This park is the result of over 3 years of public discussion, negotiation, and collaboration with the adjacent developer of “The Park at 51 East”, and will bring tremendous, long-term value to our communities. To summarize the agreement, the developer agreed to provide over $500,000 in community benefit to our neighborhood (including this park) in exchange for Senate Hills HOA’s permission to utilize our stormwater ponds for their development. This agreement includes provisions that the developer and future HOA will be responsible for maintenance, property taxes, and insurance for these common spaces in perpetuity. This agreement was voted in place by the members of the Senate Hills HOA through a series of well-advertised public meetings with a final vote of 76 in favor and 29 opposed (attorney certified vote results attached). We had 105 out of 153 homes represented in this vote! As indicated above, liability to the HOA, there was some opposition to this vote on the basis of crime/homelessness in the park, and noise/nuisance of park use. You’ll likely hear from some of the folks that remain opposed to the park. Be assured that their concerns were not dismissed but rather they were discussed at great length and led to stronger contractual protections in the agreement and the implementation of a series of rules for park use. This type of arrangement, where a developer provides immediate and significant benefit to the surrounding communities, is exceptionally rare, and is the best-case scenario of Austin’s development process. Developments often fall far short of this outcome, but we’re so close to achieving this lofty goal. The proposed development is well underway and the developer has received approval and access to utilize our stormwater ponds for their development. This represents the agreement’s full benefit to the developer. On the map it seems to be quite close to a number of SF-2 homes. Is there any additional information available? Staff Response: subsequent stage of the development process. Please note that both rezoning cases are located within Airport Overlay Zone 2 (AO-2) which does not allow for new residential use to occur. The existing residences across FM 973 to the west (south of ABIA) are also within the AO-2 Zone and existed prior to Council adoption of the Airport Overlay Zone ordinance in September 2001. They are considered non-conforming land uses. I am also trying to get a better understanding of the Central Health discussion item. Again, I don't see clear plans. It seems that this is no longer going to be actual medical use space but could be developed into a combination of residential/commercial? Most other PUD cases include an overall development plan that includes land uses and identifies their approximate location and acreage/square footage. However, in the Central Health PUD, the property owner has not yet determined future uses of the site. Instead, the goal of the Central Health PUD is to establish a consistent set of land use and site development regulations to enable redevelopment of the property, as established in an October 2020 Council Resolution. The Applicant anticipates that build-out of the property will occur over a 10-15 year period.

A natural area is an area that retains or has reestablished its natural character, typically dominated by native plants and animals. They provide critical services to Austin residents: • Mental health Social benefits • Economic benefits • Recreational opportunities • • Water cleansing Air cleansing • Climate regulation • • Most PARD natural areas have not been managed to maintain ecosystem health. Have been degraded by past management, invasive species, and loss of biodiversity, which make them more vulnerable to heat, drought, disease, and wildfire. These vulnerabilities will be exacerbated by climate change. Background • Further, in 2019, the City Auditor found that PARD is not strategically addressing wildfire risk on parkland and recommended that PARD create and implement land management plans to manage natural areas and address wildfire risk. • (Office of the City Auditor. Wildfire Preparedness Audit Report) • PARD is in the process of procuring a land management plan for several thousand 3 acres of natural areas. • Fire is a natural process Is critical for: • • Economical restoration and management of land at large scales • Sustainability and resiliency of natural systems • Prescribed fire will be an important piece of the land management plan to reintroduce fire safely. 4 Purpose • • To achieve these goals and commitments, PARD is seeking to establish cooperative agreements with a group of land managing entities (and Austin Fire Department) in the Austin area, including interlocal agreements with: 1. Travis County, and 2. PARD has identified APF to establish a contract with a vendor to oversee the repair and operations of the Zilker Park train ride. A draft contract between PARD and APF for this purpose is being reviewed by the COA Law Department and the APF attorney. APF provided a status update on train specifications and site planning status at the February 23rd PARB meeting. Anticipated grand opening is Q4 of 2021. Currently, the contract is under review by the APF. The purpose of this Request for Proposal (RFP) is to create a land management plan that will guide the management of the Austin Nature Preserves system and other parkland natural areas to sustainably and resiliently provide vital ecosystem services to Austin and its residents, now and in the coming decades. Presented draft scope of work to CCC on 8/21/2020. PARD working with Austin Fire Department (AFD) to finalize proposal. Corporate Purchasing posted solicitation on by 2/1/2021 and is scheduled to close on 3/4/2021 pending number of responses. Evaluation of responses began on March 25, 2021. AUSTIN CODE DEPARTMENT Community Development Commission Presentation May 11, 2021 Impact of Winter Storm Uri On February 15, 2021, the City Manager announced that the City of Austin would suspend normal operations due to the hazardous weather conditions. The Austin Code Department (ACD) temporarily halted its business operations, including routine code inspections, from February 16 through February 19, 2021. ACD mobilized an initial emergency response team of field personnel to remain on standby, ready to address any urgent complaints reported to Austin 3-1-1 during this timeframe that would require immediate attention. Procedural Outlines • • • • Responded to Priority 2 (non-imminent/dangerous conditions) and COVID-19 cases as the top priorities. Responded and inspected properties in accordance with the department’s ACD-103 Case Management Standards policy. For tenant-occupied properties, tenants were advised to reach out to their landlord to request a service repair order. Inspections were prioritized for properties in the City’s Repeat Offender Program (ROP) to quickly assess living conditions and protect Austin’s vulnerable tenant populations. PARKS AND RECREATION BOARD FINANCIAL COMMITTEE MONDAY, MAY 10, 2021 – 3:00PM VIA VIDEOCONFERENCING MINUTES The Financial Committee convened in a regular meeting on Monday, May 10, 2021 via videoconference in Austin, Texas. Chair Faust called the meeting to order at 3:05pm. Committee Members in Attendance: Chair Sarah Faust, Laura Cottam Sajbel, Richard DePalma, Kate Mason-Murphy, Kimberly Taylor and Dawn Lewis, Ex Officio. Staff in Attendance: Kimberly McNeeley, Suzanne Piper, Vanorda Richardson, Nicholas Johnson, Steven Linett, Ed Morris and Sammi Curless. CITIZEN COMMUNICATION: GENERAL No registered speakers. A. APPROVAL OF MINUTES The minutes from the special meeting of April 12, 2021 Financial Committee were approved unanimously on Committee Member Cottam Sajbel motion and Committee Member DePalma second. B. NEW BUSINESS: PRESENTATION, DISCUSSION AND POSSIBLE ACTION ITEMS 1. Presentation and discussion of the process for the annual adoption of fees and charges. Ed Morris, Financial Analyst III with the Parks and Recreation Department made a presentation. The Committee discussed but no action was taken. 2. Discussion on Committee agenda development for 2021. Chair Faust led the discussion of topics for the Committee’s 2021 agenda. The Committee took no action. C. FUTURE AGENDA ITEMS • June meeting: park-focused fee on utility bill, impacts of COVID on Department revenues; cost drivers for major programs of the Department; presentation of Page 1 of 2 Alternative Funding working group recommendations.
