M E M O R A N D U M TO: FROM: Community Technology & Telecommunications Commission John Speirs, Program Manager Telecommunications & Regulatory Affairs September 11, 2020 DATE: SUBJECT: Recommendations for 2021 Grant for Technology Opportunities Program Background The City of Austin’s Digital Inclusion Strategic Plan, as adopted by Resolution No. 20141120- 074, includes every Austin resident having an opportunity to be fully engaged in digital society, accessing and using digital and communications technology. The Office of Telecommunications & Regulatory Affairs (TARA) is the lead office for implementation of this plan. The Grant for Technology Opportunities Program (GTOPs) is a grant administered by the Community Technology (CT) Division of TARA directed at improving the community's ability to fully participate in the digital society to achieve the goals of the Digital Inclusion Strategic Plan. Purpose The purpose of this report is to review the significant changes coming to the 2021 cycle of the GTOPs. Each year, CT staff performs a review of the prior grant cycle in preparation for the next year of grants. This annual strategic planning and review process considers feedback collected from surveys of applicants and grant reviewers, as well as the observations of staff participating in the grant process and the known structural changes to GTOPs. Analysis There are three categories of changes being proposed for the GTOPs 2021 cycle: 1) Adjustments to the application process to ensure a clearer and more direct relationship between the scoring criteria and the application and to better weight Focus Areas; 2) changes to the overall GTOPs structure to provide for efficiency, enhanced support for grantees, and to adjust the GTOPs schedule to accommodate the holiday months; and 3) eases the administrative burden of reporting on contractors. Together, these three changes could greatly improve service delivery and core program capacity to local Austin nonprofit groups. 1 Adjustments to the Application and Scoring Process Recommendation: Replace the current “Focus Area” system that guarantees funding based on category with a new system that gives bonus points to organizations that meet the “Focus Area” criteria. In past GTOPs cycles, organizations that were the highest scoring in a “Focus Area” were guaranteed funding, regardless of any other factor (such as relative rank in scoring to the other applications). Going forward, we propose to move to a bonus point system, where applicant can gain extra points by qualifying for a Focus Area. This will retain …

BOARD/COMMISSION RECOMMENDATION African American Resource Advisory Commission Recommendation Number 20200911-04ai: Black Arts and Cultural District WHEREAS, the African American Resource Advisory Commission (the “Commission”) is authorized by Austin City Codes: 2-1-101 to advise the City Council on issues related to the quality of life for the City’s African American community; and WHEREAS, the Commission is specifically authorized to recommend programs designed to alleviate any inequities that may confront African Americans in social, economic, and vocational pursuits, including (1) health care; (2) housing, including affordable housing, home ownership, and homelessness; (3) entertainment opportunities for professionals and students; (4) employment; (5) cultural venues, including museums, theaters, art galleries, and music venues; and (6) Public Safety; and WHEREAS, on October 27, 2005 the City Council approved the African American Quality of Life Initiative; and WHEREAS, under the Arts, Culture, and Entertainment Recommendation from the African American Quality of Life Initiative, a need for an African American Cultural Heritage District (AACHD) was recognized to enhance the quality of life for African Americans; and WHEREAS, African American historic landmarks represent only 47 of the 629 historical landmarks in the City of Austin and City staff have worked closely with numerous Cultural Arts organizations within the city to determine the African American Cultural Heritage District meets the City of Austin's criteria; and WHEREAS, the City of Austin has detailed Strategic Direction 2023 to “strive to create a complete community where every Austinite has choices at every stage of life that allow us to experience and contribute to all of the following outcomes: Economic Opportunities, Mobility, Safety, Health and Environment, Culture and Life-long learning, and Government that Works for All of Us”; and WHEREAS, March 2017, the Mayor’s Task Force issued a report on Institutional Racism and Systemic Inequities that is inclusive of a list of recommendations aimed at the dismantling of institutional racism and systemic inequities in the City of Austin and the Austin region; and WHEREAS, African Americans account for 8% of the population in Travis County, 13% of African Americans live below the poverty line, 34% of the homeless population are African Americans and 25% of those serving sentences in Travis County Jail are African American men and women. In addition, 34% of children in low income homes do not receive any learning support services while African American children make up 90% of children in low income homes and over 95% of brain development …

