1 COMMISSION ON SENIORS RECOMMENDATION Recommendation Number: 20210310-04A: Prioritizing COVID Vaccine appointments to People Aged 70 and Older. WHEREAS, the COVID-19 pandemic has presented unprecedented health challenges; WHEREAS, COVID-19 vaccine immunizations reduce risks of infirmity and death, and provide significant protection from COVID-19 virus infection; WHEREAS, the vaccination of people age 65+, a critical population group, is a priority while in Phase 1-B; WHEREAS, as of February 23, 2021, 10,880 residents in the 80-plus age group had not received an appointment yet after pre-registering through Austin Public Health; another 37,434 people in the 70 to 79 age group had not received an appointment; and another 48,912 in the 60 to 69 age group had not received an appointment. WHEREAS, with the addition of teachers and childcare workers it is expected demand will continue to exceed supply in Phase 1-B at least for the near term; and WHEREAS, news stories document the difficulty for some older adults in registering for a vaccine appointment and service providers have shared frustrations with the vaccine registration system, including the email registration process, over-capacity phone lines and lengthy wait times and that it is difficult for service providers to help older adults schedule vaccine appointments. It is hereby RESOLVED that: The Commission on Seniors requests the City Council direct Austin Public Health to: • Continue to focus on the prioritization of the 65 and older population, and especially those age 70 and older, before proceeding to the next Phase; • Continue to provide and expand the support necessary to gain access to vaccines for these critical population groups, including: • Expand capacity for mobile vaccinations targeting homebound older adults and homebound people with disabilities • Expand capacity for scheduling appointments via telephone • Allow service providers who work with older adults to help clients register for appointments • Allow service providers to register clients who do not have their own email address • Allow secondary contacts, such as family and service providers, who can regularly check • Provide vaccines to volunteer drivers with organizations that commit to driving older email for notification of appointments adults to vaccine appointments Vote 13-0 For: Briesemeister, Varteressian, Bordie, Cagle, Garcia-Pittman, Hauser, Jackson, Kareithi, Lugo, Nicola, Temperley, Van Sickle, Spain Against: None Abstain: None Absent: Angel Attest: Janee Briesemeister, Chair 2

1 COMMISSION ON SENIORS RESOLUTION Resolution Number: 20210310-04B: Establishing an Emergency Preparedness and Response Working Group WHEREAS, on February 12, 2021 Governor Greg Abbott issued a Declaration of State of Disaster for all of Texas due to forecasts of severe winter weather, including prolonged freezing temperatures, snow and freezing rain; and WHEREAS, more than 200,000 customers of Austin Energy lost power for days beginning in the early morning hours of February 15 due to mandatory controlled outages ordered by the Electric Reliability Council of Texas (ERCOT); and WHEREAS, the freezing temperatures and prolonged power outages also caused broken water pipes, leaving many in Austin without water and with directives to boil water for the rest; and WHEREAS, the community, local nonprofits, and city council members, often in coordination with the city, identified needs and implemented relief efforts that included delivering water and food to older adults and persons living with disabilities in apartment complexes throughout the city that lost water and power; and WHEREAS, volunteers reached over 14,000 people through wellness calls and identified over 1,000 people who needed additional support including EMS, food and/or water delivery; WHEREAS, City Council Resolution No. 20210205-006, which included in part: The City Manager report on recommended actions related to disaster relief should include, but not be limited to: • Recommendations for formalizing and improving the city’s and the community’s notification and disaster response systems for vulnerable seniors living in the community and facility settings, and for persons with disabilities, including systems for welfare checks, in consultation with the City of Austin Age Friendly Program Coordinator, the Commission on Seniors, and the Mayor’s Committee for People with Disabilities. The City Manager shall endeavor to report on these recommended actions by September 1, 2021. THEREFOR Be It Resolved: The Commission on Seniors creates the Emergency Preparedness and Response Working Group. The purpose of the working group is to make recommendations to improve preparation, communication and response to extreme weather, disasters and other emergencies. The working group will: • Engage with members of the community, providers of services to older adults, community organizers, and city departments regarding lessons learned from the February 2021 Winter Storm; • Make recommendations to the City Manager per Council Resolution No. 20210205-006 for formalizing and improving the city’s and the community’s notification and disaster response systems for vulnerable seniors living in the community and facility settings, and for persons with disabilities, …

CITY OF AUSTIN ETHICS REVIEW COMMISSION Complaint No. 20201007 MARK LITTLEFIELD, Complainant v. PECK YOUNG, VOICES OF AUSTIN Respondent § § § § § § § ORDER ON FINAL HEARING I. PROCEDURAL HISTORY On October 7, 2020, Mark Littlefield (“Complainant”) submitted to the Austin City Clerk (“City Clerk”) two sworn complaints against Peck Young, Voices of Austin (“Respondent”). The City Clerk’s Office promptly sent a copy of the complaints and a notice of filing to the City Attorney, the Chair of the Ethics Review Commission (“the Commission”), Complainant, and Respondent. The first complaint / allegation (“Complaint 1”) alleged that: (1) on or about September 26, 2020, Voices of Austin, a 501(c)(4) organization paid for an automated phone call to Austin voters and failed to comply with Austin City Code Section 2-2-33, which required a disclosure statement of the names of the five largest contributors. The second complaint / allegation (“Complaint 2”) alleged that on October 1, 2020 or on October 2, 2020, Voices of Austin, a 501(c)(4) organization “sent an email with a PDF of their ‘latest mailer’ to Austin voters”, and that Voices of Austin failed to comply with City Code Section 2-2-33 by