The remainder of the property has interim – single family residence-standard lot (I-SF-2) zoning since it was annexed in October 2018. The property to the north recently began infrastructure improvements for a 264-unit multifamily residential development and was included in the 2006 rezoning case. To the east is an agricultural tract in the 2 mile-Extra Territorial Jurisdiction (ETJ), to the south is an undeveloped lot with an approved site plan for 292 multifamily residential units, known as Water Oak Apartments (also referred to as Three Hills Apartments) with MF-4 zoning. To the south and east is a religious assembly use in outside of the City limits and an undeveloped L-shaped tract zoned I-SF-2. Onion Creek 1 of 12B-1 C14-2020-0053 Page 2 Parkway is approximately ½ mile to the north, and the State Highway 45 / IH-35 intersection is more than a mile to the south. The Applicant proposes to zone and rezone the property to the multifamily residence (moderate-high) density (MF-4) district for the purpose of constructing 150 units of retirement housing. The existing conditional overlay limits the property to 2,000 vehicular trips per day (v.p.d.). Across FM 969 to the north is a mix of local commercial and residential land uses. A convenience store zoned LR and a large undeveloped parcel zoned LR-MU are directly across from the property. Land zoned SF-2 is also located north of the rezoning tract that contains a single family land use along FM 969, as well as the Agave single family residential neighborhood. Across Nixon Lane to the east is a gas station zoned LR and a liquor store zoned CS-1. Also across Nixon Lane are single family residential uses zoned SF-2. Immediately south of the property is land zoned SF-2 and CS that include a single family residence and a dog kennel. West of the property is land zoned SF-2 and P that contain an overhead electric utility as well as a railroad right-of-way (ROW). The majority of the subject property is within the 100 year floodplain; the property also contains a significant amount of creek buffers. Zoning and Platting Commission FY 2021 Budget Recommendations (Draft) As the City of Austin considers its FY 2021 budget, the Zoning and Platting Commission (ZAP) urges City Council Members to consider how to embed equity in our city’s spending. We stand firmly against racism, historic and ongoing, that continues to define access and opportunity in our city. Along with countless community voices, ZAP calls upon Council to adopt a budget that takes a wholistic approach to public safety. ZAP emphasizes that our community’s health is not measured by the effectiveness of law enforcement, but in the quality of our services, planning, and housing. Our service as ZAP commissioners grants us insight into investments that promote equitable outcomes. Deeply troubled by the legacies and realities of racism in our city, ZAP strongly recommends the following: • Additional funding for Neighborhood Housing and Community Development, including: o Programs that prevent and mitigate displacement which disproportionately impacts o Preservation and creation of more affordable housing across Austin, including in o Additional support for paths to homeownership, critical to addressing our racial communities of color high-opportunity areas wealth gap • Additional funding for Planning and Zoning, including: o Dedicated outreach with communities of color to involve historically excluded groups in planning processes o Additional capacity for Boards and Commissions, to ensure staff and commissioners can thoroughly review cases and consult with community stakeholders o Additional support for small area planning that secures a community voice in shaping how our neighborhoods grow and change • Additional funding for Economic Development, including: o Support for commercial affordability programs that provide capital and technical assistance to minority and women-owned businesses o Support for arts and cultural heritage programming that preserves and celebrates the creative contributions of communities of color o Support for workforce development programs that amplify opportunities and build skills among low-income and minority job seekers • Across all City of Austin departments: o Dedicated resources for public engagement that seeks out and lifts up marginalized o voices Improved digital community engagement that promotes equitable and inclusive participation in public meetings o Equitable allocation of all budgets, services, bonds, and capital investments to communities of color in Austin.

