N/A Prior Council Action: Boards and Commission Action: MBE/WBE: August 4, 2021 — To be reviewed by the Water and Wastewater Commission. This contract will be awarded in compliance with City Code Chapter 2-9A (Minority Owned and Women Owned Business Enterprise Procurement Program) by meeting the goals with 7.19% MBE and 1.48% WBE participation. A previous contract was developed to support facility needs such as emergency response services as well as non-emergency improvements for components of the Austin Water system. That contract was approved by Council in 2014 and has been completed and fully expended. This is the third in a sequence of contracts to deliver necessary emergency and non-emergency lift station services. Indefinite Delivery/Indefinite Quantity contracts provide for an indefinite quantity of services for a fixed time, usually an initial term with extension options. They are commonly used when precise quantities of supplies or services, above a specified minimum, cannot be determined. Indefinite Delivery/Indefinite Quantity contracts help streamline the contract process and service delivery and allow the City the flexibility to add work as needs arise or change. As each project is defined, a specific work assignment will be assigned to the contractor who will complete the scope of work for the unit prices included in the contract. Work deadlines will be established for each work assignment. This contract will be used by Austin Water Facility Engineering to address facility emergencies and maintain lift stations. The work includes but is not limited to emergency on call response, operations support, and the rehabilitation of existing facilities. Purchasing Language: Prior Council Action: Boards and Commission Action: MBE/WBE: Austin Water’s water distribution system is fundamental for the conveyance of water to Austin Water’s customers. The system is a large and complex, consisting of approximately 3,900 miles of water mains and serving approximately one million customers. Due to deterioration from time and environmental conditions, water distribution system assets require ongoing repair and replacement in order to prevent leaks and loss of valuable treated water. The water system in the US Highway 290 and Springdale Road area has aging high pressure water mains that have a documented history of multiple breaks, are in poor condition, and impact service delivery. This project extends the 16-inch water network in the North Pressure Zone to serve ongoing development and is an important part of a larger plan to convert a portion of the Central Pressure Zone south of US Hwy 290 to the North Reduced Pressure Zone. Construction will be coordinated with a proposed Travis County sidewalk project on Springdale Road. The Springdale/290 Water Line Improvements project consists of the replacement of existing water mains located within the general boundaries of the Chimney Hill and Walnut Trace Subdivisions on either side of Springdale Road. The water system renewal work consists of installing two pressure reducing valve stations to reduce the pressure in the Chimney Hill and Walnut Trace Subdivisions; one remote terminal unit and antenna; approximately 400 linear feet of 6-inch polyvinyl chloride pipe (PVC); 8,000 linear feet …

The existing two-lane rural roadway is being widened to a four-lane major urban arterial roadway with a continuous center left turn lane, sidewalks, and bicycle lanes on both sides of Elroy Road between McAngus Lane and Kellam Road. As a result of unforeseen changes that occurred during construction, this amendment updates the Interlocal Agreement approved by Council on August 22, 2019. The main change is related to the addition of 742 linear feet of new 12-inch water line that was not part of the original interlocal agreement and was needed to be relocated due to conflicts identified during construction. Other costs included in this amendment include material cost increases and additional design costs. The original Interlocal Agreement authorized Austin Water to pay Travis County an estimated amount not to exceed $ 196,387. The additional funding being requested is for $220,375.67 broken down as follows: $180,607.46 for construction, $30,737.84 for design, and $9,030.37 for 5% contingency. A map of the property location is attached. Stillwater Capital Investments, LLC (the “Applicant”) is proposing to develop approximately 163 single-family homes. The Applicant requested that the City provide wastewater utility service to the Property as proposed in Service Extension Request (SER) No. 5078. Additionally, the Applicant is proposing to develop an adjacent 22- acre tract with approximately 371,280 square feet of office-warehouse and has requested the City provide