PARKS AND RECREATION BOARD January 25, 2022 MINUTES The Parks and Recreation Board convened in a regular meeting on Tuesday, November 30, 2021 at 301 W. Second Street, Austin, Texas. Chair Lewis called the meeting to order at 6:05pm. Board Members in Attendance: Dawn Lewis, Sarah Faust, Nina Rinaldi, Richard DePalma, and Patrick Moore. Board Members in Attendance Remotely: Anna Di Carlo and Laura Cottam Sajbel, Nancy Barnard and Kimberly Taylor. Staff in Attendance: Kimberly McNeeley, Liana Kallivoka, Suzanne Piper, Charles Mabry, Consultant Drew Carman, Gregory Montes, Dave Lambert (AE), Scott Grantham, Peter Mullan (Project Connect), Annick Beaudet (ATD) Reynaldo Hernandez, Shelley Kilday (PW), Justin Schneider and Nan Dowling. APPROVAL OF MINUTES The minutes of the Parks and Recreation Board regular meeting of November 30, 2021 were approved. Vice Chair DePalma made a motion to approve minutes; Board Member Cottam- Sajbel seconded the motion. The motion passed on a vote of 8-0 vote with Board Member Lisa Hugman absent and one vacancy. B. NEW BUSINESS: PRESENTATION, DISCUSSION AND POSSIBLE ACTION ITEMS 1. Presentation, discussion, and possible action regarding a recommendation to the Parks and Recreation Department Director for approval of the Beverly S Sheffield Northwest District Park Vision Plan. Board member Bernard made a motion to approve recommendation; Board Member Faust seconded the motion. The motion passed on a vote of 7-0 vote with Board Member Rinaldi abstaining, Board Member Taylor unable to vote (due to technical difficulties), Lisa Hugman absent and one vacancy. Page 1 of 2 2. Presentation, discussion, and possible action regarding a recommendation to City Council for approval of Permanent Use and Temporary Use of parkland located at Edward Rendon Sr. Metro Park at Festival Beach (2101 Jesse E. City of Austin - Design Commission Project Review Application The Design Commission provides advisory recommendations to the City Council to assist in developing public policy and to promote excellence in the design and development of the urban environment. The Design Commission reviews three types of projects: 1. City projects (see page ii for process) The Commission reviews all municipal buildings and associated site plans to ensure they demonstrate compliance with city design and sustainability standards (Council Resolution No. 20071129-046), including those seeking Subchapter E Design Standards Alternative Equivalent Compliance (AEC) (Council Resolution No. 20100923-086). 2. Destiny Bonus projects (see page iv for process) The Commission reviews density bonus projects for substantial compliance with the Urban Design Guidelines for Austin in accordance with the Gatekeeper requirements of LDC 25-2-586 for the Downtown Density Bonus Program. 3. Advisory Recommendations for Private projects (see page ii for process) The Commission will consider Project Review Applications from private projects during its regularly scheduled monthly public meetings and may issue an advisory recommendation in the form of a Project Review Letter to the Applicant. This Project Review Application must be submitted before your project can be presented to the Design Commission for their review. Design Commission requests project be presented in their Conceptual/Schematic Design phase. This application primarily addresses inhabited buildings and structures and their effect on the public realm; please refer to Appendix A for infrastructure type projects. The Commission's review of projects is based on the planning/design principles in the Urban Design Guidelines for Austin. The Design Commission expects the applicant’s design team to present their project with those most knowledgeable and encourages the inclusion of sub-consultants at the presentation, when deemed necessary. LIBRARY COMMISSION RECOMMENDATION 20220124-5a: Eliminate Late Fees at Austin Public Library Seconded By: Date: January 24, 2022 Subject: Eliminate Late Fees at Austin Public Library Motioned By: Recommendation Eliminate Late Fees at Austin Public Library Description of Recommendation to Council Requesting that the Austin City Council use their budgetary authority to eliminate the collection of fees for Austin Public Library materials that are returned late. Rationale: The Austin Public Library vision statement assures that “all members of the Austin community have equal access to Library services and programs.” But the practice of assessing fines for overdue materials presents a barrier to that vision. Overdue fines are a regressive and unnecessary policy that most negatively impacts the Austinites in each Council District who are least able to pay. Accumulated overdue fines lead to blocked library accounts, further restricting access to libraries over what are often small amounts of money. Once users accrue just $25 in fines, they are referred to outside collection agencies, enriching these private entities at taxpayer expense and further damaging the credit standing of our city’s residents in pursuit of an unnecessary fee. Recognizing that late fees disproportionately affect low-income patrons, the American Library Association passed a resolution in 20191 urging libraries nationwide to actively move towards eliminating these fees. Studies have consistently shown that discontinuing the assessment of fines for overdue materials does not decrease return rates, and in fact may increase library card adoption and library usage. In 2019, APL eliminated overdue fines for children’s materials with no negative effects. 386 U.S. city library systems have now taken this simple and practical step to serve their populations more equitably. Among some of the larger metropolitan libraries eliminating late fees include systems in New York, Los Angeles, Chicago, San Francisco and Seattle.