As a recent UT graduate, I was checking out job possibilities in city hall. And as it turned out, Dick was leaving for graduate school and his position as a research analyst in the planning department was open. I was hired and Dick spent the next several weeks teaching me the basics of his job. Dick returned to Austin to continue his career in 1965 and when he finally decided to leave almost two decades later, I was again honored to assume his job responsibilities. And he was again there to ensure my smooth transition. While I have often said that I twice replaced Dick, that is actually not true because Dick Lillie was not replaceable! In both 1961 and 1984, all I did was continue his work. Over the past 60 years I have been associated with many many planners and, without hesitancy, I can say that none matched Dick’s caring, competency and character. COMMISSION RECOMMENDATION City of Austin Commission on Veterans Affairs Recommendation Number: Kiro Action Veterans Transitional Housing Program (KAVTHP) WHEREAS, the City of Austin Commission on Veterans Affairs was chartered in 2013 by City Council to advocate solutions to Austin Veterans homelessness, housing, employment, education/training, women issues, PTSD/mental health and counseling. WHEREAS, the Commission on Veteran Affairs, (Commission) is authorized by Austin City Code 2-1-126 to serve as an advisory body to council concerning the well-being of military veterans in the Austin area. WHEREAS, Veterans homelessness in Austin is complicated by the lack of affordable housing leases within Austin with close proximity to resource providers, employers and infrastructure. Vouchers and third-party lease payments often are not enough to lease acceptable housing within Austin, further, public transportation with access to Veterans service providers and work are a challenge and limit housing options for Veterans. WHEREAS, Veterans employment, education, training, women and family counseling, PTSD/mental health, healthcare, and VA benefits counseling are scattered throughout Austin and decentralized; making access to vital and necessary services difficult for some Veterans with disabilities, limited economic, mobility and transportation resources. WHEREAS, the Commission is specifically authorized to recommend programs designed to support the well-being of military veterans in Austin. Veteran homelessness has been a particular issue affecting veterans nationally, and Austin, as a whole. Chair Doris Williams called the Board Meeting to order at 10:27AM. Chair Williams made the suggestion to spell out TAP as “Transition Assistance Program” on the forth bullet. Chair Williams made a motion to approve the meeting minutes after the correction and Commissioner Pete Salazar seconded the motion. Motion passed with no objection. 2. BUSINESS Sam Haytham with Kiro Action updated the Commission on their progress with the solution with overcoming Veteran homelessness in Austin. Sam Haytham has secured meetings with veteran non-profit organizations, State, Mayor, Council, and City manager with their full support to make the mission come into fruition. Current prototype is at Mueller and Sam is seeking for the Veterans Commission to come up with the language to help the Mayor, City Manager and public to explain the reasoning and purpose of deploying the project. The Veterans Park has started the initial work on creating the park before COVID and currently there are no current updates on the updated timeline. Prior to COVID, the timeline of finishing the park which was originally slated for completion for June and will request Parks and Recreation to provide an update at the next meeting. Commissioner Just and Vice Chair Jimenez has no current updates on the Veterans Court Referral Policy and will get together to come up with the language for the proposed draft to be released to the City Council on the guidance that prosecutors should COMMISSION ON VETERAN AFFAIRS MEETING MINUTES lean more towards referring veterans towards veterans court. While we certainly do understand that our main focus and priority should continue to remain on colleges and universities here in the City of Austin, we have also recognized that the academic success and the well-being of every K-12 student here in the City of Austin will directly impact the future enrollment of all Austin area colleges and/or universities. The College Student Commission feels that it is pertinent that we also advocate on behalf of the younger K-12 student population as well. For background purposes, the City of Austin both historically and in present time has continued to have a college student population that is approximately greater than or equal to about 100,000+ college students. Furthermore, the City of Austin has continued to have an estimated 80,000+ K-12 students as well. As you might already be aware, both the use of force and violent policing tactics have continued to be utilized by School Resource Officers (SROs) within a number of Austin ISD schools, as well as by several University Police Department (UPD) officers across multiple college campuses here in the City of Austin. This has done nothing but mirror the national crisis of police brutality in these environments across the entire United States of America. For decades, the use of policing in educational facilities has allowed for the school-to-prison pipeline system to be enforced, in which Black and Hispanic students have faced extremely disproportionate high rates of discipline and referrals to institutions such as the Travis County Juvenile Detention Center, JJAEP, DAEP, the Alternative Learning Center, as well as the broader prison system in which most adult students are referred to. Ultimately, this highly inappropriate level of school discipline has prevented thousands, if not millions of students from receiving the educational opportunities and outcomes that they deserve.
