The Office of Sustainability defines the food systemas an interconnected networkthat includes everything that happens with food — where and how it is grown, distributed and sold, consumed, and ideally recovered. STAFF PRESENTATION 2. Food System Planning Overview, Edwin Marty, Food Policy Manager for the City of Austin (see back-up materials) a. Currently the food plan timeline is focusing on what is most important to accomplish in the next five years. We will then look down the road to develop the next phase. b. This is formally a shared plan between Austin and Travis County, but since the city spreads into Williamson and Hays Counties, the plan will impact residents across three counties. Williamson County does have representation in the planning process. c. For equity assessment, each of the strategies developed by the Issue Area Groups is evaluated by the Issue Area Groups using the SEAT rubric, and then the CAC repeats the evaluation for a second level of review to ensure Equity is being effectively integrated. It is designed to prevent negative impact and make room for additional positive impact. d. Strategies developed by the Issue Area Groups are now also being compared against public input over a large number of events across all parts of the City and County to integrate all feedback received so far. e. Even though we have five separate Issue Area Groups concentrating on their area of concentration, the project team is identifying cross-cutting themes to connect the sectors and ideas brought up across different groups. We are trying to prioritize the strategies that cut across the issue areas most effectively and lift those up into the food plan. f. Austin-Travis County Food Policy Board MEETING MINUTES July 18th, 2022 The Austin-Travis County Food Policy Board (ATCFPB) convened a ‘Special Called Meeting’ on Monday July 18th at the City of Austin Permitting and Development Center, 6310 Wilhelmina Delco Dr, Room 2301, Austin, TX 78752. Some members attended remotely. College Food Access Program Update: Funding has gone to the Central Texas Food Bank, and they will release an RFP for each college campus. This would go in tandem with resources offered by the food bank. ii. Good Food Purchasing Program: Chair of working group to report back at the next Board meeting. iii. Food Planning: i. Discussion regarding the Equity Toolkit and structure for the Food Ambassador Program. OoS looking to start work with the consultant in August to co-create a work plan. CAC will be selected in September then issue areas will be determined. CAC and Consultants will help co-create an equity tool for the process (essentially an equity lens to evaluate recommendations). c. Community engagement i. Update on Good Work Austin and concern regarding CoA wage increase and its possible consequences on the local market. Especially regarding small independent food businesses unable to compete with such wage increase. ii. ATCFPB to create a statement to the city to express its concern for food industry workers and small businesses owners. Discuss the role the ATCFPB plays on this topic and how they can work on the labor issue for the food sector. iii. Considering attending community budget community calls and getting clarity on whether the wage increase includes contractors pay as well. d. Board vacancies and appointments e.