not including a disclosure statement with the names of the five largest contributors. On November 2, 2020, a notice of Preliminary Hearing was issued, setting the hearing for November 18, 2020. Attorney Roger Borgelt appeared on behalf of Peck Young and Voices of Austin. Mr. Borgelt stated that he did not receive a copy of both complaints against Peck Young City of Austin Ethics Review Commission ORDER ON FINAL HEARING – PAGE 1 and requested a postponement of the hearing. The Commission then voted in favor of a postponement of the preliminary hearing on a vote of 9-1 of the members present. On December 18, 2020, a notice of Preliminary Hearing was issued, setting the preliminary hearing for January 13, 2021.1 At the January 13, 2021, meeting of the Commission, the preliminary hearing was not completed due to a technology failure of the WebEx virtual meeting platform. Complainant, Mark Littlefield, appeared at the hearing, and Roger Borgelt, Attorney for Peck Young and Voices of Austin, appeared on behalf of Respondent. The parties completed their preliminary hearing presentations on January 13, 2021. The Complaint alleged that Voices of Austin “sent an email with a PDF of their ‘latest mailer’ to Austin voters”, and that the communication failed to include a disclosure statement with the names of the five largest contributors as required by City Code Section 2-2-33. At a final hearing held on March 10, 2021, the Commission determined that Voices of Austin violated City Code Section 2-2-33 (Disclosure Statement Required) of Chapter 2-2 (Campaign Finance). A letter of censure is the appropriate sanction where the Commission finds a serious or repeated violation of City Code Chapter 2-7, which incorporates violations of City Code Chapter 2-2 (Campaign Finance). The Commission heard evidence and made determinations at a final hearing on the allegations. REGULAR MEETING Wednesday, March 10, 2021 EARLY CHILDHOOD COUNCIL MINUTES The Early Childhood Council (ECC) convened on Wednesday, March 10, 2021. Board Members in Attendance: Chair McHorse; Vice Chair Worthington; Members Gordon, Alvarez, Wren, Huston, Paver, Bliss Lima, and Conlin Staff in attendance: Rachel Farley, Cindy Gamez, Mary Jamsek CALL TO ORDER – Chair McHorse called the meeting to order at 8:36 a.m. CITIZEN COMMUNICATION: GENERAL - None 1. APPROVAL OF MINUTES from - Member Conlin moved to approve the February 10, 2021 meeting minutes and member Huston seconded the motion. The minutes were approved unanimously by a vote of 8-0 (Vice Chair Worthington off the dais) 2. PRESENTATION a. Women, Infants, and Children program- Diana Flores, WIC Community Engagement Coordinator, Austin Public Health WIC is the Supplemental Nutrition Program for Women, Infants and Children. The local WIC program provides services in Travis and Bastrop counties. Ms. Flores explained the WIC mission- to safeguard the health of low-income women, infants, and children who are at nutritional risk. WIC provides nutrition education, health assessments, breastfeeding support, referrals to healthcare and other resources in the community using ConnectATX, and supplemental nutritious foods each month. Food provided varies by whether someone is pregnant, breastfeeding, or formula feeding. Exclusively breastfeeding mothers receive the largest food package. Formula is provided for moms who decide to use it. Ms. Flores explained how WIC is operating during the pandemic. WIC clinics had to close due to the pandemic. Clients are being supported through alternative service models. WIC provides nutrition and breastfeeding education every 3 months through individual or group classes and participants get their benefits cards reloaded every 3 months. WIC installed drop boxes outside of each clinic. Participants drop off their cards and WIC reloads benefits and mails them the cards. Communication with clients has been a challenge during the pandemic. Each WIC clinic has its own email account. WIC also has 2-way texting software. There is a new patient portal where clients can upload documents. WIC now has a mobile unit serving Austin and Elgin/Manor and is working to add locations to help bring services to where clients are. WIC has a Facebook group, ATX Family Care, which has increased from 171 members in April 2020 to 7,000 members in March 2021. Public comment will be allowed via telephone; no in-person input will be allowed. All speakers must register in advance (March 8, 2021 by noon). All public comment will occur at the beginning of the meeting. To speak remotely at the March 9, 2021 Community Development Commission meeting, residents must: •Call or email the board liaison at 512-974-1606 or jesse.gutierrez@austintexas.gov no later than noon, March 8, 2021. The following information required: speaker name, item number(s) they wish to speak on, whether they are for/against/neutral, email address and telephone number (must be the same number that will be used to call into the meeting). •Once a request to speak has been made to the board liaison, the information to call on the day of the scheduled meeting will be provided either by email or phone call. •Speakers must call in at least 15 minutes prior to meeting start in order to speak, late callers will not be accepted and will not be able to speak. •Speakers will be placed in a queue until their time to speak. •Handouts or other information may be emailed to jesse.gutierrez@austintexas.gov by noon the day before the scheduled meeting. Commissioner Sloan joined the dais by telephone at 5:45pm; she was unable to speak due to technical issues, but was able to participate remotely by communicating with Chair Motwani and CDC administrator, Lisa Rodriguez. Commissioner Delgado joined at 5:48pm, also due to technical issues. CITIZEN COMMUNICATION: GENERAL The first 10 speakers signed up by noon the day prior to the meeting being called to order will each be allowed a three-minute allotment to address their concerns regarding items not posted on the agenda. Speakers signed up to address specific items on the agenda may also be called upon to speak at this time. No speakers signed up. 1. APPROVAL OF MINUTES Discussion and possible action on the December 4, 2020, Community Development Commission meeting minutes. Following a motion to approve by Commissioner Mejia, seconded by Commissioner Deshotel, the December 4, 2020, minutes were approved unanimously. Commissioner Louie abstained due to her excused absence at the December meeting. 2.