wastewater utility service as proposed in SER No. 5085. Upon the Property’s release from Creedmoor-Maha’s water service area (CCN), the Applicant has requested Austin Water also provide retail water service to the Property. In accordance with Chapter 25-9 of the City Code, the City has asked the Applicant to oversize the lift station and force main in order to serve additional properties within the Onion Creek drainage basin consistent with the City’s long range planning goals for this area. Budget Committee Members: Susan Turrieta, Chair Travis Michel, Vice Chair Grant Fisher William Moriarty Jesse Penn Budget Review Executive Summary Austin Water Assistant Director of Financial Services, Joseph Gonzales and staff presented an FY 2020-2021 (FY 21) budget vs. actual update and an overview of 5-year forecast and FY 2021-2022 (FY 22) Proposed Budget, including revenue and rate projections, transfers, program requirements, debt service requirements, Austin Water’s 5-year CIP spending plan and update on Winter Storm Uri financial impact. As a recap of the FY21 budget, the planned FY 21 debt defeasance was postponed until early FY 22 due to market conditions. As a result, related capital recovery transfers to cover the debt defeasance were also postponed. In addition, there was a one-time $5,000,000 transfer to the customer assistance program (CAP), and a 10% CAP rate reduction approved in April 2020 continued in FY 21 and will be maintained in FY22. Annual Internal Review This report covers the time period of 7/1/2020 to 6/30/2021 Environmental Commission __ (Official Name of Board or Commission) The Board/Commission mission statement (per the City Code) is: Per section 2-1-144(F) of the City Code, the Environmental Commission may: 1) review and analyze the policies relating to the environmental quality of the city; (2) act as an advisory board to the city council, the city manager, and the department in their efforts to oversee the protection and integrity of the natural environment; (3) promote growth management and land use planning, minimize degradation of water resources, protect downstream areas, and promote recreation opportunities and environmental awareness; and (4) advise and recommend on any issue which the commission determines necessary or advisable for the enhancement and stewardship of the urban forest both public and private. In addition, the applicant would like to remove the density limitation for multi-family housing for this property (a portion of Lot 3, Block "A", Tech Ridge Section 2 and a portion of Lot 2B, Resubdivision of Lot 2, Block "A", Tech Ridge Section 2) in the Parmer Center PDA (please see Applicant’s Request Letter – Exhibit C). This request can be handled as one zoning case as long as the removal of land from the Dell- Parmer North Development PDA does not affect the site development regulations or impact a Transportation Impact Analysis (TIA) for the Dell PDA. After reading the Parmer Center Development PDA and the Dell-Parmer North Development PDA ordinances/restrictive covenant, the staff understands that the Dell-Parmer North Development PDA does not have a TIA. The tracts of land to the north and south are zoned LO/LR and are developed with office complexes. To the east is a highway, North MoPac Expressway. The lot to the west is developed with a multifamily use (La Montreaux Apartments). In this application, the applicant is requesting to rezone this property from LR, Neighborhood Commercial district, zoning to MF-6, Multifamily Residence-Highest Density district, zoning to redevelop this site with a 275-unit multifamily apartment complex, which would include 10 percent of total units (28 units) available as long-term Affordable housing units at 80 percent of Median Family Income (MFI) (Please see Applicant’s Request Letter – Exhibit C). The staff recommends MF-6, Multifamily Residence-Highest Density district, zoning because the site under consideration meets this intent of the MF-6 district as it is located at the southwest corner of the intersection of an arterial roadway, Steck Avenue, and a highway, North MoPac Expressway and is near a designated ‘Neighborhood Activity Center’ in the Image Austin Comprehensive Plan. The proposed MF-6 zoning would be compatible and consistent with the surrounding uses because this property is adjacent to office and commercial zoning to the north and south and multifamily zoning to the west. The surrounding zoning permits office and commercial services that can be utilized by the residents of this proposed residential development. MF-6 district zoning will provide for additional housing opportunities in this area of the city. The applicant agrees with the staff’s recommendation. BASIS FOR RECOMMENDATION: 1.
