Art in Public Places Cultural Arts Division Economic Development Department Prospectus MACC Phase 2 Improvement Project S Artwork Budgets: Sculpture Garden - $200,000 Lake Level Exterior Wall - $90,000 Project Summary The City of Austin Art in Public Places (AIPP) program of the Cultural Arts Division, Economic Development Department (EDD) seeks to commission professional visual artists, or artist teams, to design and fabricate two artworks for the MACC Phase 2 Renovations and Expansion Project located at 600 River Street on Lady Bird Lake, adjacent to the Rainey Street Historic District, District 9. The Emma S. Barrientos Mexican American Cultural Center (ESB-MACC) has entered Phase 2 of the 2018 Facility Expansion Plan (2018 Plan) approved by Austin City Council. Phase 2 includes expansion and renovation of the facility in addition to site improvements to meet the growing needs of the community. The completed project will support programs which foster meaningful understanding and appreciation of Mexican American, Native American, Chicano, and other Latinx Cultures. The project is sponsored by the Parks and Recreation Department (PARD) and managed by Public Works Department (PWD). More information is at https://www.austintexas.gov/MaccPhase2. Utilizing the 2018 Plan as a guide, Schematic Design of the facility is complete seventeen listening sessions with the community spanning from 2017-2021. and support by the Design Commission, Downtown Commission, Hispanic/Latino Quality of Life Advisory Commission, the Waller Creek Local Government Corporation and the ESB-MACC Advisory Board . The project team is in the Design Development phase as of spring of 2022. Project Background The Emma S. Barrientos Mexican American Cultural Center is dedicated to the preservation, creation, presentation, and promotion of the cultural arts of Mexican American and Latino cultures. The programs and education curriculum include the areas of visual art, theatre, dance, literature, music, multi-media, and the culinary arts. Annual Internal Review This report covers the time period of 7/1/2021 to 6/30/2022 Historic Landmark Commission ____________________________________ The Board/Commission mission statement (per the City Code) is: Pursuant to Section 2-1-147(B) of the Code of the City of Austin, the Historic Landmark Commission: 1. Shall prepare and periodically revise an inventory of the structures and areas that may be eligible for designation as historic landmarks. 2. Shall prepare, review, and propose amendments to the Historic Landmark Preservation Plan. 3. Shall review requests to establish or remove a historic designation and make recommendations on the requests to the Land Use Commission, as determined in accordance with Section 25-1-46 of the Code of the City of Austin. 4. Shall provide information and counseling to owners of structures that are designated as historic structures. 5. May initiate zoning or rezoning of property to establish or remove a historic 6. May recommend amendments to the Code of the City of Austin relating to designation. historic preservation. 7. May recommend that the City acquire property if the Commission finds that acquisition by the City is the only means by which to preserve the property. 8. Describe the board’s actions supporting their mission during the previous calendar year. Address all elements of the board’s mission statement as provided in the relevant sections of the City Code. 1. The Commission references several surveys in evaluating historical significance for historic-age properties subject to applications for demolition and relocation permits, as well as building permits in National Register districts. These include the East Austin Historic Resources Survey (2016), the Old Austin Neighborhood Association / West Downtown survey (2020), and the North Central Austin survey (2021), among others. A survey of Downtown Austin is anticipated to be completed in fiscal year 2022-23. 2. The Commission recommended new citywide Historic Design Standards as an essential resource for property owners and professionals that increases equity in City processes in fiscal year 2020-21. WHEREAS, the Environmental Commission recognizes the site is located in the Onion Creek, Suburban Watershed, and the Desired Development Zone; and WHEREAS, the Environmental Commission recognizes having determined the required Findings of Fact have been met that Staff recommends this variance with the following conditions. THEREFORE, the Environmental Commission recommends the variance request with the following: Staff Conditions: 1. Increase Critical Water Quality Zone buffer averaged area to enhance overall preservation. 2. Revegetate throughout the entire Critical Water Quality Zone within the property thus maintaining the existing channel. 3. All speakers must register in advance (7/4/2022 by noon). All public comment will occur at the beginning of the meeting. To speak remotely at the July 5, 2022, HIV Planning Council Meeting, members of the public must: •Call or email the board liaison at (512) 972-5806 and Jaseudia.Killion@austintexas.gov no later than noon, (the day before the meeting). The information required is the speaker’s name, item number(s) they wish to speak on, whether they are for/against/neutral, and a telephone number or email address. •Once a request to speak has been called in or emailed to the board liaison, residents will receive either an email or phone call providing the telephone number to call on the day of the scheduled meeting. •Speakers must call in at least 15 minutes prior to meeting start in order to speak, late callers will not be accepted and will not be able to speak. •Speakers will be placed in a queue until their time to speak. •Handouts or other information may be emailed to Jaseudia.Killion@austintexas.gov by Noon the day before the scheduled meeting. At that time, the City of Austin attached TIA requirements via conditional overlay (CO) instead of via public restrictive covenant (RC). Staff recommends that the property remain subject to the TIA; City of Austin Law Department will determine whether a CO or RC is appropriate to tie the TIA to the property. DEPARTMENT COMMENTS: The subject property is located at the southeast corner of Dessau Road and Arborside Drive. The undeveloped property is currently zoned MF-3-CO, with the CO attaching TIA requirements as described in the Issues section. An unconstructed road right-of-way (ROW) is along the south side of the property (Edgeworth Bend), and unnamed streets are located along the east property lines. Property to the south and southeast is zoned MF-4 and includes undeveloped land and multifamily land uses. East of the rezoning tract are undeveloped SF-6-CO tracts; further northeast of the property are SF-6-CO tracts that are developed with small lot single family residences. Across Arborside Drive to the north is undeveloped land zoned MF-3-CO. Across Dessau Road to the west is a single family neighborhood zoned SF-3-NP. Please see Exhibits A and B- Zoning Map and Aerial Exhibit. The subject property was rezoned from Traditional Neighborhood Development (TND) to GR-CO and LI-CO in 2011.
