1807 E Cesar Chavez - Historic Committee Review David Rudick, President, Rud Capital Executive Summary Rud Capital is looking to expand create a unified development plan between 1803, 1805, and 1807 E Cesar Chavez to create a multi-family development. Given the potential historic tax exemption available on 1807 E Cesar Chavez we are looking to preserve 1807 and renovate it to be a boutique hotel to be rented in its entirety for large group gatherings with the option for small events. The property was run as a youth hostel up until the pandemic led them to go out of business. The property was purchased by Rud Capital in November 2021 with the goal of folding it into the unified development parcel along with the adjacent properties. In 2023 after talking with city and realizing this property could get a standalone hotel license we decided to pivot and restore and renovate the property. Unfortunately during late ‘22 and ‘23 the property began to get vandalized and had some of its structural integrity damaged and compromised including: decking, railings, and siding. The property was repaired by Chris Pisculli. Now with the help of designer Leah Flippen from Luminary Designs we are looking to go beyond these repairs and revive the historic Victorian like charm into a functioning event and lodging hotel called Maison Rêve (House of Dreams) for the benefit of local Austinates and visitors to enjoy. We are Excited to work together with historic commission on bringing out this beautiful landmark house back to life. We also wanted to to note we have successfully completed similar types of historic preservation projects including 4004, 4006, and 4008 Avenue C which won the Austin Preservation Award in 2019. Memorandum To: Boards and Commissions From: Shay Ralls Roalson, Director, Austin Water Date: March 30, 2024 Subject: Board and Commission and Citizen Review of new Growth-related Capital Improvement Projects in Drinking Water Protection Zone The Austin City Council approved an amendment to Austin Water’s (AW) Financial Policy No. 8 to provide for enhanced Board and Commission and citizen reviews of AW’s new growth-related capital improvement projects (CIP) located in the Drinking Water Protection Zone (DWPZ). The previous ordinance (No. 20130117-017) took effect on January 28, 2013 and on August 11, 2021 ordinance (No. 20210811-001) amended the DWPZ financial policy. AW is presenting the new growth-related projects to Boards and Commissions as set forth in the ordinance. The revised Financial Policy No. 8 reads as follows: Capital improvement projects for new water and wastewater treatment plants, capital expansions, and growth-related projects that are located in the Drinking Water Protection Zone (DWPZ) will be identified and submitted, as part of the annual budget process, to the following Boards and Commissions: Water and Wastewater Commission, Resource Management Commission, and the Environmental Board. These Boards and Commissions will review growth-related DWPZ capital projects spending plans, obtain Board and Commission and citizen input, review consistency with Imagine Austin Comprehensive Plan, review effect on growth within the DWPZ, and make recommendations on project approval for inclusion in Austin Water's five-year capital spending plan. Texas is home to three of the top 10 deadliest cities for birds: Houston, Dallas, and San Antonio, making it critical to proactively preserve biodiversity. Most construction materials have well established properties. Use of concrete began around 6500 BC in Syria. Metal use began around 8000 BC, and for construction in the 1700s. Glass windows date to ~100 AD. Imperfect surface texture, small pane sizes, and distorted reflections resulted in low collision risk for birds. 1959: Float glass production resulted in large panes of glass being widely accessible and affordable; smooth surface textures had strong reflections. 1980s: Low-E coatings created higher quality reflections; now landscaping adds to the risk because birds are actively lured towards danger. June 5, 2024 Environmental Commission The Travis Audubon Society requested this report on bird safe buildings for presentation to the City of Austin and general dissemination within the Central Texas community. It was submitted to the South Central Waterfront Advisory Board on March 18, 2024, the Design Commission on April 22, 2024, and was prepared by Heidi Trudell, a bird collision prevention researcher and consultant, who in March 2024 was hired as a technical advisor by Guardian Glass. Passing directly over Austin, North America’s Central Flyway serves as the primary migration corridor1 during spring and fall for hundreds of species of birds. Due to this geographic funneling, Texas is home to three of the top ten most deadly cities for birds2 (Houston, Dallas, San Antonio), making it especially critical to proactively preserve biodiversity. Travis County alone has documented 4273 species of birds, which is more than fourteen states4 have recorded. With bird populations in steep decline,5 and an estimated 621 million to 2 billion6 birds dying at windows in the US annually, it is critical now more than ever that municipal leaders, especially in ecologically significant areas like Austin, step forward to reverse the trend. Initial steps have already been taken; Austin’s dedication to bird conservation has already been established by committing to meet the standards of a Bird City.7 This includes a pledge to reduce nonessential lighting during migration8 that comes as part of a statewide initiative9 to address the detrimental impact that artificial light at night has on migrating birds. Both endangered species and species of concern both utilize the Central Flyway and geological way finders of the Balcones Escarpment and Colorado River during their migration; and WHEREAS, the Environmental Commission recognizes the hills of Austin and Travis County are home to the endangered Golden-cheeked Warbler and threatened Black-capped Vireo; and WHEREAS, the Environmental Commission recognizes the City of Austin benefits from the annual $1.8 billion generated from bird tourism in Texas; and WHEREAS, the Environmental Commission recognizes birds colliding with poorly designed buildings results in up to 2 million birds dying in the US every year; and WHEREAS, the Environmental Commission recognizes that more than 30 cities have adopted bird-safe design practices into their code and/ or practices. However, no city in Texas has yet to adopt these design practices, which means Austin could lead the way; and WHEREAS, the Environmental Commission recognizes that habitat loss for nesting and wintering birds also has a negative impact; and WHEREAS, the Environmental Commission recognizes that the loss of insects due to the use of pesticides, diminishes food supply for birds. THEREFORE, the Environmental Commission recommends the City of Austin take the following actions: 1 1. While families cannot afford the current prices, child care tuition rarely covers the true cost of providing a high-quality program. Costs for quality child care programs (including paying staff a living wage) have increased but families cannot afford to pay more; and WHEREAS, the child care and out-of-school time workforce, predominantly women of color, earns less than a living wage resulting in high turnover (over 30% annually) and under-staffed programs serving fewer children and cutting hours. Staff is recommending the Applicant's request for CS given its location at the intersection of a State Highway and an arterial roadway, and commercial zoning would enable the provision of goods and services to several single family residential neighborhoods in the vicinity. BASIS OF RECOMMENDATION: 1. The proposed zoning should be consistent with the purpose statement of the district sought. The proposed general commercial services (CS) district zoning is intended for commercial or industrial uses that typically have operating characteristics or traffic service requirements generally incompatible with residential environments. 2. The variance was approved with the following conditions by the Environmental Commission on May 15, 2024: 1. Repair erosion throughout area. 2. Place Grow Zone Signs at 100 ft intervals, 30 ft from curb. 3. Expand native planting and seeding throughout the Grow Zone and the curb (no plantings outside of the Grow Zone; sod area for stabilization can remain.) 4. Ensure that placement of topsoil, temp irrigation and weed management are included with the restoration. 5. Remove remaining driveway aprons and replace with curb and gutter. SUMMARY STAFF RECOMMENDATION: Staff recommends approval of these requests with the Environmental Commission conditions.
