling at community events facilitated engagement, created connections with the community, increased survey participation and broadened outreach for the UMLAUF. This approach not only increased awareness of the plan but also introduced the sculpture garden to community members previously unfamiliar with it. The museum offers a range of educational programs, exhibits, special events, workshops and lectures throughout the year In 1892, European portrait sculptress Elisabet Ney (1833-1907) purchased property in Austin, established a studio named Formosa and resumed her career as a sculptor of notables. At Formosa, Ney sculpted legendary Texans, including Stephen F. Austin and Sam Houston. Ney also assembled at her American studio portraits of European notables, including King Ludwig II of Bavaria, Otto von Bismarck, Arthur Schopenhauer and Jacob Grimm. At the turn of the 19th century, Elisabet Ney’s studio became a gathering place for influential Texans drawn to “Miss Ney” and to the stimulating discussions of politics, art and philosophy that took place there. Following Ney’s death, her friends preserved the studio and its contents as the Elisabet Ney Museum and established the Texas Fine Arts Association dedicated to her memory. The Museum is listed on the National Register of Historic Places based on its signifi- cance as the former American studio of Elisabet Ney, and a member of the National Trust for Historic Preservation's Historic Artists’ Homes and Studios program. This project includes a review of existing conditions, such as traffic counts, crash data, and pinch points, as well as a review of constraints, such as right-of-way and utilities, and coordination with the City’s adopted transportation plans and policies. Johnny Morris Road The City of Austin will reconstruct Johnny Morris Road as part of the 2020 Mobility Bond. Ross Road The City of Austin will reconstruct Ross Road to a five- lane cross-section roadway (two thru lanes in each direc- tion plus a two-way left turn lane and/or median) with pedestrian and bicycle facilities along the corridor as part of the 2020 Mobility Bond. City Council also approved a contract amendment for additional services for the design of Pearce Lane at the intersection of Ross Road North. The design modification will allow for future widening without tear- ing up the investment of this Ross Road Project. Nearby is Tom Miller Dam that forms Lake Austin, the city’s primary source for drinking water. In 1940, the LCRA completed the dam as part of the High- land Lakes system, designed to manage floodwaters and bring electricity to the Tex- as Hill Country. Previous attempts to control the extreme flows of the Colorado had failed. In both 1900 and 1915 previous dams were devastated by floods. Granite boulders from those structures can still be found on Red Bud Isle. Bridge Replacement Project The Redbud Trail Bridge Project has been years in the making and is the result of increasing strains on the bridge due to flooding, population growth, the number of vehicles on the road and heightened use. The bridge, built in 1948, does not meet current roadway standards …

Long Metro Park Walter E. Long Metro Park is Austin's largest park by acreage. Walter E. Long Metro Park is regionally renowned for its beautiful lake with its surrounding natural resources, and also as an outstanding fishing location. It is located on the far eastern boundary of Austin, just west of State Highway 130, a short drive from Downtown Austin. The property is comprised of 3,695 acres of parkland and includes Lake Walter E. Long—a 1,165-acre lake teeming with bountiful fishing opportunities and surrounded by natural resources. Armadillo Park provides a natural outlet for recreation and community building. Near the park is a storage tank owned by Austin Water, the City’s water and wastewater utility, that is no longer in service and provides an opportunity to display public art that reflects Austin's identity and the history and importance of the Armadillo neighborhood. In 2023, Austin City Council passed Resolution No. 20230816-015 directing Austin Water to explore the feasibility of placing a mural on the Armadillo Park water storage tank. Austin Water has evaluated its water storage tank and agrees that it provides an opportunity to display public art for the community and its customers. Artwork Budget: $133,000 A single commission of $133,000 will be awarded to create one mural on Armadillo Water Tank. The total award is paid over the course of the commission with milestones at community engagement, design, fabrication, installation, and closing. Annual Internal Review Austin Mayor's Committee for People with Disabilities July 2023-June 2024 Annual Report The Board/Commission mission statement (per the City Code) is: The committee is established to encourage, assist, and enable persons with disabilities to participate in the social and economic life of the City, achieve maximum personal independence, become gainfully employed, and use and enjoy fully all public and private facilities available within the community. The committee shall: (1) serve as an advisory body to the city council and city manager regarding problems affecting the persons with disabilities in the Austin area; (2) serve in an advisory and consultative capacity to the Human Resources Department and the city council to ensure effective compliance and enforcement of Chapter 5-6 (Discrimination Against A Person With A Disability) (3) recommend to the mayor, council members, and the city manager measures aimed at improving the ability of various city departments and contractors at providing service and employment opportunities for people with disabilities; (4) annually evaluate the City's efforts to implement Chapter 5-6 (Discrimination Against A Person With A Disability); (5) sponsor educational programs to promote equal treatment, opportunity, and understanding and sponsor meetings, institutes, forums, and courses of instruction to lead to clearer understanding and solution of the issues and concerns of people with disabilities; (6) assist the Human Resources Department in training city employees and contractors regarding persons with disabilities; the needs and concerns of (7) provide services and information to the mayor, city council, city manager and heads of all city departments and agencies to achieve the purposes of Chapter 5-6 (Discrimination against a Person with a Disability); (8) perform additional duties and functions as required by the city council. 