Approve the minutes of the Public Safety Commission regular meeting on January 9, 2023 The minutes of the Public Safety Commission regular meeting on January 9, 2023 were approved on Vice Chair Ruttan’s motion, Commissioner Hermesmeyer’s second on a 7- 0 vote. Commissioners Holmes, Orr, and Reyes were absent. 2. Approve the minutes of the Public Safety Commission regular meeting on March 6, 2023. The minutes of the Public Safety Commission regular meeting on March 6, 2023 were approved on Vice Chair Ruttan’s motion, Commissioner Bernhardt’s second on a 7-0 vote. Commissioners Holmes, Orr, and Reyes were absent. 3. Approve the minutes of the Public Safety Commission regular meeting on September 9, 2024. RESOLUTION FOR SUPPORT OF SUNDAY SESSIONS ATX WHEREAS, Sunday Sessions ATX is a community-focused organization dedicated to fostering inclusivity, well-being, and engagement through free, open-to-the-public music events hosted in outdoor greenspaces that reflect the City of Austin’s cultural identity and enhance its reputation as the "Live Music Capital of the World"; and WHEREAS, the City of Austin recognizes the significant social and economic benefits of supporting free community events, which attract visitors, support local businesses, and provide meaningful opportunities for community engagement; and WHEREAS, the City Council, in Resolution No. 20240215-023, acknowledged the challenges faced by event organizers due to rising costs, emphasizing the need for support to sustain free, accessible community events like "Blues on the Green," which contribute to Austin’s cultural vibrancy; and directed the City Manager to solicit input from the Arts, Music, and Quality of Life commissions in developing recommendations to support and sustain these events by utilizing partnerships across all areas of expertise involved in the live music and arts event space, with the goal of expanding opportunities for the City to co-sponsor community events that are centered around locality, diversity, and inclusivity; and further established an ordinance for associated fee waivers, co-sponsorships, or related budget authorizations needed to effectuate these goals; and WHEREAS, Sunday Sessions ATX is an ongoing, monthly event that aligns with the goals outlined in Resolution No. 20240215-023 by providing free access to local music, arts, and wellness activities, while creating inclusive and diverse spaces for Austinites; and WHEREAS, the ACE permitting fee presents a financial barrier for small, grassroots organizations like Sunday Sessions ATX, and waiving this fee on an ongoing basis would directly support the City’s goal of fostering open, accessible, and culturally enriching events; and WHEREAS, the City of Austin is committed to preserving and promoting accessible community events that reflect Austin’s diversity and vibrancy, including supporting organizations like Sunday Sessions ATX through fee waivers and other resources to ensure their long-term sustainability; NOW, THEREFORE, BE IT RESOLVED, that the Music Commission requests that the Austin City Council direct the City Manager’s Office to waive the ACE permitting fees for Sunday Sessions ATX on a recurring, monthly basis in recognition of its valuable contributions to Austin’s cultural and community life, as part of the City's broader efforts to support free, public, and inclusive events; and BE IT FURTHER RESOLVED, that the Music Commission supports exploring additional partnerships and …

She explained that A3 was created to raise money for artists, musicians, and performers that share their work for free within the city of Austin and mentioned that after retiring from PARD in March her intentions were for her to find a way to allow the public to make contributions to artists so the community could enjoy the work artist do on city property. She let the board know there would be a kickoff party for A3 and invited them to attend the event on September 12, 2024, beginning at 7:00pm at Canopy Arts Center. APPROVAL OF MINUTES 1. Barrientos Mexican American Cultural Center Phase 2 Improvements Project Update October 4, 2024 Heidi Tse, Capital Delivery Project Manager PROJECT TIMELINE: • ESB MACC Groundbreaking for Phase 2 Improvements / Move-Out Began– 12/10/22. • Parking Lot Closure – 3/10/23. • Contractor Mobilization/Pre-construction Inspections – Began 3/11/23. • Permitting (Site) – Approved on 7/25/23. • Bidding & Negotiation (GMP1/Site) – Executed contract on 8/28/23. • Construction (Site) – Underway since 8/28/23. • Permitting (Building) – Approved on 3/4/24. • Bidding & Negotiation (GMP2/Building) – Executed contract on 3/7/24. • Construction (Site + Building) – Currently underway. • AIPP ESB-MACC Phase 2 – Artist(s) selection approval by Austin City Council on 8/29/24 • Topping Out – Topmost structural beam was lifted into place on 9/11/24. CONSTRUCTION PROGRESS: Building HVAC (heating, cooling & air condition) controls are being programmed and integrated with existing software after permanent cooling is in place. Construction of site retaining walls continues for the next two months. Storm water lines are being located at the zocalo perimeter for drainage. Steel for the shade structure in the zocalo is expected to arrive and erected this month. Slab for the expansion on level two has been poured for the south addition followed by the north addition. Interior framing and preparations for overhead plumbing is underway in the new additions. Auditorium renovation of a new raised control booth has begun. ANNOUNCEMENTS: • Concrete pours will continue. Large steel delivery expected this month. Work hours will adhere to the City’s noise ordinance. Ordinance information can be found here. • The Confluence, a separate public/private partnership project has increased activities at the ESB MACC. The parking lot is the construction access point for the east side of the creek delta. Olivia Tamzarian, ESB-MACC Culture and Arts Education Marketing & Outreach Representative reported on Education, Academia Cuauhtli, Caminos Teen Leadership programming, and current and upcoming marketing and outreach events. She also shared an update on the MACC’s Viva Mexico event, 1 reminding the board that they had partnered with Univision, Claudia Talamantez, Karla Barreto, Blanca Gaytan, and the Mexican Consulate Humberto Hernandez Haddad. She stated there were over 1,200 participants in attendance and thanked everyone for their role in executing an amazing celebration. Construction of a rooftop addition containing a bedroom and bathroom, to be accessed from within at a stairway from the ground floor residence. Addition will also feature a flat side terrace at the south half of the house, removing the existing side-gabled roof. The second-floor addition will have a roof sloping to the side that