C20-2023-026 ORDINANCE AMENDMENT REVIEW SHEET Amendment: C20-2023-026 Live Music Venue and Creative Space Bonus Phase 2 Description: Amendments to Title 25 of the City Code to create a new Creative District combining district with provisions for creative space and music venue preservation, modified site requirements, and density bonuses for affordable creative space. Background: Initiated by City Council Resolutions 20220728-094 and 20220901-089, and reaffirmed by City Council Ordinance No. 20230921-103 and Resolution 20240229-060. On July 28, 2022, the City Council adopted Resolution No. 20220728-094 initiating changes to establish the criteria to be a Live Music Venue to and support the creation of a live music venue bonus and incentive program for new and existing venues. On September 1, 2022, the City Council adopted Resolution No. 20220901-089 initiating changes to develop and adopt clear land use definitions and to create a bonus and incentive program for broadly defined creative spaces. These Resolutions are being addressed concurrently. Revised definitions were approved on September 14, 2023, in Ordinance 20230914-097. Ordinance No. 20230921-103 and Resolution 20240229-060 reaffirmed City Council’s commitment to the creation of a density bonus and district program to support live music and creative space districts and the preservation and incentivization of affordable creative space. Summary of Proposed Code Amendment: The proposed code amendments will create a new combining district for an affordable creative space bonus program and: 1. Is available city-wide on parcels in majority commercial districts that have been rezoned to add the new combining district designation as areas that include existing or planned clusters of creative space use structures and sites, through a process including: minimum size requirements of three (3) acres; minimum contributing creative space sites of 25 percent of total sites in district; and review from the Housing Department and Economic Development Department. 2. DIRECTOR’S UPDATE Angela Means, Interim Director September 2024 PARKS AND RECREATION BOARD Ensure Parkland Offers Relief from Urban Life Natural Resources Updates Parkland Development Updates Parkland Development Updates: Onion Creek Metro Park Pavilions: Construction is complete on two new picnic shelters at the southern end of Onion Creek Metro Park, located at 8652 Nuckols Crossing Rd. Each pavilion features a grill, four picnic tables, and solar lighting. Additional irrigation improvements will be completed at a later date. The pavilions are now open to the public. District 2 A U S T I N P A R K S A N D R E C R E A T I O N D E P A R T M E N T 1 Natural Resources Updates: Emergency Response Training: On September 6th, PARD Land Management hosted the field component of the S-270 Basic Air Operations course at the Decker Tallgrass Prairie Preserve. This training provided supervisory staff with skills for interacting with airplanes and helicopters during emergencies including search and rescue, and wildfires. The interagency collaboration proved invaluable for building relationships. Participants included staff from Land Management, Urban Forestry, Pflugerville Fire Department, Manor Fire Department, Austin Fire Department, Travis County Starflight, Austin Police Department Air Support, Travis County Parks, Texas Parks and Wildlife, and Texas A&M Forest Service. Students and instructors from eight land management and fire suppression agencies participated in joint air operations training at the PARD Decker Tallgrass Prairie Preserve. Students received instruction and practice time communicating with aircraft and directing water drops on “live fire” within the setting of a small, prescribed burn. A U S T I N P A R K S A N D R E C R E A T I O N D E P A R T M E N T 2 Prescribed Burns on Parkland: Land management agencies in Central Texas typically conduct prescribed burns during winter and summer months when conditions are best suited for accomplishing management goals. These controlled burns are critical to enhancing climate resilience and reducing wildfire risks. It provides custom made culturally sustaining TEKS aligned curriculum delivered by expert dual language teachers with lived experiences. COMMUNITY SERVED PROGRAM PARTIPANT DEMOGRAPHICS Elementary to middle school aged youth attending AISD schools of which 90% includes as Latino/a/e/x and identify newcomer populations PROGRAM SPECIALTY Founded 10 years ago to address a lack in available diverse and culturally representative curriculum, students flourish in Academia Cuauhtli’s Saturday Academy and summer camp programs. Youth explore their cultural identity and Indigenous ancestral roots as