2024 International Swimming Pool and Spa Code 1 Proposed Adoption • In accordance with State Law, the City of Austin is adopting the 2024 International Swimming Pool and Spa Code (ISPSC). 2 Chapter 25-12: Local Amendments to International Pool & Spa Code 103.3 Designees. The accountable official may designate employees to carry out their responsibilities as needed. Such employees shall have powers as delegated by the accountable official. The accountable official may authorize approved agencies, registered design professionals, or other qualified individuals to conduct plan review and inspect for compliance with this code. Notes: Model code language provides the necessary requirement, reverting to model code. 3 Chapter 25-12: Local Amendments to International Pool & Spa Code STATE POOL AND SPA REGULATIONS. The regulations adopted by the State of Texas applicable to swimming pools and spas. Significant Residential changes include a demand response control to be included on electrical water heaters, bathrooms with intermittent exhaust fans are to include controls to help remove excess moisture, air leakage reduction from 5 ACH50 to 4 ACH50 for climate zone and prescriptive attic insulation requirement from R49 to R38. Residential appendices include demand response on controls are required on electric storage water heaters and demand thermostat options in R408. For electricity vehicle readiness, 1 and 2 family dwellings and townhomes, 1 EV capable (capacity and conduit), EV ready or EVSE ready (capacity, conduit, wiring and charging station) per dwelling. Appendix RK-Electric readiness, dedicated branch circuit outlets shall be installed and terminate within 3 ft of and a rating not less than 240 volts, 40 amp for cooking appliances: clothes dryer-240 volts, 30 amps and water heaters, either 240 volts, 30 amps or 120V, 20 amps. Commercial changes include air leakage, updates to HVAC efficiency tables, total system performance ratio (TPSR) allows for trade-offs within HVAC design system and updates to additional efficiency section C406 that provide credit paths to align with ASHRAE standard 901.12022. She believed with the new budget, the board would have an opportunity to make sure they were implementing a way to bring back Chicano, Mexican American, and Tejano music when planning future events. She commented that they should start by creating working groups that would allow the community to be involved in sharing their ideas to provide transparency and inclusiveness and felt it was important not to make decisions based on statistics and surveys only. She also let the board know they were doing a great job and she supported them but felt there was a gap that needed to be fixed. Barrientos Mexican American Cultural Center Phase 2 Improvements Project Update July 3, 2024 Heidi Tse, Capital Delivery Project Manager PROJECT TIMELINE: • Parking Lot Closure – 3/10/23. • ESB MACC Groundbreaking for Phase 2 Improvements / Move-Out Began– 12/10/22. • Contractor Mobilization/Pre-construction Inspections – Began 3/11/23. • Permitting (Site) – Approved on 7/25/23. • Bidding & Negotiation (GMP1/Site) – Executed contract on 8/28/23. • Construction (site) – Underway since 8/28/23. • Permitting (building) – Approved on 3/4/24. • Bidding & Negotiation (GMP2/Building) – Executed contract on 3/7/24. • Construction (Site + Building) – Currently underway. CONSTRUCTION PROGRESS: Foundation work continues with the installation of grade beams for the south and north wing. The foundation slabs are expected to be poured this month. The existing elevator is under demolition while a new elevator slab is being formed. Austin Energy (AE) Chilled Water District Cooling Network is preparing for chilled water to flow through the lines in late August with piping supported, flushing completed, pumps installed and equipment ready for energizing. Electrical disconnects have been installed, and the housekeeping concrete pad is ready for the boiler equipment in the Pump Room at the Central Utility Plant. Mock-ups such as samples of stucco, sealed concrete floors, brick detailing, and metal railings are being evaluated for adherence to the design. ANNOUNCEMENTS: • Foundation system is ongoing with concrete pours continuing. Work hours will adhere to the City’s noise ordinance. Ordinance information can be found here. • The Confluence, a separate public/private partnership project to stabilize and protect the ecology of Waller Creek, improve water quality, and create a continuous hike and bike trail along the creek is expected to increase activities at the ESB MACC. The parking lot is the construction access point for the east side of the creek delta. Additional information can be found here. • The Rainey Street Trailhead Park Improvements Project, a Parks and Recreation Department partnership project with The Trail Conservancy, is purposed to improve connections between Rainey Street and the Trail.
