Ordinarily, significant changes to a building’s main façade that are visible from the street need to appear before the HLC. If the new plans do not significantly differ from the previously approved window changes, however, we can administratively approve them. If they are more dramatic or otherwise involve marked deviation from the approved plans, the HLC will need to re-review. If the Commission votes to postpone this month, we can roll your new plans into February’s hearing without starting the process over. If you’d like to speak in general to the demolition alternatives you’re considering at this meeting, you’re absolutely entitled to that; if you want to have elevations available to the Commission before speaking, we can postpone to February to give y’all some time to attend ARC. Each option will probably grant you a similar general timeframe, as far as redesign and HLC approval goes, so it really just depends on your comfort level with the project proposal and testimony/feedback options Elizabeth mentioned earlier. Allowing the house at 2803 Bonnie Road to be torn down is going to continue the abhorrent process of the dissolution of our community identity. Home builders are buying properties across the city and building cold modern homes that do not reflect the character that made Austin desirable in the first place. The charms of the neighborhoods are being lost for the sake of market value and making already expensive home prices to be out of reach of residents in Austin. In the question of Bonnie road house, it is not falling down or in disrepair. The argument that the home isn’t eligible for a historic marker because the residents weren’t significant enough is a slap int he face of Austin residents. Austin is the State Capitol home to countless government employees who allow the state to function. Mr. Reichert worked for the Texas Highway Department after serving public radio for years. While that may not be significant to the greater history of the State, people like that are what make Austin special. I hope that my service to the State Legislature is not one day evaluated by city staff as not significant in 80 years. Nalle Custom Homes is going to build a custom home that looks exactly like all their other homes… sell it for millions of dollars and make the prospect of actual Austin residents looking for affordable homes continuously more difficult. More and more neighborhoods in Austin are slowly becoming carbon copies of Nalle homes and other modern builds. The unique draw that Austin has is disappearing because houses like Bonnie Road are being destroyed. These ‘custom’ homes are all so similar they’re going to turn our beautiful and historic city neighborhoods into streets no better than suburban masterplanned communities. 1 COLLEGE STUDENT COMMISSION RECOMMENDATION Recommendation Number #20210122-3b College Food Insecurity Grant Program WHEREAS, the City of Austin College Student Commission has been established and authorized to advise members of the Austin City Council on topics that affect college students here in the City of Austin; and WHEREAS, the City of Austin both historically and in present time continues to have a young college student population that is greater than or equal to approximately 100,000+ students; and WHEREAS, the Food Insecurity Working Group was created by the College Student Commission to form productive solutions to combating food insecurity across college campuses in the City of Austin; and WHEREAS, the Food Insecurity Working Group has been informed and guided by partnerships with experts on this pressing matter, such as representatives from the Central Texas Food Bank, wherein we have explored a variety of potential local solutions; and WHEREAS, the food security needs of each Austin college are unique, and the available services at each campus are at varying levels of development and financial support; and WHEREAS, the development of a city grant program would allow for targeted investment in tailored community-based solutions that build on preexisting university programming and infrastructure; and WHEREAS, a study conducted in March 2020 by The Hope Center for College, Community and Justice, which surveyed “38,602 students attending 54 colleges and universities in 26 states,” found that as a result of the devastating economic impacts of COVID-19, “rates of food insecurity among students ranged from 42% to 56% at two-year institutions and from 33% to 42% at four-year institutions;1” and 1 Goldrick-Rab, S., Coca, V., Welton, C. Austin Economic Development Corporation: Board Nomination The Austin Economic Development Corporation is a public, nonprofit, local corporation that serves Austin as a partner in facilitating holistic and collaborative, public-private initiatives to secure inclusive outcomes that strengthen the values of the city. The corporation is governed by a “blue-ribbon” board consisting of 21 members who are nominated by the City and other external agencies in the community. Each nominating