BOARD/COMMISSION RECOMMENDATION Recommendation Number 20200911-04aii: Block 16 and Block 18 African American Cultural African American Resource Advisory Commission Space WHEREAS, the African American Resource Advisory Commission (the “Commission”) is authorized by Austin City Codes: 2-1-101 to advise the City Council on issues related to the quality of life for the City’s African American community; and WHEREAS, the Commission is specifically authorized to recommend programs designed to alleviate any inequities that may confront African Americans in social, economic, and vocational pursuits, including (1) health care; (2) housing, including affordable housing, home ownership, and homelessness; (3) entertainment opportunities for professionals and students; (4) employment; (5) cultural venues, including museums, theaters, art galleries, and music venues; and (6) Public Safety; and WHEREAS, the African American Resource Advisory Commission supports the African American Cultural Heritage District Investment Initiative to WHEREAS, on October 27, 2005 the City Council approved the African American Quality of Life Initiative; and WHEREAS, under the Arts, Culture, and Entertainment Recommendation from the African American Quality of Life Initiative, a need for an African American Cultural Heritage District was recognized to enhance the quality of life for African Americans; and WHEREAS, City staff has worked closely with numerous Cultural Arts organizations within the City to determine this area meets the District's criteria; and WHEREAS, the City of Austin has detailed Strategic Direction 2023 to “strive to create a complete community where every Austinite has choices at every stage of life that allow us to experience and contribute to all of the following outcomes: Economic Opportunities, Mobility, Safety, Health and Environment, Culture and Life-long learning, and Government that Works for All of Us”; and WHEREAS, City Council adoption of the 1928 Master Plan required African Americans to relocate to the “Negro District” in order to receive basic City services, this plan strategically and systematically, along with additional ordinances were adopted to ensure full compliance with the segregated 1928 Master Plan, and the lives of African Americans have been severely impacted socially and economically by years of intentional and systemic racism due to the implementation of the 1928 Master Plan; and WHEREAS, In support of Resolution No. 20180215-082 we also ask the City Manager to, among other things, analyze and provide next steps for collaboration and support of an “Austin Cultural Trust” that could create spaces that support artists and arts organizations, preserve historic and iconic cultural buildings and spaces for creative and …

Description of Recommendation to Council: City Council passed Resolution No. 20200521-010 on May 21, 2020 – City Council directed the City Manager to negotiate with representatives of the Shady Hollow Municipal Utility District (District) to amend the City’s Strategic Partnership Agreement (SPA). Therefore, The Public Safety Commission recommends that the Austin City Council move forward with the interlocal agreement. Rationale: The Public Safety Commission believes the addition of Station 46 is a benefit to the Austin community and not entering into the interlocal agreement will cause service disruptions of vital fire services to the Shady Hollow MUD and the surrounding areas. MBE/WBE and Small Business Enterprise Procurement Program Advisory Committee Meeting Minutes Wednesday, September 9, 2020 The MBE/WBE and Small Business Enterprise Procurement Program Advisory Committee convened in a regular meeting on Tuesday, March 10, 2020 at City Hall (301 W. 2 Executive Session Room #1027 (1st Floor), in Austin Texas at 5:30 pm. nd Street), in the Board Members in Attendance: Eliza May, Barbra Boeta, Schiller Liao, Lena Banks, Daniel Berner, Usha Boddapu, Ahmed Moledina 1. APPROVAL OF MINUTES a. No minutes to approve 2. CITIZEN COMMUNICATION: GENERAL a. No Citizen Communications 3. NEW BUSINESS  No announcements a. Director’s Updates and Announcements with discussion and possible action b. Introduction of Disparity Study Consultant, Colette Holt of Colette Holt and Associates and presentation on the City of Austin Disparity Study with discussion and appropriate action.  Colette Holt gives a presentation with her objectives and plans for the 5‐year Disparity Study she will conduct. o Comply with the law and ensure that the City’s program remains legally compliant. o Produce the evidence that courts require in order to regular update, review and support the City’s program. o Wants to provide the City with data needed to comply with the requirements for the FAA, Airport contracts, and defense if the program is ever challenged. o Develop accurate and detailed data for contract and annual goal setting. o Educate elected officials, staff, stakeholders and others about the issues. o Offer a website for outreach and to provide information about the Disparity Study. The City will need to approve. o Determine the City’s utilization of MBEs and DBEs as a percentage of all dollars, what was reported in dollars (not in number of contracts or contractors). Page 1 of 3 o Gather from the City the prime contracting records and any missing data. o Fill in any missing race and gender information and any NAICS codes. o Determine the geographic market, which is just where the agency spends its money. o Her firm will provide quantitative, statistical, and numbers piece. There is also an anecdotal or qualitative element to the study. o Discuss with the community about their experiences in the marketplace, both minority and non‐minority women owners. Interviews will begin in September and an electronic survey is forthcoming. o Discussion: Committee Member Ahmed Moledina asked if a system similar to B2G to address payment for minority businesses will be established.
