The Board/Commission mission statement (per the City Code) is: 1) Review the city manager's report, as described in Sections 2-9(A-D)-18 (Program Review); and 2) Recommend changes to the City Code provisions, adopted rules and regulations, and program operations. 1. Describe the board’s actions supporting their mission during the previous reporting period. Address all elements of the board’s mission statement as provide in the relevant sections of the City Code. The MBE/WBE & Small Business Procurement Advisory Board/ Committee’s actions supported its mission during the reporting period of June 2020– July 2021 despite the ongoing pandemic and various challenges presented. The adoption of technology facilitated the advisory and guidance role of the MBE/WBE & Small Business Procurement Advisory Board/Committee during the past year. The incorporation of virtual meetings increased the attendance of individual committee members resulting in robust participation and recording quorum in all months with the exception of December 2020. The board regularly received reports and monitored the areas listed below. While the committee met diligently, the disruption caused by the pandemic affected deadlines and startup projects under the purview of this board as noted in the following lines of business. MBE/WBE PROGRAM DEVELOPMENT & MONITORING: SMBR Budget: Budget discussions were not held due to the COA’s quarantine orders prohibiting in person meetings. Previously the board received timely updates on annual department budget and made recommendations as appropriate. Annual Internal Review: Presentation on the 2020 Annual Internal Review was made in accordance to department practices. City Solicitation and Goal Determination Process: Reviewed and discussed solicitation and goal determination process. Corridor Mobility Bond Program: Reviewed and monitored the Corridor Mobility Bond Program on MBE/WBE Outreach plan in support of the Minority-Owned, Women–Owned and Small Business Enterprise Procurement Program ordinance: Proposed revision to the MBE/WBE and Small Business Enterprise Procurement Program. Disparity Study: The pandemic disrupted much of the momentum of the disparity study, causing a slow process to slow even further. Regardless, this Board reviewed and monitored the disparity study scope of work including the public input process, timelines and provided feedback and information as necessary for staff to administer and received presentation from consultant team undertaking the study approved by the City Council. Personal Net Worth (PNW): The Board received presentations on the concept and definition of Personal Net Worth as PNW is tied to the definition of an economically disadvantaged business or individual. MBE/WBE and Small Business Enterprise Procurement Program Advisory Committee Meeting Minutes Tuesday – August 3, 2021 The MBE/WBE and Small Business Enterprise Procurement Program Advisory Committee convened in a regular meeting on Tuesday, July 6, 2021 via videoconference. CALL TO ORDER Committee Chair, Eliza May called the meeting to order at 5:39pm. BOARD MEMBERS IN ATTENDANCE: Eliza May (Chair), Lena Banks, Daniel Berner, Barbra Boeta, Schiller Liao, Terry Mitchell, Talan Tyminski CITIZEN COMMUNICATION: GENERAL No registered speakers. 1. APPROVAL OF MINUTES The minutes for the regular meeting of June 1, 2021 were considered for approval. The minutes were approved on a motion by Committee Member, Talan Tyminski and seconded by Committee Member, Lena Banks. Minutes approved on an 6-0 vote. 2. NEW BUSINESS For discussion and possible action on recommendations to City Council (City Code § 2-1-163(B)) regarding the following: a. Discussion and appropriate action on updates and directions from the Chair and Vice-Chair on MBE/WBE Program changes or enhancements. • Committee Chair, Eliza May notified the Committee that this will be a standing item on the agenda going forward. b. Director’s Updates and Announcements with discussion and possible action. • Director, Edward Campos announced that SMBR will begin reintegration back into the office in August c. Review of the 2020 Annual Report submitted to the City Clerk’s Office with discussion and possible action. • Committee Chair, Eliza May will be completing the June 1, 2020 – July 30, 2021 Annual Report. • The report will be discussed and a motion to approve will be held at the next Committee meeting on 2021. These reports are posted on the MBE/WBE Advisory Committee website. Discussion: Third-Party Project Report Committee Member Schiller Liao asked if the stadium is open although construction is occurring? Tamela Saldaña responded that the Q2 stadium is open and there are some additional packages out for site utilities and concrete structures. All speakers must register in advance (May 31, 2021 by noon). All public comment will occur at the beginning of the meeting. To speak remotely at the June 1, 2021 MBE/WBE and Small Business Enterprise Procurement Program Advisory Committee Meeting, members of the public must: • Call or email the board liaison at Nakia James at (512) 974-9108 or nakia.james@austintexas.gov no later than noon, (the day before the meeting). The information required is the speaker name, item number(s) they wish to speak on, whether they are for/against/neutral, and a telephone number or email address. • Once a request to speak has been called in or emailed to the board liaison, residents will receive either an email or phone call providing the telephone number to call on the day of the scheduled meeting. • Speakers must call in at least 15 minutes prior to meeting start in order to speak, late callers will not be accepted and will not be able to speak. • Speakers will be placed in a queue until their time to speak. • Handouts or other information may be emailed to nakia.james@austintexas.gov by Noon the day before the scheduled meeting.
