The existing air grid at Dessau WWTP is not performing to specifications and not providing the air transfer efficiency required to treat the influent wastewater stream properly. Without proper treatment and air transfer efficiency, the Dessau WWTP will not meet the required state and federal effluent water quality permit limits for ammonia. This contract is being exempted from formal competition as it needs to be expedited to protect the public health and safety of the municipality’s residents. The purchase of the new grid needs to occur as soon as possible before the air temperature begins to rise. As the average monthly temperature begins to rise to above 80 degrees, the air transfer efficiency will decrease, and proper treatment of influent wastewater will not be achieved. The average monthly temperatures in Austin will be above 80 degrees in May. The assembly and manufacture time for the proposed air grid is 10 weeks. The purchase price for new air grids was based on quotes received by two vendors. In addition, the program coordinates and includes wastewater lines in poor condition in need of replacement within the project area. Barrientos Mexican American Advisory Board (MACC) recommends the City Council direct the City Manager to take the following actions and to allocate additional funds for the following items for FY 2022. These recommendations include actions that can be taken immediately outside the budget process and recommendations for the FY 2022 budget: Description of Recommendation to Council 1. Hire all open positions at the ESB-MACC left vacant prior to and during the Covid-19 pandemic. Convert long-standing Part-Time Employees to Full-Time Employees. Allocate $9,000 to replace failing maintenance equipment - i.e. golf cart. Provide feasibility Assessment for a Music Residency Program at the ESB MACC 2. 3. 4. Rationale: ALIGNMENT & PURPOSE As the City of Austin continues to champion the integration of equity into the budget process - such as pursuing formal structural changes, being deliberate in finding opportunities to prioritize equity, and redefine collaborations - the ESB MACC Advisory Board recommends the creation of a Music Residency program at the ESB MACC. The 2019 novel coronavirus pandemic has created unique challenges for the local Latino music community leaving many without the means to adjust to digital platforms. Coupled with the total lack of local recording studios catering to Latino artists, many musicians have been forced to leave the profession or move from the city entirely. Together with our community, we want to shape a Music Residency program that can help put artists back to work by sharing their knowledge and experience with emerging local artists while providing much needed services and training on how to succeed in the music industry. The MACC is fortunate to have the support of our community through the 2018 voter-approved bond initiative that has allowed us to begin the work of expanding our center to better meet the needs of the community. And as we begin to collectively imagine a brighter future, music infrastructure has been identified as one of key areas of improvement. CITIZEN COMMUNICATION Dr. Angela Valenzuela, Professor of Education at UT Austin, spoke about Academia Cuauhtli and its affiliate organization, Nuestro Grupo. Valenzuela proposed the endorsement of two propositions to transmit to the Hispanic Quality of Life Commission and the Austin City Council. The request is for funding support for a full time position as Program Director for Academia Cuauhtli and funding for a graduate researcher at the MACC to prepare an oral history of the MACC that would include an acquisition of print and media archives that would be housed at the MACC and the Austin History Center. She then described the background of Academia Cuauhtli and requested that the resolutions be put on the agenda for the May 5th Advisory Board meeting. Maria Del Carmen Unda, UT Education Graduate, also represented Academia Cuauhtli and Nuestro Grupo and provided her testimonio. Unda described the program and expressed the need to expand their services. She mentioned the low numbers of teachers that are people of color and mentioned the importance of providing resources for parents. Chair Goujon approved Nuestro Grupo as an agenda item for the next Board Meeting agenda. He mentioned the possibility to connect with Cassie Smith who is also collecting and conducting research on the MACC. 1 Chair Goujon stated the ESB MACC mission statement. PUBLIC INPUT N/A 1. Residents of the neighborhoods surrounding Williamson Creek have enjoyed this natural beauty for more than 20 years. Community efforts over a number of years, including trash pick-ups, tree planting and the removal of invasive species, have resulted in improving the health of the creek and supporting the native flora and fauna. Central Williamson Creek Greenway is slowly becoming a more welcoming green space for residents to connect with nature and for nature to thrive. We are thrilled to envision the future of a place we love so dearly with the Central Williamson Creek Greenway Vision Plan. This Vision Plan represents a 12-month process of both Williamson Creek Working Group (WCWG) formal and creative efforts to engage the community and input derived from public engagement. Community engagement activities included: community members recording their own oral histories through WCWG interviews; virtual community picnics virtual mapping enabling community to propose ideas such as food forest planting and hiking trails in and around the creek; several in-person and socially-distanced “Creek Chats” to engage the community; and a final community picnic to unveil …

The site is currently 80% impervious cover. REQUEST: There are two heritage trees on the site – one (1) 25’’ Pecan and one (1) 32’’ Red Oak – that are being requested for removal. Both trees are centrally located on the Property. See Exhibit A for tree locations. EXHIBIT A: Site Constraints Exhibit Tree locations of 25’’ Pecan (#911) and 32’’ Red Oak (#913) with 12-foot stepback around site. Stepback CONSTRAINTS: The Property consists of approximately 0.43 acres (18,944 SF), is zoned CS-NP (Commercial Services – Neighborhood Plan) and is located in the University Neighborhood Overlay (UNO) in the Inner West Campus subdistrict. The Inner West Campus subdistrict allows for a density premium of between 175 feet to 300 feet so long as 20% of the units (or beds) are reserved as affordable, including 10% that will be reserved for people making a maximum of 60% of the median income and another 10% for those making a maximum of 50% of the median income. Per § 25-2-758 (B)(1), Building Wall Height, Stepbacks, and Envelope, a 12-foot stepback on West 24th Street, Nueces Street and San Antonio Street is required. This stepback impedes the footprint of the site thereby limiting the development and reducing the developable footprint by approximately 20%. The trees requested for removal on the site are located in the middle of the site. Tree Evaluation Measurements The subject trees are one heritage 32” red oak (#913) and one heritage 25” pecan (# 911). 3 Tree #913 red oak Canopy Conditions Major asymmetry, unbalanced crown, and an overextended limb (Exhibit 1). Structure/Trunk Multiple attachments - all the leaders of the tree are connected at one place on the trunk. This is inherently a weakness with this tree's union due to lack of branch taper (Exhibit 2). Included bark was observed between two unions where stems grow closely together causing weak, under-supported branch angles which may cause branch or total tree failure (Exhibit 3). Root system Root system is almost entirely covered with disturbed and compacted impervious cover. Tree been buried to an unknown depth as the root flare is not visible. Overall Condition Tree #913 is in fair condition due to structure and poor attachments. Tree #911 pecan Canopy Conditions Displays a heightened loading on the stems as a result of the length and excessive end weight of the branches and lack of inner branches. All speakers must register in advance (Tuesday, April 6, 2021 by noon). All public comment will occur at the beginning of the meeting.