artists, scientists, and mathematicians via the visual and performance arts, bilingual language studies, and STEM. September 23, 2024 Dear Youth Development Program Staff, We are writing to extend our deepest gratitude and recognition for your efforts this summer which culminated in over 640 high quality, free programming hours being offered for youth and teens across Austin. Your dedication, hard work, and unwavering commitment to our community’s youth resulted in an incredible set of achievements in the areas of teen leadership and creative expression, among others. Your team was able to serve 598 youth this summer, 112 of which were teens in the teen leadership program. Forty-five of those teens were employed as Junior Activity Specialists in the Summer Playgrounds Program, giving them valuable mentorship and leadership experiences. Your impact on the youth of our community is a testament to the importance of investing in young people. Accomplishing summer programming is no small feat and each of you have contributed in meaningful ways. Your efforts have resulted in the direct mentorship and enrichment of almost 600 young people this summer alone. There is no limit to the return on investment a community receives when they believe in and lift up their youngest members – you are a key part of that admirable and important work. The TAG guided the planning group with their policy, community, and technical knowledge on topics around water management, transit, historic preservation, sustainability, and other topics. The work sessions, or focus groups, were attended by three groups of community stakeholders on topics of relevant matter for the UMLAUF’s plan: Neighborhood, Arts + Education, and Environment. Discussion on Board and Commission recommendations related to the Austin Public Library provided in the City of Austin Public Engagement Report. The Commission reviewed the Board and Commission recommendations related to the library in the Fiscal Year 2025 Budget Public Engagement Report. The discussion focused on how to strategically advocate for the library, including providing public comment at council meetings and potentially forming a future workgroup. DISCUSSION AND ACTION ITEMS 5. Discussion and approval on a library commission member on the Poet Laurette Committee. The Commission approved Commission Member Frayjo to participate on the Poet Laurette Committee with Commission Member Smith’s motion and Commission Member Herrera Moreno’s second on a 7-0 vote. Having served as Director of Austin Public Library since 2017, Roosevelt Weeks has accepted the position of Library Director for Fort Bend County Libraries in Fort Bend County, Texas. Mr. Weeks’ final day as Austin Public Library Director will be September 27, 2024. Beginning September 28, 2024 current Assistant Director Hannah Terrell will become Acting Director for Austin Public Library. North Village Branch Renamed John Gillum Branch The Austin City Council has passed an ordinance renaming the North Village Branch Library on Steck Avenue after former Austin Public Library Facilities Manager John Gillum. John Gillum worked for Austin Public Library from 1979 until his retirement in 2019. He was the Facilities Planning Manager and later the Facilities Process Manager, overseeing every aspect of the planning design, construction, and renovation of all Austin Public Library facilities and playing a significant role in the relocation and development of the North Village Branch Library. APL Staff Development Day Austin Public Library leadership hosted a Staff Development Day themed “URL: Unreal, Relearn, and Learn” where all staff attended a day-long virtual working session. The day-long working session included a keynote speaker, leadership presentations, and 14 different cohort groups with 30+ staff in each group. The cohort groups were administered by leadership and guided staff through three themed learning sessions focused on adaptability and resilience. I.D.E.A.L. Summer Workshop Series This summer, APL's Inclusion, Diversity, Equity, Access in Libraries (I.D.E.A.L.) office hosted the summer series "Organizational Culture Transformation” workshop. I.D.E.A.L partnered with AISD's Organizational Transformation Team to facilitate and explore essential topics of inclusion, diversity, equity, and access in libraries. The collaborative series offered a dynamic range of thoughtfully designed sessions to deepen understanding and enhance daily operations by creating an inclusive library experience for all. Through interactive workshops and expert-led discussions, 1 participants were able to gain insight and learn practical tools to adopt equitable practices and policies that embrace differences and diverse communities.
