Council Committee, Boards and Commission Action: October 14, 2026 – To be reviewed by the Water and Wastewater Commission. Additional Backup Information: The City of Austin owns and operates approximately 44 potable and reclaimed water storage reservoirs. These reservoirs maintain system pressure, store treated water, and provide critical emergency and fire flow capacity during outages and peak demand periods. Many of these reservoirs have been in service for decades and wear out on a predictable maintenance cycle. Typical wear and maintenance for these reservoirs consists of corrosion, water quality risks, and emergency repairs that also require the reservoirs to be taken out of service. To address these needs, Austin Water established an annual capital program, the Reservoir Improvement Program, to perform a yearly evaluation of tanks and address which ones require rehabilitation. Historically, Austin Water has utilized multi-year engineering contracts to keep the recurring work on schedule and to avoid procuring services tank-by-tank each cycle. The most recent contract for this work was in 2018 for the 2018 Reservoir Improvements Program Contract. This request is for authority to negotiate and execute a new multi-year engineering services agreement to continue the Reservoir Improvement Program. The consultant contracted for these services, will provide condition assessments, recommendations, design, construction documents, and construction-phase support needed to …

Ullrich Water Treatment Plant currently uses gaseous chlorine and anhydrous ammonia disinfection systems, which requires the bulk delivery, storage and handling of these hazardous chemicals. This project is intended to convert from gaseous chlorine and anhydrous ammonia to on-site generation of sodium hypochlorite (OSGSH) and liquid ammonium sulfate (LAS), respectively, which are both inherently safer technologies for water treatment disinfection. The OSGSH system will use electrolysis to convert sodium chloride (salt) and water into 0.8% sodium hypochlorite. The LAS system will store and feed ammonia in a liquid, non-hazardous form. This project will eliminate the need for the use of gaseous chlorine and anhydrous ammonia for disinfection, representing a major safety improvement for the City and the surrounding community. A critical component of this project is the need to maintain operation of the plant, including disinfection processes, throughout these improvements. A temporary sodium hypochlorite storage and feed system will be utilized while the gaseous chlorine system is demolished and replaced with the OSGSH system. …

Funding: $79,445 is available in the Fiscal Year 2026-2027 Operating Budget of Austin Water. Funding for the remaining contract term is contingent upon available funding. ..Body Lead Department Austin Financial Services. Fiscal Note Funding in the amount of $79,445 is available in the Fiscal Year 2026-2027 Operating Budget of Austin Water. Funding for the remaining contract term is contingent upon available funding in future budgets. Procurement Language: Sole Source. MBE/WBE: Sole source contracts are exempt from the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program); therefore, no subcontracting goals were established. Council Committee, Boards and Commission Action: October 14, 2026 - To be reviewed by the Austin Water and Wastewater Commission. Additional Backup Information: The contract will provide essential toxicity testing, biological health assessments, and low level propylene glycol analysis needed to monitor the operational health of the City’s wastewater treatment plants and ensure compliance with Texas Commission on Environmental Quality discharge permits. These tests identify inhibitory compounds, evaluate microbial conditions, and support industrial discharge management at Austin Water facilities. The required testing methods rely on specialized laboratory capabilities not available within Austin Water. These services are necessary to detect potential impacts from industrial users, identify sources of biological inhibitors, and mitigate treatment process disruptions. These services are sole source because Hydro Solutions, Inc d/b/a Effluency, LLC is the only laboratory that can offer biomass characterization testing that includes oxygen uptake rate, adenosine triphosphate generation rate, exocellular polymer analysis, quantification of ammonia oxidizing bacteria and nitrite oxidizing bacteria using most probable number testing, and floc size distribution. The contract replaces a contract expiring on November 17, 2027. The contract is being replaced early due to increased demand for these services. The recommended contractor is the current provider for these services. If a contract is not secured, the City will lose critical monitoring capacity, increasing the risk of undetected inhibiting compounds, operational instability, and potential violations of state issued discharge permits.
