Austin Resource Recovery does not provide waste collection services to City facilities due to the type of equipment required. Under this contract, most collection containers will be serviced on a weekly basis, with some sites utilizing roll-off containers, compactors, and balers that will be serviced as-needed. Additionally, the contract will provide services for the management and disposal of industrial Class 2 and non- hazardous special wastes for Austin Energy (AE), as well as for other departments as needed. AE manages several facilities and work sites that generate non-hazardous liquid and solid wastes, generally through routine maintenance activities. In order to comply with federal, state, and local regulations, AE requires the turn-key services of a waste disposal contractor to transport and dispose of the industrial Class 2 and non- hazardous special waste generated. The current contract for these services expires on February 28, 2020. A solicitation for a new citywide contract for these services is currently under way and this temporary contract will prevent a lapse of these services until this new contract is in place. The construction of this relocation will be included in the Texas Department of Transportation contract. TxDOT anticipates starting the utility relocation construction in the Summer of 2020. Austin Water’s existing water and wastewater lines are required to be adjusted to accommodate the proposed roadway improvements, and this agreement will allow those water and wastewater infrastructures in conflict to be adjusted. Executing this agreement will bring together the efforts of TxDOT and Austin Water in the design and construction of the roadway improvements and utility adjustments to minimize impacts to the public and save costs. The Advanced Metering Infrastructure (AMI) project will replace analog customer water meters with electronic water meters connected to a wireless network, so that meter reads will no longer be collected manually every month. After AMI implementation, water meter reads will be collected at least daily. This data will be made available to customers via electronic devices, so they can better monitor their water usage between billing cycles. Electronic water meters will improve data collection by reducing meter re-reads and providing more frequent data collection while minimizing the man-hours and vehicle mileage currently needed to support the manual meter reading contract. Near real-time AMI data will be made available to customers via smartphones, desktop computers, etc. as they use water during the billing cycle. Other potential benefits include improving customer service and satisfaction, enabling customer usage alerts before a bill arrives, and identifying potential customer-side leaks. This data will also enable Austin Water to have better system diagnostic tools, such as leak detection. Additionally, this project will produce a superior metering asset management database that will better facilitate operations and maintenance activities. Originally constructed in 1913, the North Austin Reservoir at 5802 North Lamar Blvd, is one of the oldest water facilities in Austin’s water distribution system. Over the years the facility sites, such as the existing 10 million-gallon (MG) reservoir, on-site pump station, and the booster pump station, located across Koenig Ln, have undergone several renovations, including construction and overhaul of the pumping facilities. During a 2011 condition assessment and reservoir evaluation, it was determined that the reservoir and pump station have greatly exceeded their expected useful life. Many of the critical mechanical, electrical, and structural assets at the North Austin Reservoir and Pump Stations were identified to be in poor to very poor condition. Austin Water intends to decommission the existing water reservoir and pump stations and construct a new North Zone pump station and ground storage reservoir on the existing reservoir site. The new facility will include a new ground storage tank and a Central Zone to North Zone pump station designed to current industry and utility standards. The work includes demolition of the existing 10-MG ground storage reservoir, concrete vaults and piping; and construction of an 8-MG concrete tank and new 50- million gallons per day (MGD) capacity pump station and new pump station electrical building. M E M O R A N D U M December 13, 2019 Mayor and City Council Veronica Briseno, Director Economic Development Department Response to CIUR 2160 – Resolution No. 20190523-029 regarding Fifth Street Mexican American Heritage Center Corridor Cultural District Designation TO: FROM: DATE: SUBJECT: As part of the Palm District Master Plan Resolution (No. 20190523-029), Council directed the City Manager to “return to Council by August 1, 2019, with an action to initiate the process for a cultural district designation of the Corridor, the timeline for completing the designation and identifying other actions that will amplify the stories and contributions of the Mexican American community within that corridor and its immediate surroundings.” Staff response detailed in a memorandum dated July 31, 2019 outlined the timeline and next steps toward district formation ratified through formal local and/or state recognition. The foundational step in the outlined process is the completion of best practice research on district guidelines and criteria with a report to City Council no later than October 30, 2019. This memorandum provides an overview of the City of Austin context, methodology, recommendations that will best give honor and place-based testimony to this area’s rich Mexican American heritage.
