Austin Water’s wastewater collection system includes over 2,950 miles of piping throughout the City that transports wastewater from residences and businesses to the wastewater treatment plants. Due to growth in Austin and deterioration from age and the harsh wastewater environment, existing collection system assets require on-going maintenance including repair and replacement. This project is for the rehabilitation of deteriorated wastewater mains using the Cured in Place Pipe (CIPP) trenchless method. Because it is trenchless, the cost and time for rehab are typically less than the conventional open cut construction method. The Indefinite Delivery/Indefinite Quantity (ID/IQ) method of contract delivery is selected for the project to allow flexibility to address issues and respond to emergencies within the collection system as they are identified. Indefinite Delivery/Indefinite Quantity contracts provide for an indefinite quantity of services for a fixed time, usually an initial term with extension options. They are commonly used when precise quantities of supplies or services, above a specified minimum, cannot be determined. Due to deterioration from time and environmental conditions, water distribution system assets require ongoing repair and replacement in order to prevent leaks and loss of valuable treated water. The water system in the US Highway 290 and Springdale Road area has aging high pressure water mains that have a documented history of multiple breaks, are in poor condition, and impact service delivery. This project extends the 16-inch water network in the North Pressure Zone to serve ongoing development and is an important part of a larger plan to convert a portion of the Central Pressure Zone south of US Hwy 290 to the North Reduced Pressure Zone. Construction will be coordinated with a proposed Travis County sidewalk project on Springdale Road. The Springdale/290 Water Line Improvements project consists of the replacement of existing water mains located within the general boundaries of the Chimney Hill and Walnut Trace Subdivisions on either side of Springdale Road. The availability of trench safety shoring equipment allows the City to mitigate safety risks associated with open excavations by providing additional equipment while City-owned equipment is deployed at other active jobs. Pumping equipment rentals will be used to dewater open trenches to allow employees to safely work in protected trenches. The Sourcewell cooperative establishes competitively bid contracts that can be utilized by the State and other government agencies through a cooperative agreement. Cooperative agreements save taxpayer dollars by leveraging volume-buying power to drive down costs on hundreds of contracts through a streamlined cooperative purchasing program. Additional authorization is needed on these contracts to meet the anticipated demand for the rental services needed by City departments. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: N/A N/A N/A This action authorizes an interlocal agreement to allow the Austin Water (AW) Balcones Canyonlands Preserve (BCP) program to conduct cave restoration, cave management, and offer cave expertise to the Lady Bird Johnson Wildflower Center, 4801 LaCrosse Avenue, (a part of the University of Texas system). AW BCP may utilize cave specialist contractors and other cave specialists working under existing Austin Water agreements to restore filled caves and install cave gates and other structures to protect the cave, its ecosystem, and visitors. This work helps fulfill City obligations under the 1996 Balcones Canyonlands Conservation Plan and permit issued by the US Fish and Wildlife Service to preserve cave ecosystems, to direct traffic away from federally listed permit caves, and yet provide opportunities for public education on caves. The agreement promotes free or reduced-price for students of Title 1 schools and other low-income groups. The University’s Lady Bird Johnson Wildflower Center contains caves that would serve as suitable alternatives for educational tours and other visitors if restored, enabling their use as substitute public access caves, for University and City purposes. In addition, the caves on the Wildflower Center property are part of the Barton Springs-Edwards Aquifer recharge zone, and restoring filled caves on the property is expected to promote natural aquifer recharge, enhance water quality, provide ecosystems and nutrient input for cave ecosystems, and provide resources for cave education. This restoration work will also reduce flooding potential.

Powdered activated carbon is used to treat drinking water to remove taste and odor. Recently, with the presence of zebra mussels in the source water, powdered activated carbon is being used continuously at all three water treatment plants, as precautionary treatment for taste and odor conditions that can occur as a result of the die off of zebra mussels. Sole source contracts are exempt from the City Code Chapter 2-9D Minority Owned and Women Owned Business Enterprise Procurement Program; therefore, no subcontracting goals were established. The contract will provide the City with a digital imaging particle analyzer, specifically, the FlowCam Cyano, for the purpose of monitoring raw source waters to identify and enumerate cyanobacteria and nuisance phytoplankton. This will increase testing, better monitor blue/green algae for cyanotoxins and odor issues. The laboratory currently monitors three source water samples on a weekly basis. This examination is being performed manually and takes approximately four hours to complete. In depth training is necessary to perform this analysis and takes a minimum of six months with continued training for months to come. The FlowCam Cyano analysis takes approximately 15 minutes allowing the lab to increase testing frequency. Automating the examination also reduces the amount of time required to train new analysts as the instrument images the particles rather than the naked eye. This will also ensure consistency between analysts and accuracy of results. The FlowCam Cyano is a unique digital imaging particle analyzer having technology protected by U.S. patents that embodies the use of novel imaging techniques, fluorescence detection/measurement, and proprietary interactive Visual Spreadsheet image recognition software.
