Board Members in Attendance: Reginald Worlds, Schiller Liao, Lena Banks, Daniel Berner, Usha Boddapu, Ahmed Moledina 1. APPROVAL OF MINUTES The minutes for the regular meeting of March 10, 2020 were considered for approval. The minutes were approved on a motion by Committee Member Ahmed Moledina and seconded by Committee Member Lena Banks. Minutes approved on a 6-0 vote. 2. NEW BUSINESS a. Director’s Updates and Announcements with discussion and possible action: • Council Resolution on Inclusive Procurement Working Group o Edward Campos provides an update on the Council Resolution passed by City Council last March in support of the Disparity Study. Council passed a resolution about forming an inclusive Procurement Working Group (official title). This working group will be made up of City staff and key MBE/WBE program stakeholders. o Collette Holt and Associates was selected work with the City to conduct the Disparity Study. Set up a meeting for the Advisory Committee members to participate in. Reached out to the Minority Trade Alliance members, the various major Chamber of Commerces around the City, different trade organizations, and others who are stakeholders to the SMBR program who use the program both internally and externally. o SMBR is in the process of creating a memo for Council and the Mayor regarding this Resolution. The memo will state our proposed makeup of the of the working group. The working group will start in August 2021. o Identified Reginald Worlds as the representative from the Advisory Committee to be a part of this working group. Reginald Worlds has history with the ordinance. He has a history with the program, he also brings expertise when it comes to Construction. He has dealt with programming in a variety of capacities as the sub as well as the prime. He serves as the Vice Chair over this Advisory Committee. o The resolution calls for the first meeting of the working group to get a briefing and an overview of the contents of the of the final draft of the Disparity Study. o The charge of the working group is to review the recommendations that will come out of the Disparity Study for improvements to …

MBE/WBE Program Disparity Study Update MBE/WBE and Small Business Advisory Committee SEPTEMBER 9, 2020 Objectives 2 PROVIDE GENERAL UPDATE REGARDING THE DISPARITY STUDY HIGHLIGHT SIGNIFICANT DISPARITY STUDY MILESTONES PROVIDE NEXT STEPS Q & A 3 29 representatives from advocacy and industry groups representing M/W/DBE and prime firms participated in two virtual focus group sessions on August 21 and August 26, 2020. 7 members from the MBEWBE/Small Business Enterprise Procurement Program Advisory Committee attended the two focus groups. Four attended the August 26, session and three attended the August 27 session. SMBR staff focus groups conducted to include the executive leadership team. Disparity Study General Update Disparity Study Milestones 4 Sample Contract Data File for locally funded contracts has been developed. 8 Business Owner Interview Sessions Scheduled: Invitations were emailed and will be conducted 9/17 thru 9/23. 8 small group executive staff interviews were held July 8, 9, 10, 13, 21, 22 and 24, 2020. 4 additional follow up interviews were also held. Over 5 outreach sessions have been conducted by the CHA team. MBE/WBE and Small Business Enterprise Procurement Program Advisory Committee Meeting Minutes Wednesday, September 9, 2020 The MBE/WBE and Small Business Enterprise Procurement Program Advisory Committee convened in a regular meeting on Tuesday, March 10, 2020 at City Hall (301 W. 2 Executive Session Room #1027 (1st Floor), in Austin Texas at 5:30 pm. nd Street), in the Board Members in Attendance: Eliza May, Barbra Boeta, Schiller Liao, Lena Banks, Daniel Berner, Usha Boddapu, Ahmed Moledina 1. Introduction of Disparity Study Consultant, Colette Holt of Colette Holt and Associates and presentation on the City of Austin Disparity Study with discussion and appropriate action. Colette Holt gives a presentation with her objectives and plans for the 5‐year Disparity Study she will conduct. o Comply with the law and ensure that the City’s program remains legally compliant. o Produce the evidence that courts require in order to regular update, review and support the City’s program. o Wants to provide the City with data needed to comply with the requirements for the FAA, Airport contracts, and defense if the program is ever challenged. o Develop accurate and detailed data for contract and annual goal setting. o Educate elected officials, staff, stakeholders and others about the issues. o Offer a website for outreach and to provide information about the Disparity Study. The City will need to approve. o Determine the City’s utilization of MBEs and DBEs as a percentage of all dollars, what was reported in dollars (not in number of contracts or contractors).
