BOARD/COMMISSION RECOMMENDATION Urban Transportation Commission Recommendation Number 20201013:02A Austin Climate Equity Plan WHEREAS, transportation is the main driver of local air pollution and is on a course to become the single greatest source of greenhouse gases in Austin; WHEREAS, the roughly 600,000 fossil-fuel-burning private cars and trucks on the road are the greatest challenge to reducing local greenhouse gas emissions; WHEREAS, by 2030, the City’s Office of Sustainability predicts that the Austin area is likely to have over 800,000 vehicles on the road; WHEREAS, in order for the City to reach net-zero greenhouse gas emissions by 2040, the City’s Office of Sustainability predicts that about 460,000 of those vehicles must be electric by 2030, making up about 40 percent of all vehicle-miles traveled; WHEREAS, electric vehicles, in their manufacture and operation, produce significant pollution, in addition to perpetuating reliance on an ever-expanding roadway network that incentivizes sprawl and travel via single-occupancy vehicles; WHEREAS, the draft Climate Equity Plan aims for active transportation modes like bicycling, rolling, and walking to make up only 4 percent of all distances traveled by 2030; WHEREAS, the City could immediately reduce reliance on personal vehicles by implementing relatively inexpensive active transportation solutions, as demonstrated by the Healthy Streets program; WHEREAS, the perpetuation of car-oriented regional transportation traces back to decision made by the Capital Area Metropolitan Planning Organization (CAMPO), acting through its Transportation Policy Board; WHEREAS, in May 2020, the CAMPO Policy Board voted to adopt the 2045 Regional Transportation Plan, which, like its previous plans, prioritizes road building to serve sprawling development based on overestimated population projections in suburban and rural areas and underestimation in urban areas; WHEREAS, in June 2020, the CAMPO Policy Board voted to allocate $633 million to widening the portion of I-35 that passes through Austin; WHEREAS, the CAMPO Policy Board includes members of the Austin City Council and other local elected officials; WHEREAS, the aggressive goals set out in the Austin Community Climate Plan and the Climate Equity Plan cannot be reconciled with CAMPO’s regional transportation plans and policies; WHEREAS, in March 2020, this Commission approved Recommendation No. 20200310-03A, by a 7-0 vote, identifying inconsistencies between CAMPO policies and Austin goals, and recommending solutions; WHEREAS, successful implementation of the Austin Climate Equity Plan will depend on focused attention and initiative from the City Council and other City leadership across departments, regional cooperation with local partners, and continued engagement with …

Brentwood Neighborhood Association Serving Our Neighborhood from 45th St. to Justin Lane and North Lamar to Burnet Road Planning Commission October 9, 2020 To: From: Brentwood Neighborhood Association Steering Committee Re: We are writing this letter to inform the Planning Commission that our Steering Committee cannot support the environmental variance at this site due to the following reasons: 1512 W. Koenig Lane Environmental Variance 1. Since being re-zoned in 2004 (from SF-3 to LO-MU-NP), the property has been cited by Code Compliance for non-permitted Change of Use (residential to commercial). a. As part of that illegal change of use, gravel was added to the entire backyard to facilitate parking (without the required permits). b. In addition, a number of trees were removed (under “residential” use, although commercial use conversion was underway). Replacement of the removed trees has never been sought by the City to mitigate the loss of our urban forest. (see 2012 and 2018 aerial photos above). 2. Flooding (without current improvements – parking, driveways, etc) exists at this site (see photo at right). This shows the illegal improvements prior to being required to seek official Change of Use permit. It also shows “empty” backyard (except for standing water) where trees were previously. a. Since this project has no required on-site detention, we believe that the vegetative strips (given the increase in impervious cover from original SF use to proposed use in Site Development package) will be insufficient to mitigate downstream flooding in Brentwood (and neighborhoods to our west that flow into Shoal Creek). b. Given the lack of good faith on the part of owners of this property, we are concerned that maintenance of filter beds and other features to remedy environmental impacts will not happen in a way that safely protects adjacent neighbors and properties downstream. 3. Therefore, we are asking you deny this variance unless the following are required: more robust on-site detention, replacement of trees, and rainwater collection. Item 3b Community Services Division/Neighborhood Services Unit Austin Public Health Strategic Plan 2020 -- 2024 Introduction In 2015, the US Department of Health and Human Services Department issued Information Memorandum No. 138 establishing organizational standards for Community Action Agencies (CAAs) who receive Community Services Block Grant funding. To ensure all CAAs began working toward meeting these standards, the Texas Department of Housing and Community Affairs requested documentation of approval of the Strategic Plan by the CSBG Advisory Board, in addition to specific Goals, Objectives, Strategy, Outcome and Output Measures included in the Strategic Plan. Austin Public Health’s Community Services Division/Neighborhood Services Unit (NSU) serves as the CSBG Community Action Agency for Travis County. The NSU uses CSBG funding as the primary source of support for the services provided by the Department’s six (6) neighborhood centers, including the Montopolis Community Center, a new permanent site, and three (3) outreach locations. In 2020, NSU also expanded services two to additional satellite locations in the Rundberg neighborhood and far East Austin. Austin Public Health has its own strategic plan. NSU submits a specific strategic plan for the work supported by CSBG through its Neighborhood Centers to meet TDHCA’s expectations. 2020 has been a year to remember due to the COVID-19 global pandemic. The NSU continues to adapt to unpredictable circumstances and the predictable needs of our neighborhood center’s communities. The Community Development Commission continues to serve as the required CSBG Advisory Board. To develop the Strategic Plan for the work supported by CSBG through its Neighborhood Centers, several internal strategic planning sessions were conducted with 35+ employees which identified priorities to be addressed in the next five years. Moving forward, we will continue to work with Department leadership to ensure this Strategic Plan works hand in hand with the basic needs of our community. II. Purpose TDHCA’s Strategic Planning Guide cites several key factors that have served as our purpose for our strategic planning efforts: • To meet CSBG program requirements and CSBG grant purpose to address the reduction of poverty, the revitalization of low- income communities, and empower low-income persons to become self-sufficient • To demonstrate participation of low-income individuals in CAAs activities. • To produce decisions and actions that guide the organization’s program operations • To help prioritize efforts and determine the allocation of resources • To improve effectiveness and efficiency through agreed upon strategies and goals III. Commissioner Young nominated Commissioner Paup as Chair, and Commisioner Acosta nominated Commissioner Motwani as Chair. Commissioner Paup declined the nomination to serve as Chair, expressing interest in serving instead as Vice Chair. On Commissioner Acosta’s nomination, Commissioner Paup’s second, Commissioner Motwani was unanimously elected Chair of the CDC. On Commissioner Young’s nomination, Commissioner Tolliver’s second, Commissioner Paup was unanimously elected Vice Chair of the CDC. b) Discussion and possible action on the appointment of commissioners and election of the Chair to the CDC Housing Committee.