body will be given a description of the subject matter area, qualifications and skill sets for an ideal nominee. The City Council will confirm a single selected candidate by majority vote. Criteria for Nomination(s): 1. Resident of the City of Austin; 2. Individual holds a strong background, understanding and familiarity of the nominating organization and the community the nominating body serves; Individual possess demonstrable skills and experience in the areas of industry, public/private partnerships, infrastructure or transportation, real estate development or construction, urban/regional planning, historic preservation, finance, creative and music industry, minority and women-owned businesses (MWBE), and/or workforce; Individual understands AEDC’s role in functions such as lease administration, transaction support and public development; 3. 4. 5. Austin Economic Development Corporation Stakeholder Update and Discussion on Governance Background Resolutions 20141211-122 and 20170216-040 the Austin City Council directed the City Manager to “deliver a feasibility study” and “bring forward…specific proposals” related to the creation of an economic development entity with the capacity to “create or support development of affordable housing, redevelopment, revitalization and other priority projects and goals of the City.” As staff began working with an external consultant to prepare recommendations and working documents for the creation of an entity, Council provided additional direction to align the development of the economic development entity with the intent and creation of an “Austin Cultural Trust” through resolutions 20180215-082 and 20190808-072. In May of this year, Council further directed the City Manager to expedite a review of existing entities and resources that could be centralized to support the timely execution of recovery efforts that could secure or retain creative culture and community benefits in resolutions 20200521-095 and 20200521-096. The Economic Development Department (EDD) staff and consultant presented recommendations for creation of a holistic economic development entity for discussion during the Council Work Session on August 25th. As outlined in the memo provided with the report to Mayor and Council on July 31, 2020. Through Resolution 20201001-055 Council approved the legal documents needed for the creation of the Austin Economic Development Corporation (AEDC) and simultaneously approved staff’s recommendations to appoint the first six places as an interim board. 2 Public Real Estate Developer As Cities grow to scale, some create a public developer Why? ENVIRONMENTAL COMMISSION MOTION 20210120 002c Subject: City of Austin’s 87th State Legislative Agenda Motion by: Kevin Ramberg Seconded by: Linda Guerrero Date: January 20, 2021 RATIONALE: WHEREAS, the City of Austin’s greatest asset is its people who are passionate about their city, committed to its improvement, and determined to see its vision become a reality; and WHEREAS, the percent of registered voters who voted in the past 4 years of city elections exceeded 60 percent; WHEREAS, a majority of voters who live in Austin voted for the current Austin City Council representation; WHEREAS, over 700 Austinites participate and serve on over 60 Boards and Commissions to help shape, and continually improve upon the policies of the City and the lives of its residents; WHEREAS, the input provided to the Austin City Council through the City’s Boards and Commissions reflects the will of the community; WHEREAS, it is the intent of the City of Austin that the legislative agenda guide City staff, in coordination with the City’s strategic partners, in their efforts to advocate on behalf of the City of Austin and its residents; WHEREAS, in recent years, the Texas Legislature has attempted to pass legislation that negatively impacts the City through preemption or limiting the ability to advocate; WHEREAS, the 2019 Legislature strongly considered and almost passed S.B. 29 which would have limited the ability of the City to utilize community advocates to effectively advocate on behalf of the policies created and supported by its residents; WHEREAS, taxpayers and City residents benefit from and need community advocates as a tool that amplifies their voices before the Legislature, Congress, and regulatory bodies; and WHEREAS, a prohibition on community advocacy is detrimental to a representative democracy where all Austinites and Texans have equal opportunities to voice their opinions. 1 THEREFORE, BE IT RESOLVED THAT THE Environmental Commission OF THE CITY OF AUSTIN HEREBY ADOPTS THE FOLLOWING RESOLUTION THAT: 1. The Environmental Commission endorses the City of Austin’s 2020 Legislative Agenda adopted by the Austin City Council on September 17th, 2020. 2. The Environmental Commission believes the general principals of the policy and position statements contained in the City of Austin’s state legislative agenda capture the positions of its membership and the community it represents. 3.
