City of Austin Office of the City Auditor Risk Assessment Aviation Risk Assessment October 2024 This is a special report to assess risks related to the City’s Aviation Department operations at the Austin- Bergstrom International Airport. We evaluated risks across 13 different categories within the control of the Aviation Department. For a summary of these categories, see Appendix A. Based on our work, the top three risk areas facing the Aviation Department are: 1. contract and vendor management 2. asset management and maintenance 3. emergency management and safety Although we are not issuing recommendations in this report, these top risk areas will be considered in our annual audit planning process, which may result in future audits. Objective Identify possible audit projects for the 2025 and future audit plans based on an assessment of the top risk areas facing the City of Austin’s Aviation Department. Background The Aviation Department markets Austin’s Airport as AUS. The Federal Aviation Administration classifies airports into categories based on their traffic volume and activities. Large hub airports like AUS receive 1% or more of the annual U.S. commercial passenger enplanements. The City of Austin owns the Austin-Bergstrom International Airport (Airport). The Aviation Department operates the Airport with a fiscal year 2024 budget of approximately $343 million and 674 full-time employees. In addition to City of Austin employees, Aviation staff reported that around 8,000 airline, construction, concession, and other contracted employees work at the Airport. The Aviation Department is an enterprise department that generates its own revenue to cover operating costs instead of using local tax dollars. The Airport opened in 1999 with the capacity to accommodate 11 million travelers, annually. However, the Airport has significantly outgrown its capacity, recently transitioning from a medium to a large airport. In 2020, the Airport experienced a dip in the number of traveling passengers due to the COVID-19 pandemic. However, this figure began rebounding in 2021 and continues to rise year over year, with over 22 million travelers in 2023. Estimating crash costs to Austin taxpayers Abigail Jackson UT Austin Community & Regional Planning Research Fellow, Transit Forward Background ● Austin’s Strategic Mobility Plan (2019) sought to expand transit usage in order to address multiple challenges facing the city, including the high societal and economic costs of motor vehicle crashes (MVC) ● MVC was top cause of death in 2020 for those 15-24 and in the top four for those 25-44 according to TX Dept of State Health Services ● Estimated to cost Austin’s economy between $350 million to $500 million in 2019 When assessing the costs and benefits of implementing Project Connect and striving for 50/50 mode share, Taxpayers should be aware of the potential for savings through reduced motor vehicle crash costs Crash Costs Estimation Process National Highway Traffic Safety Administration framework 1. Understand crash counts per year, categorized by injury type 2. Calculate per-crash costs in 10 cost categories–e.g. Medical, EMS, private and public property damage 3. Adjust per-crash costs to fit Austin economic context and adjust for inflation 4. Calculate total costs by payee (e.g. public vs. individual costs), 5. DRAFT RECOMMENDATION TO CITY COUNCIL Robert Mueller Municipal Airport Plan Implementation Advisory Commission Recommendation Number (20241112-005); Recommendation to the Austin City Council regarding the Transition of Mueller from the MDA/Catellus to Mueller's POA WHEREAS, the City of Austin’s Robert Mueller Municipal Airport Plan Implementation Advisory Commission (PIAC) was established to advise the City Council on the implementation of Mueller’s Master Plan and other redevelopment issues regarding the Master Development Agreement (MDA) between the City and Master Developer, Catellus Austin, LLC; and WHEREAS, on January 9, 2024, in anticipation of its impending abolishment with the December 2, 2024 termination date of the MDA, the PIAC created its second Mueller Transition Working Group (MTWG) to study the changes in governing and management of Mueller as Catellus prepares to cease its participation after it is no longer a partner, and to recommend potential actions or policies to the City Council aimed at sustaining Mueller’s success as a model, high-density, new-urbanist neighborhood with affordable housing in central East Austin; and WHEREAS, on November 21, 2013, the City Code Section 2-1-169, (D) was unanimously amended by the Austin City Council to specify the PIAC is to be abolished on the date that the MDA between the City and Catellus expires or is terminated, which will occur on or before December 31, 2027; and WHEREAS, Mueller is a certified Safe, Mixed-Income, Accessible, Reasonably-priced, Transit-Oriented (S.M.A.R.T) housing development, yet has no City-owned buildings specifically planned for community use; and WHEREAS, the MDA required and Catellus has provided 25 percent of Mueller's overall housing as affordable to households with incomes at or below 60 percent of Austin’s Median Family Income (MFI) for rental housing, and 80 percent of MFI for purchased housing; and WHEREAS, Mueller’s stormwater management system, 140 acres of parks, open space, trails, swimming pools and the remediated Control Tower and