projects above the peak of the historic roof assembly by roughly five feet. The addition will be clad in steel and glass, and the wood cladding will be vertical, rather than horizontal, in orientation. Most windows are proposed to be removed at the ground floor of the southeast and northeast elevations, to be replaced with various styles of windows, most of which are steel framed. At the rear of the property, the ground floor deck is proposed to be extended, with a glass paneled handrail replacing the wood picket system. Below, the lower floor rear deck will be visually enclosed by a vertical slat assembly. Lower floor is proposed to be converted from one unit into two and would see one exterior door at the rear of the building removed. This would result in the property becoming a three-unit development. ARCHITECTURE The asymmetrical bungalow at 701 Baylor Street appears to be one-story from the front of the property, but due to the sloping elevation, there is a full lower floor that can be accessed from the side and rear. The house features an ample front gable with a smaller inset gable serving as cover over the front porch, which is supported by three ample brick and wood support posts. This porch extends across the southern two-thirds of the front façade. Four large windows are also present, two in each side of the front door. A slender chimney is located at the north side of the house, which extends above the moderately-pitched roof. The side of the house facing an alley features a privacy wall constructed of stone, brick, ceramic tile, and is capped with salvaged bowling balls. PROJECT SPECIFICATIONS DESIGN STANDARDS Construction of a detached housing unit at the rear of the property to create a two-unit development on the plot. The second unit has a two-story design and is proposed to be located at the rear of the driveway at the southeast corner of the lot. The Robertson/Stuart & Mair Design Standards are used to evaluate projects within the historic district. The following standards apply to the proposed project: Residential new construction The design of the proposed second housing unit is contemporary, and generally blends well with the main house, which was constructed outside the period of significance for the neighborhood. Its location is at the rear corner of the lot, which creates a larger setback than its neighbors, but the proximity from building to building is a far enough distance to allow each to be read as separate, distinct and also does not read as an attached addition. Though the design can’t be described as compatible with historic resources in the district in terms of setback or material cladding, it does fit with the non-contributing main house. The second housing unit closely aligns with the ceiling height of the main house at both floors. The grade changes in this section of the district make it difficult to read even one-story contributing structures as being level, but the proposed floor grades are typical of neighboring properties. The cladding material is set at a vertical orientation, which is not typical among the surrounding properties. For entry and orientation, the unit faces the street, like the main house, and features a side porch that does not seek to inappropriately emulate a front porch that would be more fitting closer to the street. Summary The project mostly meets the applicable standards. COMMITTEE FEEDBACK Per the local district design guidelines, a contemporary appearance is permitted, and, in this case, fits well with the main house currently on site. The design appears to be slightly tall, but it conforms to the 32-foot maximum height allowed by the design standards. Overall, a compatible design for this lot and size. Exterior cladding is brick, and the main house has a side gabled roof clad in composition shingle. At the rear, a sunroom is present and in the original drawings, though the sunroom’s windows appear different and may have been replaced. The Graves House was designated historic by the City of Austin in 2004. DESIGN STANDARDS The City of Austin’s Historic Design Standards (March 2021) are based on the Secretary of the Interior’s Standards for Rehabilitation and are used to evaluate projects at historic landmarks. HISTORIC LANDMARK COMMISSION PERMITS IN NATIONAL REGISTER HISTORIC DISTRICTS OCTOBER 2, 2204 SB-2024-086522 / SB-2024-086516 CONGRESS AVENUE HISTORIC DISTRICT 312 ½ CONGRESS AVENUE 14.0 – 15.0 – 1 PROPOSAL Install several types of signage on a contributing building. PROJECT SPECIFICATIONS Install signage on the Congress Avenue-facing elevation of a two-story commercial building that contributes to the district. The signage types and locations are the following: 1) Cabinet sign above the ground floor and between medallions, installed into masonry. Non-illuminated. 2) Blade sign at ground level, installed at transom height and projecting out towards Congress Avenue. Non-illuminated. 3) Vinyl signage attached to all second-floor windows, fit around muntins. 4) Vinyl signage attached to storefront and transom window on one bay of ground-floor. ARCHITECTURE The Downtown Austin historic resource survey calls the building at 310-312 Congress Avenue an Italianate commercial structure and part of a two-part commercial block. The design is simple and straightforward, with façade split into three bays. The middle bay serves as a recessed entry with large, glazed storefront windows on either side. Above, the second- floor features three large 4/4 windows that appear to be operable and likely either original or based heavily on an original design. The cornice line features modest dentils and brick patterns that very slightly project from the rest of the façade below. Between the two floors, metal medallions in the shape of lion’s heads are present that may have previously anchored an awning or sidewalk covering. DESIGN STANDARDS The City of Austin Signage Guidelines are used to evaluate projects within the historic district. The following standards apply to the proposed project: Number of Signs: The Commission allows one sign per building, unless the building has multiple tenants; in this case, the Commission may allow one sign per façade module, if the façade modules correspond to tenant spaces. The Commission may also allow one sign for each street frontage if the building is at an intersection. A single directory sign is appropriate for a large building with multiple tenants. The Commission and HPO allow one sign per building unless there are multiple tenants. The two-story design of this building implies a two tenant, upstairs/downstairs type of use, so more than one sign may be approvable. However, all signage proposed is for one tenant. While two of the signage types are vinyl and attached to the windows, the cabinet and blade signs are proposed to …