Browning Hangar, serve, benefit and are heavily used by the larger East Austin community, prompting the City Council to approve annual payments, as budget allows, to the Mueller Property Owners Association (POA) towards maintaining the dedicated Parkland; and WHEREAS, the Mueller Tax Increment Financing (TIF) debt is projected to be retired in 2032, and based on the most recent available data, annual Mueller TIF revenue exceeds its annual service costs. RECOMMENDATION TO CITY COUNCIL Robert Mueller Municipal Airport Plan Implementation Advisory Commission Recommendation Number (20241112-005); Recommendation to the Austin City Council regarding the Transition of Mueller from the MDA/Catellus to Mueller's POA WHEREAS, the City of Austin’s Robert Mueller Municipal Airport Plan Implementation Advisory Commission (PIAC) was established to advise the City Council on the implementation of Mueller’s Master Plan and other redevelopment issues regarding the Master Development Agreement (MDA) between the City and Master Developer, Catellus Austin, LLC; and WHEREAS, on January 9, 2024, in anticipation of its impending abolishment with the December 2, 2024 termination date of the MDA, the PIAC created its second Mueller Transition Working Group (MTWG) to study the changes in governing and management of Mueller as Catellus prepares to cease its participation after it is no longer a partner, and to recommend potential actions or policies to the City Council aimed at sustaining Mueller’s success as a model, high-density, new-urbanist neighborhood with affordable housing in central East Austin; and WHEREAS, on November 21, 2013, the City Code Section 2-1-169, (D) was unanimously amended by the Austin City Council to specify the PIAC is to be abolished on the date that the MDA between the City and Catellus expires or is terminated, which will occur on or before December 31, 2027; and WHEREAS, Mueller is a certified Safe, Mixed-Income, Accessible, Reasonably-priced, Transit-Oriented (S.M.A.R.T) housing development, yet has no City-owned buildings specifically planned for community use; and WHEREAS, the MDA required and Catellus has provided 25 percent of Mueller's overall housing as affordable to households with incomes at or below 60 percent of Austin’s Median Family Income (MFI) for rental housing, and 80 percent of MFI for purchased housing; and WHEREAS, Mueller’s stormwater management system, 140 acres of parks, open space, trails, swimming pools and the remediated Control Tower and Browning Hangar, serve, benefit and are heavily used by the larger East Austin community, prompting the City Council to approve annual payments, as budget allows, to the Mueller Property Owners Association (POA) towards maintaining the dedicated Parkland; and WHEREAS, the Mueller Tax Increment Financing (TIF) debt is projected to be retired in 2032, and based on the most recent available data, annual Mueller TIF revenue exceeds its annual service costs. We have been notified that the property owner of this address believes that an upgraded future land use designation status would increase their pool of potential renters, as they were having trouble leasing their property. As of this writing, every office building on W 49th Street and the adjacent streets, are leased and fully occupied, including as of this week, the property in question. 1200 W 49th street is now leased by Overland Architecture, an appropriate and welcome use in our neighborhood. Myself and my neighbors who have owned and resided in single family properties on W 49th street, most for over twenty years don’t see a need for this type of change to improve the rentability of any of these properties, if they are already fully rented under the current land use designation. It is our contention that the current land use reflects the need for compatibility with the other existing residential and office uses in our neighborhood and community. CASE MANAGER COMMENTS: The property in question is currently undeveloped land just to the east of the 183 Toll Road, approximately ½ mile north of the Colorado River. It is largely surrounded by LI-NP to the north, south and east. Across the 183 Toll Road is CS-NP zoning and there are pockets of CS- and GR- base zoning along and at interchanges along the tollway. BASIS OF RECOMMENDATION: Zoning should allow for reasonable use of the property. Currently with an I-RR-NP the property does not have much reasonable use. The subject tract is less than 4 miles from Downtown Austin and hardly a rural residential area any longer. Granting a zoning more in line with the more intense zoning along the 183 Toll Road would allow for reasonable use of the property. C14-2024-0127 2 Change in conditions has occurred within the area indicating that there is a basis for changing the originally established zoning and/ or development restrictions for the property. The subject tract was originally zoned I-RR-NP before the construction of the 183 Toll Road. There have been substantial changes in the immediate area because of this more intense freeway development. While the subject tract is a small triangle it is not intended to be used for a transportation purpose, as indicated in the FLUM, nor is there a reason to keep it zoned I-RR-NP. This rezoning request is appropriate for the tract given the recent redevelopment and the high concentration intense zoning in this immediate area.
